STATE OF MICHIGAN GRETCHEN WHITMER GOVERNOR DEPARTMENT OF LICENSING AND REGULATORY AFFAIRS LANSING MARLON I. BROWN, DPA DIRECTOR MICHIGAN TAX TRIBUNAL · 611 W. OTTAWA ST., LANSING, MI 48933 · 517-335-9760 PO BOX 30232, LANSING, MI 48909 · Other Carriers: 2407 N. GRAND RIVER AVE., LANSING, MI 48906 Shazia Manzar, Petitioner, MICHIGAN TAX TRIBUNAL SMALL CLAIMS DIVISION v MTT Docket No. 25-002925 City of Detroit, Respondent. ORDER OF DISMISSAL The Tribunal has reviewed the file in the above-captioned case and finds that: Petitioner protested the assessment to Respondent’s March Board of Review, as required by MCL 205.735a. However, because the BOR did not issue a final decision in writing, the Tribunal lacks authority to consider Petitioner’s appeal under MCL 211.30 and MCL 205.731. Petitioner’s contention that the Tribunal should take jurisdiction over this appeal without a final decision is an argument in equity. The Tribunal has no equitable power to waive or otherwise disregard statutory filing requirements and deadlines, and it therefore has no authority to hear the appeal or grant the relief requested. See Sixarp, LLC v Byron Twp, __Mich__; __NW3d__ (2025). Therefore, IT IS ORDERED that the case is DISMISSED. This order resolves all pending issues and closes the case. APPEAL RIGHTS If you disagree with the final decision in this case, you may file a motion for reconsideration with the Tribunal or a claim of appeal with the Michigan Court of Appeals. A motion for reconsideration must be filed with the Tribunal with the required filing fee within 21 days from the date of entry of the final decision. Because the final decision closes the case, the motion cannot be filed through the Tribunal’s web-based e-filing system; it must be filed by mail or personal service. The fee for the filing of such motions is $50.00 in the Entire Tribunal and $25.00 in the Small Claims Division, unless the Small Claims decision relates to the valuation of property and the property had a principal residence exemption of at least 50% at the time the petition was filed or the decision relates to the grant or denial of a poverty or disabled veterans exemption and, if so, there is no filing fee. You are required to serve a copy of the motion on the opposing party by mail or personal service or by email if the opposing party agrees to

MTT Docket No. 25-002925 Page 2 of 6 electronic service, and proof demonstrating that service must be submitted with the motion. Responses to motions for reconsideration are prohibited and there are no oral arguments unless otherwise ordered by the Tribunal. Alternatively, you may file a claim of appeal with the Michigan Court of Appeals. If the claim is filed within 21 days of the entry of the final decision, it is an “appeal of right.” If the claim is filed more than 21 days after the entry of the final decision, it is an “appeal by leave.” A copy of the claim of appeal must be filed with the Tribunal to certify the record on appeal. There is no certification fee. By:___________________________________ Patricia L. Halm, Tribunal Chair Entered: September 16, 2025 PROOF OF SERVICE I certify that a copy of the foregoing was sent on the entry date indicated above to the parties or their attorneys or authorized representatives, if any, utilizing either the mailing or email addresses on file, as provided by those parties, attorneys, or authorized representatives. STATE OF MICHIGAN GRETCHEN WHITMER GOVERNOR DEPARTMENT OF LICENSING AND REGULATORY AFFAIRS LANSING ORLENE HAWKS DIRECTOR Detroit Michigan 48219 Taxing Authority (City or Township) City of Detroit (Wayne) County Wayne Section 4: Issues Being Appealed (check all that apply) True Cash and Taxable Value, Uncapping of Taxable Value Section 5: Explain the Reason for this Appeal I am appealing the Assessed Value (AV) of my property at 18477 Grandville Ave, Detroit, MI 48219, as the current assessment does not accurately reflect its fair market value. The Board of Review (BOR) denied my appeal. I received no letter from BOR however this is reflected on the property BS&A record online. Therefore, I am appealing to Michigan Tax Tribunal based on the factors noted below. Grounds for Appeal: 1. Recent Purchase Price Confirms Overassessment - I purchased this property on April 2, 2024, for $42,000, a transaction that has been duly recorded by the city. - The 2025 State Equalized Value (SEV) is $44,700, which implies a market value of $89,400 (since SEV represents 50% of market value). - This implied market value is significantly higher than the actual price I paid. 2. Comparable Sales Support a Lower SEV & AV - Recent comparable sales in the area indicate that similar properties have sold for amounts much closer to my purchase price: - 21212 Pembroke Ave, Detroit, MI 48219 - Sold on Jan 2, 2024 for $47000 - 18976 Pierson St, Detroit, MI 48219 – Sold on Feb 21, 2-2025 for $40,000 These sales strongly suggest that the true market value for properties in this area is much closer to $42,000 rather than the $89,400 implied by the current SEV. 3. Requested Adjustment Based on my purchase price and the comparable sales, the correct market value for this property should be closer to $42,000. - Since SEV represents 50% of market value, the appropriate SEV should be approximately $21,000 rather than $44,700. - Because the Assessed Value (AV) matches the SEV, I respectfully request that my Assessed Value be adjusted to approximately $21,000 to accurately reflect the true property value.Sincerely, Shazia N. Manzar trafalgarventures2023@gmail.com Section 6: Jurisdictional Issues Year(s) you are appealing: 2025 Did you protest the assessment at a Board of Review (BOR)? To the Michigan Tax Tribunal, Please note that I did not receive a written response from March Board of Review. I called them multiple times as well as sent multiple emails and I received no response. Since I do not have the final written decision in my hand, I was told that I can attach BS&A Online document as well as my recent 2025 Summer Tax Bill to show the final Assessed Value, Taxable Value, and SEV after their review. Please find BS&A Online document as well as 2025 Summer Tax Bill that show final Assessed Value, Taxable Value, and SEV after their review. Thank You.
