Section 5: Explain the Reason for this Appeal

North Branch Township property tax appeal board was presented the following:

Appraisal from a licensed appraiser (including photos).

The appraisal valued the property art $389,000.

| testified that

| ultimately paid $382,000 for the property ($400,000 $18,000 in concessions)

| testified that the reason for the concessions were:

The Well water failed inspection. (5 times the allowable limit of Arsenic)

The septic system Failed inspection, and also was never permitted or inspected as current law

requires. The septic system will require TOTAL replacement, tank and field.

After reviewing all of this information they decided to reduce the SEV a very modest $25,000.

The current SEV is set at $225,000 and should be $195,000 or LESS.

Thank you for your consideration.

If you answered yes to the above question, you are not required to pay any filing fees.

If the property does not have a Principal Residence Exemption of at least 50% as of the date of the filing of this petition for all tax years at

issue, the filing fee is based on the greater of the State Equalized Value or Taxable Value in dispute.

If you are appealing more than one

parcel, the parcel with the highest State Equalized Value or Taxable Value in dispute will be used to determine your filing fee, plus $25.00

will be added for each additional parcel being appealed, not to exceed a total filing fee of $1,000.00

If your property is residential property (see MCL 205.762) and

the State Equalized Value or Taxable Value in contention is:

Filing Fee is:

$100,000.00 and under

If the property is

NOT residential property (see MCL 205.762) and

the State Equalized Value or Taxable Value in contention is:

Filing Fee is:

$100,000.00 and under

$250.00

* Plus $25.00 for each additional parcel, as indicated above.

If the property is NOT residential property and the State Equalized Value or Taxable Value in dispute is $100,000.01 or greater the

appeal does not qualify for Small Claims. Therefore, an Entire Tribunal petition must be filed.

Appraiser.

Andrea White

Address:

1836 Colonial Village Way, #4, Waterford, MI 48328

STATEMENT OF ASSUMPTIONS & LIMITING CONDITIONS

- The appraiser will not be responsible for matters of a legal nature that affect either the property being appraised or the title

to it. The appraiser assumes that the title is

good and marketable and, therefore, will not render any opinions about the title. The property is appraised on the basis

of it being under responsible ownership.

~- The appraiser may have provided a sketch in the appraisal report to show approximate dimensions of the improvements, and any such sketch

is included only to assist the reader of the report in visualizing the property and understanding the appraiser's determination of its size. Unless otherwise indicated, a Land

Survey was not performed.

- If so indicated, the appraiser has examined the available flood maps that are provided by the Federal Emergency Management Agency (or other

data sources) and has noted in the appraisal report whether the subject site is located in an identified Special Flood Hazard Area. Because the appraiser is not a surveyor,

he or she makes no guarantees, express or implied, regarding this determination.

~The appraiser will not give testimony or appear in court because he or she made an appraisal of the property in question, unless specific arrangements to do so have been

made beforehand.

~ Ifthe cost approach is included in this appraisal, the appraiser has estimated the value of the land in the cost approach at its highest and best

use, and the improvements at their contributory value. These separate valuations of the land and improvements must not be used in conjunction

with any other appraisal and are invalid if they are so used. Unless otherwise specifically indicated, the cost approach value is not an insurance

value, and should not be used as such.

- The appraiser has noted in the appraisal report any adverse conditions (including, but not limited to, needed repairs, depreciation, the presence

of hazardous wastes, toxic substances, etc.) observed during the inspection of the subject property, or that he or she became aware of during the

normal research involved in performing the appraisal. Unless otherwise stated in the appraisal report, the appraiser has no knowledge of any

hidden or unapparent conditions of the property, or adverse environmental conditions (including, but not limited to, the presence of hazardous

wastes, toxic substances, etc.) that would make the property more or less valuable, and has assumed that there are no such conditions and

makes no guarantees or warranties, express or implied, regarding the condition of the property. The appraiser will not be responsible for any

such conditions that do exist or for any engineering or testing that might be required to discover whether such conditions exist. Because the

appraiser is not an expert in the field of environmental hazards, the appraisal report must not be considered as an environmental assessment of

the property.

