The assessed value exceeds the property’s market value. The current State Equalized Value of $460,210 implies a market value of approximately $920,420, which

is not supported by comparable sales or Bloomfield Township's own valuation records. Bloomfield Townships BS&A property record estimates a True Cash Value

of

approximately $752,066, and the comparable sales submitted support a market value in the mid-$700,000 range. Petitioners therefore request a 2026 True Cash

Value of $752,000 and corresponding State Equalized Value of $376,000. Supporting documentation is attached.

SMALL CLAIMS DIVISION

2026 PROPERTY TAX APPEAL

Property Address:

 420 Lahser Rd

 Bloomfield Hills, MI 48301

Parcel Number: C-19-27-351-003

Petitioners: George I. Barbu & Maria Barbu

Respondent: Bloomfield Township

SUMMARY OF APPEAL

The March 2026 Board of Review reduced the State Equalized Value (SEV) of the subject

property from $495,150 to $460,210. While Petitioners appreciate the Board’s adjustment, the

revised SEV still implies a market value of approximately $920,420.

Petitioners respectfully submit that this value exceeds both:

• Comparable sales evidence within Bloomfield Township;

• Bloomfield Township’s own estimated True Cash Value (TCV) of approximately $752,066; and

• Current market activity for comparable ranch-style homes.

The evidence submitted demonstrates that the subject property’s market value is more

accurately reflected by a True Cash Value of approximately $752,000.

Accordingly, Petitioners request that the Tribunal:

• Establish a True Cash Value of $752,000;

• Establish a corresponding State Equalized Value of $376,000; and

• Adjust the Taxable Value accordingly.

Submitted in support of Petitioners’ appeal for the 2026 tax year.

Respectfully submitted,

George I. Barbu and Maria Barbu

NARRATIVE STATEMENT IN SUPPORT OF PETITION

Property Address:

 420 Lahser Rd

 Bloomfield Hills, MI 48301

Parcel Number: C-19-27-351-003

Petitioners: George I. Barbu & Maria Barbu

Respondent: Bloomfield Township

I. INTRODUCTION

Petitioners respectfully request review of the 2026 assessment for the subject property.

The March 2026 Board of Review reduced the State Equalized Value from $495,150 to

$460,210. While Petitioners appreciate the reduction, the revised SEV still implies a market

value of approximately $920,420.

Petitioners submit that this value remains above market-supported value. Based on comparable

sales, Township valuation records, and recent 2025–2026 ranch sales, Petitioners request a

2026 True Cash Value of $752,000 and corresponding SEV of $376,000.

II. SUBJECT PROPERTY

The subject property is a single-family ranch residence located at 420 Lahser Rd.

Key characteristics:

• Year built: 1952

 • Total living area: approximately 2,422 sq ft

 • Lot size: approximately 0.398 acres

 • Remodeled and expanded in 2024

 • Effective age shown by Township: 14 years

 • Township estimated TCV: approximately $752,066

Page 3

III. BOARD OF REVIEW ADJUSTMENT

The Board of Review reduced the SEV from $495,150 to $460,210.

The revised SEV implies:

$460,210 × 2 = $920,420

Petitioners submit that this remains materially above market-supported value.

IV. COMPARABLE SALES EVIDENCE

Primary comparable sales previously submitted:

• 1257 Charrington Rd – $650,000

 • 1490 Charrington Rd – $725,000

 • 6151 Golfview Dr – $780,000

Additional recent market evidence:

• 125 S Cranbrook Cross Rd sold October 8, 2025 for $580,000. It is a remodeled 1959 ranch

with 1,820 sq ft, 3 bedrooms, 3 baths, and a 15,682 sq ft lot.

 • 580 S Cranbrook Rd sold April 2, 2026 for $475,000. It is a 1957 ranch with 1,306 sq ft, 4

bedrooms, 3 baths, and a 10,019 sq ft lot.

 • 174 Hillboro Dr sold April 27, 2026 for $895,000 and is treated as a superior upper-bound

indicator.

The recent 2025–2026 sales show that remodeled or updated ranch-style homes in the subject

market are not supporting a value near $920,420.

Even the superior Hillboro sale closed below the current implied value of the subject property.

V. TOWNSHIP VALUATION RECORD

Bloomfield Township’s own BS&A property record identifies an estimated True Cash Value of

approximately $752,066.

This is substantially below the $920,420 market value implied by the post-Board of Review SEV.

Page 4

Petitioners respectfully submit that the Township’s own BS&A property record estimates a True

Cash Value of approximately $752,066, which is substantially below the market value implied by

the post-Board of Review assessment.

VI. ECF AND EFFECTIVE AGE OBSERVATION

The Township record shows the subject property has an effective age of 14 years, meaning the

Township has already recognized the 2024 remodeling and addition.

The subject property is also assigned to ECF Area 27150 Ranches. The Township’s ECF study

shows this ECF area is based on a single sale, 3624 Tuckahoe Rd, producing an ECF of

2.58758.

Petitioners do not challenge the Township’s use of approved assessing methodology. However,

when a cost-model result produces an implied value materially above actual market sales and

the Township’s own estimated TCV, the sales comparison approach should be given greater

weight.

VII. VALUE CONCLUSION

The evidence supports the following:

• Board of Review already reduced the original assessment.

 • Current SEV still implies approximately $920,420 in market value.

 • Township’s own estimated TCV is approximately $752,066.

 • Recent 2025–2026 ranch sales support values below the current implied assessment.

 • Even the superior Hillboro sale closed below the current implied value.

Petitioners respectfully request that the Tribunal establish:

True Cash Value: $752,000

 State Equalized Value: $376,000

 Taxable Value: Adjusted accordingly

Respectfully submitted,

George I. Barbu

 Maria Barbu

The assessed value exceeds the property’s market value. The current State Equalized Value of $460,210 implies a market value of approximately $920,420, which

is not supported by comparable sales or Bloomfield Township's own valuation records. Bloomfield Townships BS&A property record estimates a True Cash Value

of

approximately $752,066, and the comparable sales submitted support a market value in the mid-$700,000 range. Petitioners therefore request a 2026 True Cash

Value of $752,000 and corresponding State Equalized Value of $376,000. Supporting documentation is attached.
