ORDER OF PARTIAL DISMISSAL

The Tribunal has reviewed the file in the above-captioned case and finds that Petitioner

is appealing assessments for prior tax years and the Tribunal has no authority over

those assessments under MCL 205.735a, as the petition was not timely filed.1 Further,

the Tribunal also has no authority over those assessments, as the facts alleged do not

establish that the assessments were the result of a clerical error (i.e., “an error of a

transpositional, typographical, or mathematical nature”) or a mutual mistake of fact (i.e.,

“an erroneous belief, which is shared and relied on by both parties”).2 Rather, the facts

alleged indicate a valuation dispute that does not involve the correction of a clerical

error or mutual mistake of fact. Therefore,

IT IS ORDERED that Petitioner’s assessment appeal is PARTIALLY DISMISSED. The

appeal shall continue for the 2026 tax year(s) only.

We purchased this home in January of 2025 and the sale included two parcels. The home (address is 5116 Mapleridge Drive, Portage), and the wooded/vacant lot

directly behind/adjoining the home which is 5115 Stonehendge, Portage. The home was vacant prior to moving in and was on the market for approximately 6

months. We actually moved across the street from our previous property (5107 Mapleridge Drive). We bought both properties for one sale price of $375,000. The

appraisal for the sale came in at $380,000. The inspection found a number of issues and the home significantly outdated. We have encountered a number of

issues since moving in likely related to the home being vacant. When the tax valuations came back from the city of Portage our property increased had a reported

increase in value of 20% from the sale price while our previous property was given a valuation approximately 30% under the sale price. According to the research I

have seen the housing market values in our area have not increased in value 20% in a year span. I did appeal to the city of portage and they decreased the original

valuation by 5%; however 15% increase in value in my opinion is still significantly higher than how the markets have moved in 2025 and in particular this property

which has had a number of issues. I will submit the appraisals, comparable properties and inspections to provide further evidence.

Stonehenge and Bronson Blvd Village are established plats located on Portage's northwest side. Homes in this area vary

in style; most are constructed of average to good quality materials and appear to be well maintained. Overall location and marketability is good.

Shopping, schools, highways and employers are all within 5-20 minutes.

Current market conditions are every changing, rates did move to a 22 year high, over 8%

for 30 year mortgages. Since September rates have been on a steady rise, but are still under 7% for a 30 year fixed rate. Still in most of the

subject and surrounding markets, supply of homes is an issue. Low supply is still a factor in this market; values are at least stable.

Michigan Tribunal,

My name is Greg Steinsdoerfer. My family and I reside at 5116 Mapleridge Drive

in Portage Michigan. We previously lived across the street from this property for 7

years prior to purchasing it in January of 2025. The home sat vacant for

approximately a year before it was put on the market. After approximately 6

months we closed on the property which included the wooded adjacent property.

Although the home was well built, the previous owners did not complete any

interior updates for many decades. This likely contributed to the house staying on

the market at a time when most were selling quickly. You are welcome to flip

through the pictures in the appraisal and the inspection reports to see for yourself

the condition.

The sellers also disclosed that two kitchen appliances were inoperable, there

was a history of water entering the basement (which after having lived there we

can confirm is true). The inspection report also listed the need for a new electrical

panel box, missing insulation in the attic leading to significant ice damming

(which we can also confirm now), mechanicals that needed repair (washer,

furnace and hot water heater). This was a home in need of significant updating

and previous potential buyers looked elsewhere (average sale in this market was

approximately 30 days at that time). The appraisal came in at $380,000

indicating that the sale price for the home and vacant lot at that time was market

value.

The City of Portage original SEV calculation that was sent for the home and the

vacant lot was listed as the equivalent of $450,000 market value. This has now

been reduced to $430,000 after we appealed in March. This represented a 20%

increase in value; whereas the home we sold was given an SEV calculation by

the city of Portage at 30% less than the sale price (a 50% difference given that

these two homes were sold on the same day on the same street). Estimates of

market growth in this area range from 2-5% annually in 2025 (not 20%).

Please let me know if you have any questions.