- The appraiser obtained the information, estimates, and opinions that were expressed in the appraisal report from sources that he or she

considers to be reliable and believes them to be true and correct. The appraiser does not assume responsibility for the accuracy of such items

that were furnished by other parties.

- The appraiser will not disclose the contents of the appraisal report except as provided for in the Uniform Standards of Professional Appraisal Practice, and any applicable

federal, state or local laws.

~

If this appraisal is indicated as subject to satisfactory completion, repairs, or alterations, the appraiser has based his or her appraisal report

and valuation conclusion on the assumption that completion of the improvements will be performed in a workmanlike manner.

- An appraiser's client is the party (or parties) who engage an appraiser in a specific assignment. Any other party acquiring this report from the

client does not become a party to the appraiser-client relationship. Any persons receiving this appraisal report because of disclosure requirements applicable to the

appraiser's client do not become intended users of this report unless specifically identified by the client at the time of the

assignment.

- The appraiser's written consent and approval must be obtained before this appraisal report can be conveyed by anyone to the public, through advertising, public

relations, news, sales, or by means of any other media, or by its inclusion in a private or public database.

- An appraisal of real property is not a ‘home inspection’ and should not be construed as such. As part of the valuation process, the appraiser performs a non-invasive

visual inventory that is not intended to reveal defects or detrimental conditions that are not readily apparent. The presence of such conditions or defects could adversely

affect the appraiser's opinion of value. Clients with concerns about such potential negative factors are encouraged to engage the appropriate type of expert to investigate.

DEFINITION OF True Cash value is attached.

The Scope of Work is the type and extent of research and analyses performed in an appraisal assignment that is required to produce credible assignment

results, given the nature of the appraisal problem, the specific requirements of the intended user(s) and the intended use of the appraisal report. Reliance upon

this report, regardless of how acquired, by any party or for any use, other than those specified in this report by the Appraiser, is prohibited. The Opinion of

Value that is the conclusion of this report is credible only within the context of the Scope of Work, Effective Date, the Date of Report, the Intended User(s), the

Intended Use, the stated Assumptions and Limiting Conditions, any Hypothetical Conditions and/or Extraordinary Assumptions, and the Type of Value, as

defined herein. The appraiser, appraisal firm, and related parties assume no obligation, liability, or accountability, and will not be responsible for any

unauthorized use of this report or its conclusions.

Under USPAP Standards Rule 2-2(b), this is a Restricted Appraisal Report, and is intended only for the use of the client and any other named intended user(s).

The users of this report must clearly understand that the report may not contain supporting rationale for all of the opinions and conclusions set forth in the

report.

In developing this appraisal, the appraiser has incorporated only the Sales Comparison Approach. The appraiser has excluded the Cost and Income

Approaches to Value, due to being inapplicable given the limited scope of the appraisal. The appraiser has determined that this appraisal process is not so

limited that the results of the assignment are no longer credible, and the client agrees that the limited scope of analysis is appropriate given the intended use.

Condition Ratings and Definitions

ci

The improvements have been recently constructed and have not been previously occupied. The entire structure and all components are new

and the dwelling features no physical depreciation.

Note: Newly constructed improvements that feature recycled or previously used materials and/or components can be considered new dwellings

provided that the dwelling is placed on a 100 percent new foundation and the recycled materials and the recycled components have been

rehabilitated/remanufactured into like-new condition. Improvements that have not been previously occupied are not considered “new” if they

have any significant physical depreciation (that is, newly constructed dwellings that have been vacant for an extended period of time without

adequate maintenance or upkeep).

c2

The improvements feature no deferred maintenance, little or no physical depreciation, and require no repairs. Virtually all building components

are new or have been recently repaired, refinished, or rehabilitated. All outdated components and finishes have been updated and/or replaced

with components that meet current standards. Dwellings in this category are either almost new or have been recently completely renovated and

are similar in condition to new construction.

