STATE OF MICHIGAN GRETCHEN WHITMER GOVERNOR DEPARTMENT OF LICENSING AND REGULATORY AFFAIRS LANSING MARLON I. BROWN, DPA DIRECTOR MICHIGAN TAX TRIBUNAL · 611 W. OTTAWA ST., LANSING, MI 48933 · 517-335-9760 PO BOX 30232, LANSING, MI 48909 · Other Carriers: 2407 N. GRAND RIVER AVE., LANSING, MI 48906 Caitlyn Fisher, Petitioner, MICHIGAN TAX TRIBUNAL SMALL CLAIMS DIVISION v MTT Docket No. 26-002543 City Of Lansing, Respondent. ORDER OF DISMISSAL The Tribunal has considered the file in this case and finds that: Petitioner failed to protest the assessment to Respondent’s March Board of Review, as required by MCL 205.735a. As such, and inasmuch as the Tribunal has no equitable power to waive or otherwise disregard statutory filing requirements and deadlines, it has no authority to hear the appeal or grant the relief requested. See Sixarp, LLC v Byron Twp, __Mich__; __NW3d__ (2025). Therefore, IT IS ORDERED that the case is DISMISSED. This order resolves all pending issues and closes the case. APPEAL RIGHTS If you disagree with the final decision in this case, you may file a motion for reconsideration with the Tribunal or a claim of appeal with the Michigan Court of Appeals. A motion for reconsideration must be filed with the Tribunal with the required filing fee within 21 days from the date of entry of the final decision. Because the final decision closes the case, the motion cannot be filed through the Tribunal’s web-based e-filing system; it must be filed by mail or personal service. The fee for the filing of such motions is $50.00 in the Entire Tribunal and $25.00 in the Small Claims Division, unless the Small Claims decision relates to the valuation of property and the property had a principal residence exemption of at least 50% at the time the petition was filed or the decision relates to the grant or denial of a poverty or disabled veterans exemption and, if so, there is no filing fee. You are required to serve a copy of the motion on the opposing party by mail or personal service or by email if the opposing party agrees to electronic service, and proof demonstrating that service must be submitted with the motion. Responses to motions for reconsideration are prohibited and there are no oral arguments unless otherwise ordered by the Tribunal.

STATE OF MICHIGAN GRETCHEN WHITMER GOVERNOR DEPARTMENT OF LICENSING AND REGULATORY AFFAIRS LANSING MARLON I. BROWN, DPA DIRECTOR 2 of 3 My property at 6027 Hughes Rd in Lansing was bought as a property that needed work, particularly because it had a termite infestation that I've been working on remediating. The property was deeded from my sole-member LLC to my personal name and then back into my same sole-member LLC solely to satisfy some requirements from my lender between the end of 2024 & early 2025. I am, and have always been, the only member of the LLC and the only one who holds ownership interest in this property. Throughout the entire process, I am the only person who has held an ownership interest in this property. The property was transferred to my name in late 2024 and the taxes did not uncap for 2025. However, when I transferred the property back to my LLC in early 2025, the city is now trying to uncap my taxes for 2026. I am still the only owner of the property so this does not make sense, not to mention that I have transferred several properties to/from my LLC many times and never had this issue. As someone who owns multiple properties and always diligently pays her taxes, I find this to be an unjust and avaricious act from the city. In addition, I had first reached out about this tax uncapping issue to the City of Lansing assessing office in early March of 2026 and was told by the administrative assistant "I'll make sure the 6027 Hughes property gets corrected at the upcoming March Board of Review" via an email chain that I have and can provide. Then in June of 2026, I received a letter from the assessor that she will not change her decision. This, unfortunately, left me in a position where I was unable to present my case at all since I was previously told I didn't have to petition at the March Board of Review because it would be fixed as a mistake. So now I am reaching out to get assistance to correct this. Please help! Thank you for your time & consideration of my case! Re: [Not Virus Scanned] RE: 6027 Hughes Rd 1 message Caitlyn Ulinski <ulinskirentalsllc@gmail.com> Tue, Jun 16, 2026 at 6:32 PM To: Assessor <Assessor@lansingmi.gov> Hello! I received this letter, which, if I'm interpreting right, sounds like this was not fixed at the March Board of Review? As a reminder, this property was not transferred - I've owned it since 2020 and it's been transferred between my personal name and sole member LLC, Ulinski Rentals, only, which is a disregarded entity since it's owned by just me. Please let me know how we can get this corrected! Thanks, Caitlyn Fisher Ulinski Rentals, LLC 248.763.0043 On Fri, Mar 6, 2026, 11:16 AM Assessor <Assessor@lansingmi.gov> wrote: Hi there Caitlyn, Thank you for sending those over, I’ll make sure the 6027 Hughes Rd property gets corrected at the upcoming March Board of Review. You’ll receive an updated Notice of Assessment within a couple weeks after the adjournment on 3/12. The 205 Hill one I’ll keep on file for whenever we receive that deed and it should simply stay capped! The 5900 S Washington one was a little interesting, it looks like there were two deeds with the same 11/14/25 date, transferring to Adam and then back to Premier (Ingham County 2025-029940 and 2025-029942); so we didn’t uncap that one just because it seemed already affiliated. Let me know if you have any other questions, happy to assist. Thanks, Eli Joy City of Lansing – Assessing Administrative Assistant (517) 483-4399

I think maybe our Title company has taken care of the PTA part at closing in the past so that might be why I don't recall filling them out like this. Here is one for 6027 Hughes and one for my husband's new property, 205 Hill St. He just sent a quit claim deed in this week. Do we need to submit one for 5900 S Washington? We refinanced that one recently and the Title company was supposed to keep the deed under Premier Rental Group but I'm not sure. Thank you, Caitlyn Fisher Ulinski Rentals, LLC 248.763.0043 On Tue, Mar 3, 2026, 11:58 AM Assessor <Assessor@lansingmi.gov> wrote: Good morning Caitlyn, Thank you for following up again, apologies for any delay this is our busiest time of year by far. It looks like this was considered a Transfer of Ownership due to the 1/15/25 Quit Claim Deed to Ulinski Rentals LLC, hence the 2026 uncapping. If you provide a Property Transfer Affidavit (which we never received) that states that the Seller is you as a person and the Buyer is your LLC, you may be exempt from uncapping. You must also provide Articles of Authorization showing that you are the 100% sole owner of the LLC with no other party’s interest: if there is any other entity with even 1% control of the LLC, the transfer is not exempt from uncapping under MCL 211.27a. I’ve attached the Property Transfer Affidavit, if you have any questions let us know. Thank you, Eli Joy City of Lansing – Assessing Administrative Assistant

I am reaching out because I believe there has been a mistake for the tax assessment of 6027 Hughes Rd in Lansing (33-01-05- 05-379-041). This property did not have a change of ownership in 2025. The property was refinanced in 2024 but the ownership has stayed under myself, Caitlyn Fisher and my sole-member LLC, Ulinski Rentals. My name changed in 2024 from Caitlyn Ulinski to Caitlyn Fisher when I got married, perhaps that is some of the confusion too! Either way, I've been the owner since 2020. Please let me know if you need specific documentation to correct this such as my marriage license and Articles of Incorporation for Ulinski Rentals. Thanks, Caitlyn Fisher
