STATE OF MICHIGAN GRETCHEN WHITMER GOVERNOR DEPARTMENT OF LICENSING AND REGULATORY AFFAIRS LANSING MARLON I. BROWN, DPA DIRECTOR I am in full support of the paving improvements as Meldrum is in grave disrepair, but I object to the formation of a Special Assessment District for this purpose. This would be a NEW tax for residents who would not be enjoying any special benefit. The Township and/or county has been handling of maintenance and improvements to Meldrum since it was paved in the late 1980s/early 1990s through 2024, when the first special assessment district application was submitted. It appears that when the Riverpointe Condominiums were built in the late 1980s, the condominium builder covered the cost of pavement improvements for Meldrum Street, and it is noted on the site plans that Meldrum road would "remain private at this time". It is my understanding the south side of Meldrum was dedicated to the public and is utilized by the public (See attached photos from 5.12.2026 when Meldrum was used to park heavy equipment for public improvements to the entrance on Meldrum). My neighbors tell me this was a common practice during the Salt River Bridge project. I have a FOIA request in to Macomb County regarding right of way and dedication and acceptance records. Section 5: Jurisdictional Issues Did you protest the special assessment at the hearing held to confirm the special assessment roll? Yes If Yes, what was the date of the hearing held to confirm the special assessment roll? 2026-06-09 If No, explain: Fee Information A fee of $100.00 is required for the filing of a Special Assessment Appeal. The Notice of Hearing for the Establishment of a Special Assessment District for Paving Improvements to Chesterfield Township, scheduled for June 9, 2026, is attached. I am in full support of the paving improvements as Meldrum is in grave disrepair, but I object to the formation of a Special Assessment District for this purpose. This would be a NEW tax for residents who would not be enjoying any special benefit. I will be submitting a FOIA request to the Township regarding the handling of maintenance and improvements to Meldrum since it was paved in the late 1980s/early 1990s through 2024, when the first special assessment district application was submitted. It appears that when the Riverpointe Condominiums were built in the late 1980s, the condominium builder covered the cost of pavement improvements for Meldrum Street, and it is noted on the site plans that Meldrum road would "remain private at this time" (site plan attached). I will venture to say it is not a coincidence that the most deteriorated portions of Meldrum Street line up with where the equipment is parked, and I welcome anyone interested to visit Meldrum to see if it lines up. Per Email from Eric Dimoff/ County (4/17/2026) The right of way for Meldrum Street on the north side of the road was never dedicated to the public (Macomb County). The language in the Munson Subdivision plat does not include language regarding dedication of the road for the use of the public. It feels like there was a plan to have the north side of Meldrum dedicated to the public at some point, but the ball was dropped some 30 plus years ago? 9/1/26, 2:20 PM Gmail - Formal Objection to the Establishment of a Meldrum Street Special Assessment

Subject: FW: Right of Way Inquiry- Meldrum Street FOIA <MGorecki@rcmcweb.org> Tue, Jun 16, 3: to Peter Jensen, Molly Zappitell Marcella Gorecki Good afternoon, Attached is the FOIA information from our ROW Department along with some information in the body of the email. is a wealth of knowledge, there may be some things that are not relevant to the request, please remove what you is not necessary. Marci Gorecki Macomb County Department of Roads From: Paul Zook <PZook@RCMCWeb.org> Sent: Tuesday, June 16, 2026 3:29 PM To: Marcella Gorecki <MGorecki@RCMCWeb.org>; Peter Jensen <Peter.Jensen@macombgov.org> Subject: RE: Right of Way Inquiry- Meldrum Street FOIA Peter I got the FOIA request for Meldrum Street. I receive many calls on Meldrum Street. Lots of problems and bad choices. It starts on January 28, 1950, with the recording of the Munson Subdivision Plat. For some reason, the developer was permitt dedicate ½ of the ROW for Meldrum Street (30 feet). In addition, the plat says: “and that the streets and alleys as shown on s plat are now being used for such purposes”. In most cases the plat would say the roads and alleys are “dedicated to the public such purposes. It is likely that the developer was permitted to dedicate the 30-foot ROW for Meldrum under the assumption that the land to th south would also be developed with another subdivision and that developer would dedicate the other 30-foot ROW for Meldru brining it to the minimum 60-foot ROW required for subdivision streets. The portion of Meldrum Street created by the Munson Subdivision would be the northerly 30-foot ROW. It is noted that, in most cases, we do not certify subdivision streets with a ROW of less than 60 feet. As to the southerly 30-foot ROW for Meldrum Street: Jump forward to 1988 and Chesterfield Township approves the master deed for the Riverpointe Condominiums. In the master deed, Meldrum street is identified as 60 foot in width and “private”. By approving this site plan with Meldrum being a privat street, the Township has ensured that the north 30 feet of Meldrum Street will never be certified as public since it does not me 60-foot ROW minimum requirements. It also sets up a horrible situation where the residents along Meldrum Street in the Munson Subdivision are using the private portion of Meldrum Street in the Riverpointe Condominiums to gain access to their homes. Meldrum Street in the condos is private, and it takes on extra wear and tear from people who do not live in the condos. The residents of Riverpointe pay HOA that include costs for road repairs, and the residents of the Munson Subdivision are using their streets for free. Apparently, the Township did not think about these issues when they approved the condominium site plan. 9/1/26, 1:00 PM FW: Right of Way Inquiry- Meldrum Street FOIA - willeylm@gmail.com https://mail.google.com/mail/u/0/popout?ver=191hf17za7bwx&msg=%23msg-a%3Ar5330084343641598236&attid=0.1 1/1

Electronic Signature *Typing your name below will serve as your signature Petitioner or Attorney/Authorized