Note: The improvements represent a relatively new property that is well maintained with no deferred maintenance and little or no physical

depreciation, or an older property that has been recently completely renovated.

C3

The improvements are well maintained and feature limited physical depreciation due to normal wear and tear. Some components, but not every

‘major building component, may be updated or recently rehabilitated. The structure has been well maintained.

Note: The improvement is in its first-cycle of replacing short-lived building components (appliances, floor coverings, HVAC, etc.) and is

being well maintained. Its estimated effective age is less than its actual age. It also may reflect a property in which the majority of

short-lived building components have been replaced but not to the level of a complete renovation.

c4

The improvements feature some minor deferred maintenance and physical deterioration due to normal wear and tear. The dwelling has been

adequately maintained and requires only minimal repairs to building components/mechanical systems and cosmetic repairs. All major building

components have been adequately maintained and are functionally adequate.

Note: The estimated effective age may be close to or equal to its actual age. It reflects a property in which some of the short-lived building

components have been replaced, and some short-lived building components are at or near the end of their physical life expectancy; however,

they still function adequately. Most minor repairs have been addressed on an ongoing basis resulting in an adequately maintained property.

C5

The improvements feature obvious deferred maintenance and are in need of some significant repairs. Some building components need repairs,

rehabilitation, or updating. The functional utility and overall livability is somewhat diminished due to condition, but the dwelling remains

useable and functional as a residence.

Note: Some significant repairs are needed to the improvements due to the lack of adequate maintenance. It reflects a property in which many

of its short-lived building components are at the end of or have exceeded their physical life expectancy but remain functional.

[¢)

The improvements have substantial damage or deferred maintenance with deficiencies or defects that are severe enough to affect the safety,

soundness, or structural integrity of the improvements. The improvements are in need of substantial repairs and rehabilitation, including many

or most major components.

Note: Substantial repairs are needed to the improvements due to the lack of adequate maintenance or property damage. It reflects a property

with conditions severe enough to affect the safety, soundness, or structural integrity of the improvements.

Quality Ratings and Definitions

Page 17

UNIFORM APPRAISAL DATASET (UAD) DEFINITIONS ADDENDUM

(Source: Fannie Mae UAD Appendix D: UAD Field-Specific Standardization Requirements)

Quality Ratings and Definitions (continued)

a3

Dwellings with this quality rating are residences of higher quality built from individual or readily available designer plans in above-standard

residential tract developments or on an individual property owner's site. The design includes significant exterior ornamentation and interiors

that are well finished. The workmanship exceeds acceptable standards and many materials and finishes throughout the dwelling have been

upgraded from “stock” standards.

4

Dwellings with this quality rating meet or exceed the requirements of applicable building codes. Standard or modified standard building plans

are utilized and the design includes adequate fenestration and some exterior ornamentation and interior refinements. Materials, workmanship,

finish, and equipment are of stock or builder grade and may feature some upgrades.

[05]

Dwellings with this quality raling feature economy of construction and basic functionality as main considerations. Such dwellings feature a

plain design using readily available or basic floor plans featuring minimal fenestration and basic finishes with minimal exterior ornamentation

and limited interior detail. These dwellings meet minimum building codes and are constructed with inexpensive, stock materials

with limited refinements and upgrades.

Q6

Dwellings with this quality rating are of basic quality and lower cost; some may not be suitable for year-round occupancy. Such dwellings

are often built with simple plans or without plans, often utilizing the lowest quality building materials. Such dwellings are often built or

expanded by persons who are professionally unskilled or possess only minimal construction skills. Electrical, plumbing, and other mechanical

systems and equipment may be minimal or non-existent. Older dwellings may feature ane or more substandard or non-conforming additions

to the original structure

Definitions of Not Updated, Updated, and Remodeled

Not Updated

Little or no updating or modernization. This description includes, but is not limited to, new homes.

