STATE OF MICHIGAN GRETCHEN WHITMER GOVERNOR DEPARTMENT OF LICENSING AND REGULATORY AFFAIRS LANSING MARLON I. BROWN, DPA DIRECTOR Please Explain Your Answer to this Appeal: The property is Assessed at 50% of the True Cash Value. The new owner claims that they did not know the market when buying the property. The property sold before they bought the property in 2023 for $205,000 and they purchased the property for $217,400. They claim the property is only worth $140,000 on the open market in 2026, but did not supply an actual appraisal of the property only a realtor market analysis of the property. They mortgaged the property for $140,000 and asking for a value of what they mortgaged, but did not supply a copy of the actual lender appraisal on the property establishing a lender value either. A realtor is not going to list a house with a value that the market will not support. The property had to appraise for the $205,000 in 2023 when sold and would have had another appraisal in 2025 to mortgage the $140,000. However, No market appraisal was given to the Board of Review only a realtor market analysis. The market analysis gives no pictures of comparable properties or the conditions at the time of sale, and smaller properties or adjustments have not been made for size or any amenities on the properties. The market analysis takes an overall average of the comparable properties without making any adjustments to the properties. Property adjustments need to be made from amenities, size, condition, age if needed, and any other market conditions.
