Farah Hobballah,

Petitioner, MICHIGAN TAX TRIBUNAL

 SMALL CLAIMS DIVISION

v

 MTT Docket No. 25-002603

City Of Dearborn,

Respondent.

ORDER OF DISMISSAL

The Tribunal has reviewed the file in the above-captioned case and finds that:

The issue in this case is already pending in another case and, as such, this appeal is

duplicative and shall be dismissed.

Therefore,

IT IS ORDERED that the case is DISMISSED.

This order resolves all pending issues and closes the case.

APPEAL RIGHTS

If you disagree with the final decision in this case, you may file a motion for

reconsideration with the Tribunal or a claim of appeal with the Michigan Court of

Appeals.

A motion for reconsideration must be filed with the Tribunal with the required filing fee

within 21 days from the date of entry of the final decision. Because the final decision

closes the case, the motion cannot be filed through the Tribunal’s web-based e-filing

system; it must be filed by mail or personal service. The fee for the filing of such

motions is $50.00 in the Entire Tribunal and $25.00 in the Small Claims Division, unless

the Small Claims decision relates to the valuation of property and the property had a

principal residence exemption of at least 50% at the time the petition was filed or the

decision relates to the grant or denial of a poverty or disabled veterans exemption and,

if so, there is no filing fee. You are required to serve a copy of the motion on the

opposing party by mail or personal service or by email if the opposing party agrees to

electronic service, and proof demonstrating that service must be submitted with the

motion. Responses to motions for reconsideration are prohibited and there are no oral

arguments unless otherwise ordered by the Tribunal.

Alternatively, you may file a claim of appeal with the Michigan Court of Appeals. If the

claim is filed within 21 days of the entry of the final decision, it is an “appeal of right.” If

Page 2

MTT Docket No. 25-002603

the claim is filed more than 21 days after the entry of the final decision, it is an “appeal

by leave.” A copy of the claim of appeal must be filed with the Tribunal to certify the

record on appeal. There is no certification fee.

Section 5: Explain the Reason for this Appeal

Dear Tribunal,

I'm sorry if this is not the correct place to file this -

Please accept this letter as my formal request to appeal the default assessment issued for 16030 Michigan Avenue, Suite 100, Dearborn, MI 48126, despite the

expiration of the standard appeal period. I respectfully ask for consideration of this request due to circumstances beyond my control that prevented timely receipt and

response. Specifically, the building unit in which my office is located has long suffered from unreliable mail distribution. Mail is often misdelivered, misplaced, or

entirely lost. The postal service typically delivers the entire packet of mail either to the building owner—who then distributes it—or places it into a single tenant

mailbox, leaving distribution to chance.

This has been an ongoing problem, and as a law office, this unreliability has forced us to operate paperlessly whenever possible because we cannot depend on our

building’s mail delivery system. Unfortunately, we did not receive the property assessment notice that, according to the City of Dearborn Assessor’s Office, was sent

in January 2025. The first correspondence we received regarding this matter were three consecutive past-due notices—by then, a default assessment was made in

personal property value had been imposed. This valuation is grossly disproportionate to the actual value of the property in question. I have expressed my concerns

repeatedly to the building owner regarding this ongoing mail issue and am considering legal action due to the continued harm it is causing. Although new mailboxes

were recently installed in response to complaints, the postal service often bypasses them, continuing to deliver mail improperly. Given these extraordinary

circumstances, I respectfully request that I be permitted to submit an accurate property valuation and that the default assessment be reconsidered. As an attorney, I am

well aware of my professional obligations to act truthfully and with integrity. I would never ignore a request from the City, State, or Federal government—this

situation is both personally and professionally troubling to me. Thank you for your time and consideration. I hope you will allow me the opportunity to correct this

matter and provide the appropriate documentation regarding my property valuation. I am just a tenant in this suite, which is just under 500 sq ft.

Sincerely, Farah Hobballah