Residential properties of fifteen years of age or less often reflect an original condition with no updating, if no major

components have been replaced or updated. Those over fifteen years of age are also considered not updated if the

appliances, fixtures, and finishes are predominantly dated. An area that is ‘Not Updated’ may still be well maintained

and fully functional, and this rating does not necessarily imply deferred maintenance or physical/functional deterioration.

Updated

The area of the home has been modified to meet current market expectations. These modifications

are limited in terms of both scope and cost.

An updated area of the home should have an improved look and feel, or functional utility. Changes that constitute

updates include refurbishment and/or replacing components to meet existing market expectations. Updates do not

include significant alterations to the existing structure.

Remodeled

Significant finish and/or structural changes have been made that increase utility and appeal through

complete replacement and/or expansion.

A remodeled area reflects fundamental changes that include multiple alterations. These alterations may include

some or all of the following: replacement of

a major component (cabinet(s), bathtub, or bathroom tile), relocation

of plumbing/gas fixtures/appliances, significant structural alterations (relocating walls, and/or the addition of)

square footage). This would include a complete gutting and rebuild.

Explanation of Bathroom Count

Three-quarter baths are counted as a full bath in all cases. Quarter baths (baths that feature only a toilet) are not

THE POINT OF BEGINNING. BEING A PART OF THE NORTHWEST 1/4 OF SECTION 27, TON--R11E, NORTH

BRANCH TOWNSHIP, LAPEER COUNTY, MICHIGAN AND CONTAINING 37.69 ACRES OF LAND. SUBJECT TO

EASEMENTS AND RIGHTS OF WAY OF RECORD.

The taxes used on the subject are 2024 Winter and 2025 Summer

* GP Restricted: Sales Comparison Approach - Summary of Sales Comparison Approach

The subject appears to meet the current zoning requirements for site size and road frontage for the zoning

ordinance therefore appears to be legal conforming use. The appraiser makes the extraordinary assumption that the

subject meets all other requirements such as setbacks. The use of this assumption would typically not affect the

results of this assignment because the subject could be rebuilt on the same foot print with a variance if necessary.

Based on the existing improvements and the zoning single family residential is the highest and best use.

Although comparables contract dates are prior to 90 days from the effective date of this report no adjustment was

made for time of sales. See attached market conditions.

The appraiser took a course “Understanding Quality and Condition Richard Hagar, SRA taken to be educated on the

classification ratings. The subject was rated based on inspection and comparables drive by inspection, MLS, county

record data and interior photos when available.

Although some sales are located on the other side of a main rd there is no measurable market impact on value.

All

comparables are located in similar competitive subdivisions, same neighborhood within the subject marketing area and

school district.

It was necessary and typical to exceed the one mile recommended guidelines for distance in this report in order to supply

the most current and similar comparables available at this time within the subject market.

All sales in the same school district were used because that has a major influence on the market in this area.

Effective Date and Report Date

The effective date of value for this appraisal is March 6, 2026, which represents the date the

appraiser inspected and observed the subject property and the surrounding market conditions.

The value conclusion presented in this report reflects the appraiser's opinion of the True Cash

Value of the subject property as of this effective date based on the market data available

and analyzed.

The report was completed and signed on March 8, 2026. The difference between the

effective date and the signature date reflects the time required for the appraiser to research

market data, analyze comparable sales, and prepare the appraisal report in accordance with the

Uniform Standards of Professional Appraisal Practice (USPAP).

The sales comparison approach was given primary consideration in the development of the value conclusion, as it

reflects the actions of typical buyers and sellers in the marketplace and is generally considered the most reliable

indicator of value for residential properties.

The comparable sales utilized in this analysis represent arm’s-length market transactions and provide credible support

for the value conclusion. Based on the analysis presented within this report, the concluded value represents the

appraiser's opinion of the True Cash Value (market value) of the subject property as of the effective date of the

appraisal, consistent with MCL 211.27.

* GP Restricted: Reconciliation - Final Reconciliation

The Sales Comparison Approach was the primary method utilized in developing the opinion of market value for this assignment.

