PROPERTY TAX APPEAL – VALUATION EVIDENCE

Date:

March 10, 2026

To:

Hadley Township March Board of Review

From:

Chad Glinsky

Subject Parcel Address:

3554 Corey Lane, Lapeer, MI 48446

Subject Parcel Number:

010-008-020-70

Appeal Year:

2026

I. PURPOSE & BURDEN OF PROOF

This appeal formally challenges the mass-appraisal valuation generated for the subject property

for the 2026 tax year. The township's proposed State Equalized Value (SEV) of $346,500

implies a True Cash Value (TCV) of $693,000. This valuation is mathematically unsupportable

and does not accurately reflect the localized market realities of the subject footprint.

To satisfy the burden of proof, the evidence below utilizes three arm’s-length transactions

executed strictly within the state-mandated 24-month study window (April 1, 2023 – March 31,

2025). All three comparable properties sit on identically sized 5-acre parcels within Hadley

Township, effectively neutralizing land value variances. Standardized market adjustments have

been applied to extract the mathematically justified TCV of the physical structure.

III. MARKET ADJUSTMENT MATHEMATICS

To reconcile the comparables to the subject property, the following standardized adjustments

have been applied based on fractional variance rates, such as the Gross Living Area (GLA), as

defined by the Michigan State Commission Tax Assessor’s Manual. Adjustments utilize BS&A

Property Record Cards for baseline structural data and verified MLS listing data to account for

market amenities, such as pools and finished basements, that heavily influenced the localized

sale prices.

Comp #1 Adjustments (3618 Corey Ln):

● GLA Variance (+114 sq. ft. at $65/sq. ft.): +$7,410

● Bed/Bath Variance: -$5,500 (Comp features 1 additional bedroom [-$3k] and 1 additional

half-bath [-$2.5k]).

● Outbuilding Variance (No Barn): -$20,000

● Pool & Pool House Variance (MLS): -$15,000

● Total Net Adjustments: -$33,090

● Adjusted TCV: $576,910

Comp #2 Adjustments (4288 Phillips Rd):

● GLA Variance (+450 sq. ft. at $65/sq. ft.): +$29,250

● Bed/Bath Variance: -$8,000 (Comp features 1 additional bedroom [-$3k] and 1 additional

full bath [-$5k]).

● Basement Finish Variance (MLS): -$35,000 (Comp features 2,100 sq. ft. finished

walk-out lower level).

● Outbuilding Variance (No Barn): -$20,000

● Pool Variance (MLS): -$5,000

● Total Net Adjustments: -$38,750

● Adjusted TCV: $446,750

Comp #3 Adjustments (5919 Brigham Rd):

● GLA Variance (+920 sq. ft. at $65/sq. ft.): +$59,800

Page 3

● Bed/Bath Variance: -$5,500 (Comp features 1 additional bedroom [-$3k] and an extra

half-bath equivalent of fixture value [-$2.5k]).

● Basement Finish Variance (MLS): -$20,000 (Comp features finished basement with wet

bar).

● Outbuilding Variance (No Barn): -$35,000

● Pool Variance (MLS): -$2,500

● Total Net Adjustments: -$3,200

● Adjusted TCV: $404,300

IV. CONCLUSION & REQUESTED RELIEF

The three comparable properties represent a highly accurate cross-section of the local market.

Averaging the mathematically adjusted True Cash Values of all three comparables yields the

definitive market value of the subject property.

● Average Adjusted True Cash Value (TCV): $475,987

● Requested 2026 State Equalized Value (SEV): $237,994

● Requested 2026 Taxable Value: $237,994

The localized data proves that the subject property's value is significantly lower than what a

generalized mass-appraisal model projects. I respectfully request the Board of Review correct

the 2026 SEV and Taxable Value to $237,994.

The True Cash Value (TCV) and Assessed Value established by the Hadley Township Board of Review are mathematically unsupportable and exceed 50% of the

property's actual fair market value. The township's mass-appraisal model and subsequent Board of Review decision failed to accurately adjust localized

comparable sales for significant physical and amenity variances. Specifically, the township failed to apply necessary downward adjustments for luxury amenities

including fully finished walk-out basements, large outbuildings, pools, and additional plumbing fixtures, that are present in the comparables but completely absent

from the subject property.

An independent, data-driven market analysis utilizing arm's-length transactions strictly within the state-mandated 24-month study window, and normalizing

identically sized 5-acre parcels, demonstrates a mathematically justified TCV of $475,987, and therefore an Assessed Value of $237,994. Please refer to the

attached Valuation Evidence packet, which cross-references the township's own BS&A Property Record Cards with verified MLS listing data to prove the required

structural deductions.
