TO: City Manager & Clerk of the Board of Review

City of Flushing, Genesee County, Michigan

RE: Formal Submission of Petition under MCL § 211.53b

Property Address: 315 Mill St, Flushing, MI 48433

Parcel ID: 55-26-552-140

Owner of Record: Deborah Sorenson, Trustee (9119 Properties, LLC)

To the City Manager and Clerk of the Board:

Pursuant to Michigan Compiled Law (MCL) § 211.53b, please accept this physical filing as a formal

petition to correct a Qualified Error regarding an erroneous property uncapping calculation for the

upcoming July 20, 2026, Board of Review session.

The enclosed documentation includes:

Certified ALTA Settlement Statement establishing an arm's-length open-market purchase price of

$216,000.00.

Current Summer 2026 Tax Bill reflecting an inflated SEV of $125,600 (implying an

unconstitutional True Cash Value of $251,200, or 116.3% of the market baseline).

Complete printout of the electronic email thread initiated on July 9, 2026, with the City Assessor,

City Treasurer, and City Administration regarding this structural database error.

As a matter of statutory right under MCL § 211.53b(8)(g), an error regarding the correct uncapping of

taxable value falls explicitly within the mid-year jurisdiction of the July Board for both the current and

immediately preceding tax year.

Please ensure this complete physical packet is distributed directly to the Board of Review panel

members prior to the call to order on July 20th, and log this delivery into the permanent municipal

record.

Respectfully submitted,

Eric Blaufarb

The local assessing unit miscalculated the uncapping of Taxable Value following the open-market acquisition of 315 Mill St ($216,000.00 purchase price per

certified ALTA statement). Under Article IX, Section 3 of the Michigan Constitution and MCL § 211.27a, the property's State Equalized Value (SEV) and Taxable

Value (TV) cannot exceed 50% of True Cash Value ($108,000.00). The city erroneously set the Taxable Value at $125,600.00, resulting in an illegal $17,600.00 over-

assessment for tax years 2025 and 2026.

Jurisdictional Issues:

Did you protest the assessment at a Board of Review? Yes

If Yes, check which Board of Review you attended: July

If No, please check the applicable reason(s):