This approach is considered the most reliable indicator of value for owner-occupied single-family residential properties, as it

reflects the actions of buyers and sellers in the marketplace.

The Cost Approach was considered but was not developed in this report. The subject dwelling is approximately 61 years old and

rated in C4 condition. Due to the age of the improvements and the resulting subjective estimation of accrued depreciation,

including physical depreciation and potential functional factors, the Cost Approach was considered less reliable as an indicator

of market value. In addition, the subject property contains approximately 37.69 acres, and estimating the contributory value of

the excess acreage and any surplus land through the Cost Approach would require additional assumptions that may not reflect

market behavior as accurately as the Sales Comparison Approach.

The Income Approach was not developed because the subject property is a single-family residence located in a rural

owner-occupied market where properties are not typically purchased for income-producing purposes. Additionally, there is a

lack of sufficient verified rental data and rental sales necessary to develop a reliable Gross Rent Multiplier (GRM) analysis.

Therefore, the Sales Comparison Approach was relied upon as the most applicable and credible method for estimating the

market value of the subject property.

USPAP 3 year disclosure: This appraiser has not performed an appraisal on the subject property in the past 3 years.

Further this appraiser has not performed any services on the subject property, as an appraiser or in any other capacity,

regarding the property that is the subject of this report, within the three-year period immediately preceding acceptance of

this assignment.

This appraiser has no vested interest in the subject property.

Appraiser Independence Information: The appraiser has prepared this appraisal in full compliance with applicable

Appraiser Independence Requirements and has not performed, participated in, or been associated with any activity in

violation of those requirements.

EXPOSURE TIME:

Estimated exposure time 30-120 Days

EXPOSURE time exposure time is defined as the estimated length of time the property interest being appraised would

have been exposed to the open market prior to the hypothetical consummation of a sale at the concluded value as of the

effective date of the appraisal. The estimate of exposure time is based on analysis of comparable sales, listing histories,

current supply and demand conditions, and typical marketing periods for similar properties within the subject's competitive

market area.

Based on the analysis of comparable sales and prevailing market conditions within the subject's market area, the

estimated exposure time associated with the concluded True Cash Value is approximately three to six months. This

estimate reflects typical marketing periods observed for similar properties in the subject's competitive market segment.

FIRREA Certification Statement is not required because this report is not for lending purpose:

The appraiser certifies and agrees that this appraisal was prepared in accordance with the requirements of Title XI of the

Financial Institutions, Reform, Recovery, and Enforcement Act (FIRREA) of 1988, as amended (12 U.S.C. 3331 et seq.),

and any applicable implementing regulations in effect at the time the appraiser signs the appraisal certification.

See supplemental addenda for scope of work, intended user and other appraiser/appraisal information.

Neighborhood - Market Conditions: Conventional, VA and FHA as well as owner financing is readily available at rates and

terms acceptable to the average purchaser, with general marketing time is as stated on page one of this report. Market

values and property values within the neighborhood are conducive to the environment of the surrounding area. If the

subject property is priced competitively, prepared for sale, and marketed properly, its marketing fime should typically be as

stated on page 1 in this report. Loan discounts and interest buy downs, if desired, are the responsibility of the buyer.

Seller's concessions are typical. Current interest rates for home loans are attractive to many buyers however the rates

have seen an increase in the prior 90 days.

Market Trend Analysis

The attached graphs iliustrate trends in both the competing market (properties similar to the subject that represent direct

competition) and the broader market area, which reflects all residential sales within the larger market area. Analysis of the

competing market graphs indicates that both the median and average sales prices experienced a decline during the

analyzed period, reflecting a softening in market conditions for properties similar to the subject. The trend lines suggest

that this decline occurred as the market adjusted from prior elevated price levels.

The graphs representing the broader market show a similar pattern. Median and average sale prices for the overall market

area also demonstrate a dip in values during the same general time frame, indicating that the change in market conditions

Intended Use, Intended Users, Definition of Value and Scope of Work

The intended use of this appraisal report is to provide an independent opinion of the True Cash Value of the subject

property for potential use by the property owner in matters relating to property tax assessment review. The appraisal may

be submilted to the assessing authority for consideration in evaluating the current assessed value of the property. The

intended users of this appraisal report are the client (property owner), the North Branch Township Assessor Nathan D.

