OTTAWA ST., LANSING, MI 48933 · 517-335-9760 PO BOX 30232, LANSING, MI 48909 · Other Carriers: 2407 N. GRAND RIVER AVE., LANSING, MI 48906 Marjorie A Jenkins, Petitioner, MICHIGAN TAX TRIBUNAL SMALL CLAIMS DIVISION v MTT Docket No. 26-000071 City of Detroit, Respondent. ORDER OF DISMISSAL The Tribunal has reviewed the file in the above-captioned case and finds that: The petition was not filed on or before July 31 of the tax year appealed, as required by MCL 205.735a, or within 30 days of the issuance of a July or December Board of Review Decision, as required by MCL 211.53c. As such, and inasmuch as the Tribunal has no equitable power to waive or otherwise disregard statutory filing requirements and deadlines, it has no authority to hear the appeal or grant the relief requested. See Sixarp, LLC v Byron Twp, __Mich__; __NW3d__ (2025). Therefore, IT IS ORDERED that the case is DISMISSED. This order resolves all pending issues and closes the case. APPEAL RIGHTS If you disagree with the final decision in this case, you may file a motion for reconsideration with the Tribunal or a claim of appeal with the Michigan Court of Appeals. A motion for reconsideration must be filed with the Tribunal with the required filing fee within 21 days from the date of entry of the final decision. Because the final decision closes the case, the motion cannot be filed through the Tribunal’s web-based e-filing system; it must be filed by mail or personal service. The fee for the filing of such motions is $50.00 in the Entire Tribunal and $25.00 in the Small Claims Division, unless the Small Claims decision relates to the valuation of property and the property had a principal residence exemption of at least 50% at the time the petition was filed or the decision relates to the grant or denial of a poverty or disabled veterans exemption and, if so, there is no filing fee. You are required to serve a copy of the motion on the opposing party by mail or personal service or by email if the opposing party agrees to electronic service, and proof demonstrating that service must be submitted with the

MTT Docket No. 26-000071 Page 2 of 6 motion. Responses to motions for reconsideration are prohibited and there are no oral arguments unless otherwise ordered by the Tribunal. If the claim is filed within 21 days of the entry of the final decision, it is an “appeal of right.” If the claim is filed more than 21 days after the entry of the final decision, it is an “appeal by leave.” A copy of the claim of appeal must be filed with the Tribunal to certify the record on appeal. There is no certification fee. By:___________________________________ Patricia L. STATE OF MICHIGAN GRETCHEN WHITMER GOVERNOR DEPARTMENT OF LICENSING AND REGULATORY AFFAIRS LANSING ORLENE HAWKS DIRECTOR Michigan Taxing Authority (City or Township) City of Detroit (Wayne) County Wayne Section 4: Issues Being Appealed (check all that apply) Poverty Exemption Section 5: Explain the Reason for this Appeal I came to the Northwest Activity Center on Friday, October 24, 2025, at 2 pm, to double-check to see if the Board of Review received my application. I was flabbergasted when I was told that the homeowner's property tax exemption form was never filed for the 2025 summer and winter taxes. I came on Saturday, September 6, 2025, to the Abayomi CDC building to receive help with my 2025 HOPE application. The female was very rude to me. She kept telling me to wait in line when there was no line. Then, she said, "You have to wait until my lunch time is over with," and got up and went to lunch. When she came back from lunch, she called me to her table right away. She refused to give me her name. She would not allow me to see what she wrote on my application. Then, finally, she announced she was done and that my application had been submitted, but it wasn't. I was further told that all of my paperwork from 2024 was accepted previously and that I didn't need to do anything else, but that was a lie, too. Furthermore, I was not provided with any written documentation, including copies, despite my repeated requests. She ignored me. The women just kept saying, "You don't need to do anything else." I then asked her if I could see her computer to physically view if my application had been sent. She again denied me that access. I stayed at this woman's table for as long as I could, trying to receive a copy of my submitted application. Finally, she told me to leave, and I never received a copy of my submitted application. Subsequently, at the Northwest Activity Center on Friday, October 24, 2025, at 2 pm, the person who was actually completing my application told me that I wasn't the only one who this happened to. She said, "I don't know what's going on, but you weren't the only one that this happened to." She went on to say, "There were several other people who came on this day, Fri, 10/24/25, who needed their applications redone, as well." Then, she put my application into her pile of papers and told me to hold on to my copy. Finally, I received a call that the lady at the Northwest Activity Center said would come. The female on the other end told me to send her my documentation through her email. She stayed on the phone with me until she received all of them. So, I do not understand why I am receiving a denial letter stating that my paperwork was not turned in. SOLUTION Therefore, I am bringing this matter to your attention, with the hopes that you investigate why we were told our HOPE applications were submitted, when in fact they were not. Please see if you can get names to prevent these people from ever doing this again. You may contact me if you have any questions at (313) 539- 6495. Thanks for your support.
