STATE OF MICHIGAN GRETCHEN WHITMER DEPARTMENT OF LICENSING AND REGULATORY AFFAIRS MARLON I. BROWN, DPA GOVERNOR LANSING DIRECTOR I respectfully request that the Michigan Tax Tribunal reduce the assessed value, State Equalized Value (SEV), and taxable value of my property located at 4427 14th Street, Detroit, Michigan, because the current assessment does not accurately reflect the property's true cash value or its actual physical condition. I purchased this property for $27,500. Despite this purchase price, the City of Detroit has assigned the property an SEV, assessed value, and taxable value of $39,700. The recent purchase price is strong evidence of the property's true market value. At the time of purchase, the structure was in an extremely deteriorated condition and was completely uninhabitable. The property remains vacant because it is unsafe and unsuitable for occupancy. The home cannot legally or practically be occupied without extensive rehabilitation. The building has multiple large holes in the roof, allowing prolonged water intrusion that has caused extensive damage throughout the interior of the structure for many years. The property has no functioning electrical system, no working plumbing, and no operational heating or cooling system. These deficiencies alone render the property unsuitable for occupancy. In addition, the interior of the building remains filled with trash, debris, and discarded materials left by the prior owner, requiring substantial cleanup before rehabilitation can even begin. The exterior of the property is similarly neglected, with extensive overgrowth from trees, weeds, and vegetation, as well as deteriorated fencing and scattered debris surrounding the structure. The property's condition is so severe that it has been placed on the City of Detroit's demolition list. This fact further demonstrates the extent of the deterioration and supports that the structure has little to no contributory value in its current condition. Based on contractor estimates and the extensive work required, the property will require at least $400,000 in rehabilitation costs to restore it to a safe, habitable condition and remove it from the City's demolition list. These repairs include, but are not limited to, replacement of the roof, structural rehabilitation, remediation of water damage, complete replacement of electrical, plumbing, and HVAC systems, interior reconstruction, debris removal, exterior cleanup, and other substantial improvements necessary to comply with applicable building and safety codes. The current assessment does not adequately account for the property's extensive physical deterioration, lack of utility service, vacancy, demolition status, or extraordinary rehabilitation costs. The property's actual market value is reflected by its recent purchase price of $27,500, not by the significantly higher assessed value currently assigned. As an owner committed to rehabilitating this property and improving the surrounding neighborhood, I intend to invest substantial personal funds into restoring the structure rather than abandoning it. A reduction in the property's taxable value would allow more financial resources to be directed toward rehabilitation, code compliance, and removing the property from the demolition list, ultimately benefiting both the neighborhood and the City. For these reasons, I respectfully request that the Michigan Tax Tribunal reduce the assessed value, State Equalized Value, and taxable value of this property to an amount that more accurately reflects its true cash value and documented condition as of the applicable tax day.