Hager, MMAO, and the Michigan Tax Tribunal if the report is submitted as part of an assessment appeal or related tax

matter. No other intended users are identified by the appraiser, and use of this report by any party other than the identified

intended users is not authorized by the appraiser.

The appraiser's analyses, opinions, and conclusions were developed and this report has been prepared in conformity with

the Uniform Standards of Professional Appraisal Practice (USPAP). The assignment was performed in an objective and

impartial manner and without bias. The appraiser does not consider race, color, religion, national origin, gender, marital

status, familial status, disability, age, sexual orientation, or any other protected class in the development of the appraisal.

For purposes of this assignment, the value opinion is based on the Michigan property tax definition of True Cash Value,

which under Michigan Compiled Laws Section 211.27 is defined as the usual selling price of property at the place where

the property to which the term is applied is at the time of assessment, being the price that could be obtained at private sale

and not at forced or auction sale. True Cash Value is generally considered equivalent to the market value of the property

under typical market conditions. This definition is also consistent with the Internal Revenue Service definition of Fair Market

Value, defined as the price at which property would change hands between a willing buyer and a willing seller, neither

being under any compulsion to buy or sell and both having reasonable knowledge of relevant facts.

The purpose of this appraisal report is to estimate the True Cash Value of the subject property as of the effective date of

the appraisal. The function of this appraisal is not for mortgage lending purposes and is intended solely for the intended

use and intended users stated above. The property rights appraised are the fee simple estate, defined as absolute

ownership unencumbered by any other interest or estate subject only to the limitations imposed by governmental powers

such as taxation, eminent domain, police power, and escheat.

The scope of work for this assignment

was developed in accordance with the Uniform Standards of Professional Appraisal

Practice (USPAP) and reflects the nature of the appraisal problem and the intended use of the report for property tax

assessment review. The appraiser performed a visual inspection of the accessible interior and exterior areas of the subject

property and observed the surrounding neighborhood and market area. Relevant market data was researched, verified,

and analyzed from reliable public and private sources including Realcomp MLS, Michigan MLS, and public record data

available through county and municipal sources.

The primary method utilized in developing the value conclusion was the sales comparison approach, as this approach

reflects the actions of typical buyers and sellers in the marketplace and is generally considered the most reliable indicator

of value for residential properties. Comparable properties were inspected from the street or other publicly accessible

vantage points when possible and were analyzed for similarities and differences in location, site characteristics,

improvements, and other relevant market factors.

Market data occurring both prior and subsequent to the effective date of value (Tax Day) was analyzed in order to

determine market conditions and to support the appraiser's opinion of True Cash Value as of the effective date. The

analyses, opinions, and conclusions presented in this report represent the appraiser's professional judgment based on the

available market data and the scope of work performed.

The appraiser provides an opinion of value and does not guarantee that the property is free of defects or environmental

conditions. The inspection performed by the appraiser is limited to visible and accessible areas and is not a structural,

engineering, or environmental inspection. For matters relating to structural integrity, environmental conditions, or other

specialized concerns, the client is encouraged to obtain the services of qualified professionals.

This appraisal was prepared specifically for the intended use stated above. The appraiser makes no representation that the

value conclusion will be accepted by the assessing authority or the Michigan Tax Tribunal, as assessment determinations

are made by the appropriate governmental authorities and may consider additional information beyond the scope of this

appraisal assignment. The analyses, opinions, and conclusions represent the appraiser's professional judgment as of the

effective date of the appraisal based on the data available and the scope of work performed.

This report is not intended for lending, financing, investment decision making, or any purpose other than the intended use

stated herein. Any use of this report by parties other than the identified intended users or for purposes other than those

stated is not authorized by the appraiser and is undertaken at the sole risk of the user.
