LEGACY LAND GROUP LLC v. CITY OF LANSING EXHIBIT 4 EXPLANATION OF OWNERSHIP TRANSFER G4 Investment Group LLC purchased the subject property on February 12, 2025, in an arm's-length transaction for $183,000. The property was subsequently transferred by quit claim deed from G4 Investment Group LLC to Legacy Land Group LLC. Robert Glennon was an owner/member of G4 Investment Group LLC and is the sole owner and managing member of Legacy Land Group LLC. This transfer was an internal restructuring of ownership and was not an arm's-length sale of the property. No new market transaction occurred, and the transfer does not represent evidence of a change in the property's market value. Legacy Land Group LLC is the current owner and petitioner in this appeal. The quit claim deed documenting the transfer follows this explanation. Submitted by Legacy Land Group LLC By: Robert Glennon, Managing Member Legacy Land Group LLC v. LEGACY LAND GROUP LLC v. CITY OF LANSING EXHIBIT 6 EXPLANATION OF ARM'S-LENGTH SALE The seller actively marketed the property to multiple real estate investors in the Lansing-area market. The purchaser and sellers were unrelated parties, acted independently, and negotiated in their own economic interests. The parties initially agreed to a purchase price of $190,000. Following inspections and additional negotiations concerning the property's condition, the purchase price was reduced to $183,000, and the sellers agreed to complete certain repairs. Although some repairs were completed after the purchase, they were limited to work necessary to make the property rentable, address safety concerns, and satisfy insurance requirements. Significant deferred maintenance still remained as of December 31, 2025, including the deteriorated rear deck and other exterior items requiring future repair or replacement. The transaction was not a family transfer, gift, foreclosure, or other nonmarket conveyance. Petitioner therefore submits that the negotiated sale represents meaningful evidence of the property's market value. The purchase agreement follows this explanation. © ACCURATE INSPECTIONS LLC 1-2024 PAGE TWO OF TWENTY INDEX A typical property inspection is normally a two and a half hour process. Approximately one half hour is spent on the exterior of house, prior to your arrival. Any exterior items of concern will be discussed with you when you arrive. The size, age, condition, exposure and your questions about the property will determine the total time required. Our ONLYgoal is that you understand this house and we will take as much time as needed. The inspection is not intended to be a maintenance type inspection; missing switch plates, nicks and scratches on woodwork, burned out light bulbs, and other that are of a normal "wear and tear" nature are not covered in the written report, however they may be mentioned during items the inspection and discussed. If any of the "wear and tear" items are an indication of an underlying defect, more time will be spent on them and a written record will be made. We have included in the body of the report, information about systems/components that are applicable to typical properties in this area. This information is a guide only and should not be considered exhaustive. Any estimate of repair cost is not guaranteed. Lead based paint warning statement: Housing built before 1978 may contain lead based paint. Lead from paint, paint chips, and dust will pose health hazards if not managed properly. Potential buyers must receive a federally approved pamphlet on lead poisoning prevention. Lead based paint testing is not part of this inspection. Every possible flaw/defect will not be reported or noted PAGE INDEX OF THIS INSPECTION REPORT INSPECTION AGREEMENT ...........................1 ELECTRICAL SYSTEM ..........................................11 INDEX .....................................................................2 INTERIOR/BEDROOMS & FIREPLACE (s).........12 ROOF .....................................................................3 INTERIOR ROOMS - LIVING AREA(s) .........13 CHIMNEY & DRAINAGE .................................4 KITCHEN/BATHROOM(s) ..................................14 EXTERIOR WALLS ...........................................5 ATTIC .........................................................................15 DOORS & WINDOWS ........................................6 SUMMARY ..........................................................16 GARAGE & GROUNDS .......................................7 NOTES & PHOTOS .....................................................17 FOUNDATION & LAUNDRY FACILITIES ......8 NOTES & PHOTOS .................................................18 HEATING (HVAC) SYSTEM ............................9 NOTES & PHOTOS .................................................19 PLUMBING SYSTEM & WATER HEATER..10 INVOICE....................................................................20 Legacy Land Group LLC v. ELECTRICAL SERVICE PANEL: APPARENT CONDITION AT TIME OF INSPECTION FUSES AND CIRCUIT BREAKERS are safety devices to prevent overloading of wires. Oversized fuses and breakers should be corrected. Overloaded wires are a fire hazard. Most blown fuses or tripped breakers occur from countertop appliances in the WIRING AT MAIN BOX kitchen. It is not practical to determine the layout of GROUNDING circuits during a home inspection. BUSHINGS GFCI is short for Ground Fault Circuit Interrupter. It is a device that makes it nearly impossible for a KNOCK OUT PLUGS person to receive a lethal electrical shock. You have probably seen a remote GFCI in bathrooms. GFCI is short for Ground Fault Circuit Interrupter. It is a device that makes it nearly impossible for a person to receive a lethal electrical shock. Some are located in the circuit breaker box; you have probably seen the remote GFCIs in bathrooms. PAGE FIFTEEN OF TWENTY ATTIC SATISFACTORY SAT. EXCEPT AS NOTED MARGINAL NOT APPLICABLE SEE COMMENT # *ATTIC ACCESS NOTE MOST ATTIC AREAS ARE OBSERVABLE FROM THE POINT OF ACCESS ONLY. TYPICALLY THE INSPECTOR DOES NOT HAVE A COMPLETE VIEW OF THE ENTIRE ATTIC. USUALLY A WELL INSULATED HOUSE WILL PREVENT THE INSPECTOR FROM “WALKING” AROUND IN THE ATTIC AREA AND HAVING A COMPLETE VIEW EXPOSED WIRING OF EVERY COMPONENT. THE INSPECTOR'S PLUMBING VENT PIPES OBSERVATIONS ARE BASED ON THE BEST POSSIBLE SAFE VIEW. FAN © ACCURATE INSPECTIONS LLC 1-2024 GENERAL COMMENTS PAGE SUMMARY ATTIC VENTILATON NOTE A properly insulated attic, cannot have too much ventilation. Poor or inadequate venting can contribute to condensation, mold, rotted roof sheathing, ice dams and excessive heat build up. Most authorities recommend a minimum venting of one square foot of free area per 300 sq feet of attic space. Gable vents are not considered to be as effective as the combination of roof and soffit vents, but are adequate in many situations. ADDED INSULATION Most older homes have added insulation materials that may be a different type than the original. Usually the original materials are covered and cannot be observed by the inspector. The inspector will attempt to view the original material but cannot guarantee or warrant that all insulation materials are identified. PLEASE DO NOT REGARD THIS ATTIC INSPECTION AS A PEST OR INSECT INSPECTION 1 8 24 Up NE and SE Add insulation to attic, evidence of mice Legacy Land Group LLC v.
