STATE OF MICHIGAN GRETCHEN WHITMER GOVERNOR DEPARTMENT OF LICENSING AND REGULATORY AFFAIRS LANSING MARLON I. BROWN, DPA DIRECTOR MICHIGAN TAX TRIBUNAL · 611 W. OTTAWA ST., LANSING, MI 48933 · 517-335-9760 PO BOX 30232, LANSING, MI 48909 · Other Carriers: 2407 N. GRAND RIVER AVE., LANSING, MI 48906 Nadine Zebib, Petitioner, MICHIGAN TAX TRIBUNAL SMALL CLAIMS DIVISION v MTT Docket No. 26-000548 City of Detroit, Respondent. ORDER OF DISMISSAL The Tribunal has reviewed the file in the above-captioned case and finds that: The Notice of Property Tax Delinquency/Forfeiture submitted by Petitioner is not a final decision. See MCL 211.7cc(8) and (13) and MCL 205.21(2)(f) and (g). As such, Petitioner’s appeal is premature and the Tribunal has no authority to hear the appeal or grant the relief requested. See MCL 205.731 and Sixarp, LLC v Byron Twp, __Mich__; __NW3d__ (2025). If a final decision (i.e., Decision and Order of Determination or Denial of Request for Informal Conference) was issued and inadvertently omitted, Petitioner may file a Motion for Reconsideration including a copy of the final decision per the appeal rights below. Therefore, IT IS ORDERED that the case is DISMISSED. This order resolves all pending issues and closes the case. APPEAL RIGHTS If you disagree with the final decision in this case, you may file a motion for reconsideration with the Tribunal or a claim of appeal with the Michigan Court of Appeals. A motion for reconsideration must be filed with the Tribunal with the required filing fee within 21 days from the date of entry of the final decision. Because the final decision closes the case, the motion cannot be filed through the Tribunal’s web-based e-filing system; it must be filed by mail or personal service. The fee for the filing of such motions is $50.00 in the Entire Tribunal and $25.00 in the Small Claims Division, unless the Small Claims decision relates to the valuation of property and the property had a principal residence exemption of at least 50% at the time the petition was filed or the decision relates to the grant or denial of a poverty or disabled veterans exemption and, if so, there is no filing fee. You are required to serve a copy of the motion on the opposing party by mail or personal service or by email if the opposing party agrees to

MTT Docket No. 26-000548 Page 2 of 2 electronic service, and proof demonstrating that service must be submitted with the motion. Responses to motions for reconsideration are prohibited and there are no oral arguments unless otherwise ordered by the Tribunal. Alternatively, you may file a claim of appeal with the Michigan Court of Appeals. If the claim is filed within 21 days of the entry of the final decision, it is an “appeal of right.” If the claim is filed more than 21 days after the entry of the final decision, it is an “appeal by leave.” A copy of the claim of appeal must be filed with the Tribunal to certify the record on appeal. There is no certification fee. By:___________________________________ Patricia L. Halm, Tribunal Chair Entered: June 30, 2026 PROOF OF SERVICE I certify that a copy of the foregoing was sent on the entry date indicated above to the parties or their attorneys or authorized representatives, if any, utilizing either the mailing or email addresses on file, as provided by those parties, attorneys, or authorized representatives. STATE OF MICHIGAN GRETCHEN WHITMER GOVERNOR DEPARTMENT OF LICENSING AND REGULATORY AFFAIRS LANSING ORLENE HAWKS DIRECTOR Michigan 48201 Taxing Authority: City of Detroit (Wayne) County: Wayne Classification of Property: Real Residential Section 4: Check which of the following you are appealing Principal Residence Exemption Section 5: Explain the Reason for this Appeal I am formally contesting this delinquency and forfeiture notice due to both administrative error and lack of proper notice. First, I did not receive these notices in a timely or reliable manner due to repeated mailing errors by the City. The notices have consistently been delivered to incorrect units within my building, including but not limited to Unit 302, despite multiple attempts by myself to correct this issue with the City. While this issue appears to be specific to my parcel number, my mail has been repeatedly delivered to various other units within the building. The only reason I am able to submit a copy of this notice (as is requested in this petition) is because this particular notice was delivered to Unit 001 in error, where a personal contact of mine resides and was able to share it with me. This notice was not delivered to my unit. It is not the responsibility of other tenants to ensure I receive official correspondence; it is the City’s responsibility to maintain accurate address records and ensure proper delivery. As a result of these repeated errors, I was not properly notified of any alleged delinquency, which has directly impacted my ability to respond or resolve this matter. Second, the timeline referenced in this notice is factually incorrect. The notice asserts that I vacated or changed residency status in 2022, which is not accurate. I did not move out of this residence until February 2024. Therefore, any tax reassessment or homestead-related adjustments applied to 2022 and 2023 are erroneous and should be removed. Because the notice was both improperly delivered and based on incorrect residency information, I was denied a fair opportunity to address or appeal these charges earlier. I am requesting a full review and correction of the tax records to reflect my actual residency timeline, as well as appropriate relief from penalties and any improperly assessed amounts. I am prepared to provide documentation verifying my residency and timeline as needed. Thank you. Section 6: Jurisdictional Issues List the year(s) denied: 2022, 2023 Indicate who denied the exemption under appeal: Local Unit If you checked “other” above, explain: List the date the Principal Residence Exemption or Qualified Agricultural Exemption was denied: Unknown--notice not properly received Fee Information A fee of $25.00 is required for the filing of this appeal unless you possess a Principal Residence Exemption of at least 50% at the time of the filing of this petition.
