The assessed value does not accurately reflect the property's actual condition or fair market value. The property's current condition significantly diminishes its

market value compared to similarly assessed residential properties in the area.

The property requires extensive repairs, including but not limited to:

 • A complete interior rehabilitation.

 • Replacement of exterior doors.

 • Replacement of windows throughout the property.

 • Repairs and upgrades necessary to meet applicable building and housing code requirements.

 • Additional improvements are required before the property can be safely occupied or marketed.

Because of its condition, the property cannot command the same value as comparable homes that are habitable and in average or good condition. A prudent

purchaser would factor the significant rehabilitation costs into the purchase price, resulting in a substantially lower market value.
