STATE OF MICHIGAN GRETCHEN WHITMER GOVERNOR DEPARTMENT OF LICENSING AND REGULATORY AFFAIRS LANSING MARLON I. BROWN, DPA DIRECTOR Please Explain Your Answer to this Appeal: The property is Assessed at 50% of the True Cash Value. The new owner claims that they did not know the market when buying the property. The property sold before they bought the property in 2023 for $205,000 and they purchased the property for $217,400. They claim the property is only worth $140,000 on the open market in 2026, but did not supply an actual appraisal of the property only a realtor market analysis of the property. They mortgaged the property for $140,000 and asking for a value of what they mortgaged, but did not supply a copy of the actual lender appraisal on the property establishing a lender value either. A realtor is not going to list a house with a value that the market will not support. The property had to appraise for the $205,000 in 2023 when sold and would have had another appraisal in 2025 to mortgage the $140,000. However, No market appraisal was given to the Board of Review only a realtor market analysis. The market analysis gives no pictures of comparable properties or the conditions at the time of sale, and smaller properties or adjustments have not been made for size or any amenities on the properties. The market analysis takes an overall average of the comparable properties without making any adjustments to the properties. Property adjustments need to be made from amenities, size, condition, age if needed, and any other market conditions. Jurisdictional Issues: IF PETITIONER IS APPEALING THE TRUE CASH AND/OR TAXABLE VALUES: Did Petitioner protest the assessment at a Board of Review? STATE OF MICHIGAN GRETCHEN WHITMER GOVERNOR DEPARTMENT OF LICENSING AND REGULATORY AFFAIRS LANSING ORLENE HAWKS DIRECTOR Mount Morris Michigan 48458 Taxing Authority (City or Township) Township of Mt Morris (GENESEE) County Genesee Section 4: Issues Being Appealed (check all that apply) True Cash and Taxable Value Section 5: Explain the Reason for this Appeal Petitioner challenges the 2026 assessed value of $117,100 (SEV), implying a true cash value of $234,200 that is not supported by market evidence. A professional appraisal by a Michigan Certified Residential Appraiser concluded a market value of $140,000 based on an interior and exterior inspection and three comparable sales within the immediate area. The assessor's valuation is further undermined by the methodology used to derive it. The 2026 ECF study for Neighborhood 0402 applied an Economic Condition Factor of 0.920, inflated by a single anomalous sale with an ECF of 1.528 that does not reflect typical market conditions. Without that outlier, the study's own data produces a 6-sale average ECF of 0.814 — 13.1% below the rate applied. The subject property's own two arm's-length sales within the study period imply ECFs of 0.797 and 0.850, both well below 0.920. Twelve comparable sales in the township from 2023–2025 — including four on the subject's own street — average $107 per square foot, independently corroborating the appraisal. No comparable sale supports a value of $234,200 for this property. Petitioner requests reduction of the SEV to $70,000, reflecting a true cash value of $140,000. Section 6: Jurisdictional Issues Year(s) you are appealing: 2026 Did you protest the assessment at a Board of Review (BOR)? Yes If Yes, check which BOR you attended AND upload the BOR decision: March If No, check the applicable reason(s): Did you request a Poverty Exemption at the BOR? If Yes, check which BOR considered your application AND upload the BOR decision: March July December If No, explain why: Section 7: Valuation Information *Use the multiple parcel form for additional, contiguous parcels.
