P.O. Box 30232

Subject: Explanation of Late Proof of Service — Docket No. 25-003564

Dear Clerk of the Tribunal,

Fam writing to provide the enclosed Proof of Service form and to explain the delay in submitting

this required item in relation to my appeal for the property located at 713 N Golden Sands Dr.

Mears, MI 49436

; Parcel No. 64-006-320-018-00.

After receiving the Notice of Docket dated October 9, 2025, I regretfully did not realize that 1

,

was required to notify Golden Township by mail at that time. I take responsibility for this

oversight. I also understand that a reminder notice was later issued by the Tribunal, but I did not

[

receive it due to a clerical address error: the notice was sent to "Chicago, MI" instead of

"Chicago, IL," and as a result, it never reached me.

In January 2026, upon contacting the Tribunal by phone,

I learned for the first time that my

appeal was being delayed due to the missing Proof of Service. Your office kindly advised that a

corrected notice would be reissued and my address updated, which

I appreciate. In February

2026, I am still having an issue with mail delivery sent from the Tax Tribunal since my address

remains Chicago, MI in the system.

3

As of today, I have now mailed a copy of the petition and docket notice to Barbie Eaton at

Golden Township in Mears, MI as required. The signed Proof of Service form is enclosed with

5

this letter.

:

Thank you for your attention to this matter, and I respectfully ask that my appeal be allowed to

proceed.

Sincerely,

fA

Written Statement of Appeal — 2024 Property Tax Assessment

Parcel ID: 64-006-320-018-00

Property Address: 713 N Golden Sands Dr,

Mears, MI 49436

Petitioner: Andrew Petersen

Type of Appeal: Small Claims — Written Hearing Requested

Dear Michigan Tax Tribunal.

1 am submitting this written appeal of the 2025 property tax assessment for my home at

713 N

Golden Sands Dr in Golden Township, Oceana County.

| respectfully request a written hearing

in the Small Claims Division and offer the enclosed supporting documentation as evidence of

substantial inequity in my property's valuation.

My home is a 520 square fool. single-story structure built in 1956 on a 0.235-acre lakefront lot. It

is the smallest lakefront home on the smallest lakefront lot in the Golden Sands

1 & 11

subdivisions — and likely in all of Golden Township. It is also the oldest home in the

neighborhood.

Despite these facts, my property's 2025 assessed value is $181,300, and my taxable value is

$158,160 — assessments that are equal to or greater than neighboring lakefront properties

that are significantly larger, newer, or more developed. While my neighbor comparisons are

based on the latest available 2024 assessment and tax data. they clearly show inequities in land

value and total tax burden when compared to my smaller, older property.

The inequity becomes clear when comparing my property to a few directly neighboring homes

(2024 data):

e493 N Lighthouse Dr — 1,020 sq

ft home on a 0.5 14-acre lot (more than twice my lot

size). Land assessment; $271,200 —- $4,520 less than mine. 2024 tax: $7,553 — only

6% more than my 2024 tax of $7,123.

«413 N Lighthouse Dr —~ 936 sq ft home on 0.539 acres (2.3x my lot size). Land

assessment: $275,720 (same as mine). 2024 tax: $5,467 — $1,656 less than my 2024

tax.

e693 N Golden Sands Dr — 1.621 sq ft home on 0.332 acres. 2024 tax: $5,075 — $2,048

less than my 2024 tax, despite being three times the size. This property also includes a

detached structure used as an office or accessory building, which does not appear to be

captured in the reported improvements. (See Exhibit B.)

Photos of these properties and my own are included as Exhibit B, and a complete property

Page 8

I'respectfully request a minimum 25% reduction to the 2025 taxable value of $158,160,

resulting in a revised taxable value of no more than $118,620. This reduction would bring niy

propeity’s burden into alignment with those of comparable homes and reflect a more just

assessment.

For reference,

I have included my original appeal letter submitted to the Golden Township

Board of Review (Exhibit C). This document contains the same comparable property analysis

(now updated as Exhibit A) and demonstrates the consistency and thoroughness of my case.

|

respectfully ask the Tribunal to consider this letter as additional supporting context.

Thank you for your time and consideration.

I am available to provide additional documentation if

requested and welcome your review of the enclosed materials.

Sincerely,

Andrew Petersen

Dear Golden Township Board of Review,

1am submiting this formal appeal of my 2025 property tax assessment for 713 N Golden Sands Dr due to clear inconsistencies that result in

disproportionate taxation. A compara

is of similar properties within my subdivision and surrounding area demonstrates that my

property has been significantly overvalued relative to its

size. fot, and fair market value. Based on the daa presented,

[ respectfully request an

adjustment to more accurately reflect an equitable assessment.

> analy

I. My Home is the Smallest in the Subdivision Yet Over-Assessed

«My home is 520 square feet. considerably smatler than all comparable properties in the subdivision.

«

My lot size is 0.235 acres, making it one of the smakest in the area.

=

Despite being the simablest hone on the smallest lot, my land is assessed at $275,720. which is equal to or higher than significantly

larger properties in the area

an evident overvaluation.

2. Discrepancy with 709 N Golden Sands Dr (Neighboring Property)

A clear example of over-assessment is 709 N Golden Sands Dra neighboring property with a significantly larger structure and lot, yet a nearly

identical tax burden:

«

Home Size: 709 N Golden Sands Dr is 1,200 square feet

— more than 130% larger than mine.

+

Lot Size: Their Jot is 7.24% larger (0.252 acres vs. (0.235 acres).

o

Tax Burden: Their 2024 tax is $7,448, just 4.6% more than mine ($7,123). despite their home being more than twice as large and on a

larger lot.

ipnificant differences, my land is valued at the exact same $275,720 as 709 N Golden Sands

nent.

+

Assessment Discrepancy: Despite the

Dr—an inequitable and unjustifiable as

3. Further Property Comparisons Reinforce Overvaluation

725 N Golden Sands Dr (Larger Home, Much Larger Lot, Lower Effective ‘Tax Rate}

+

Home Size: 792 square feet {52% larger than mine).

«

Lot Size: 1.273 acres (more than 54 times farger).

o

2024 Tax: $9,707 (only $2,584 more han mine despite vastly more property).

Key Issue: My tax burden is disproportionate high given how litte land and structure Town in comparison.

Land Value: $271,200, which is actually $4,520 less than my land assessment, despite having a lot more than twice as large.

Key Issue: If a home nearly double my size with a lot twice as large has a lower land assessment than mine, my valuation is clearly

inflated beyond reason.

My property

tax has increased 4.1% from 2023 (0 2024 and 6.4% from 2022 to 2023, despite no major improvements to the home or

Over two years. my total assessment jumped from $139,300 to $165,500

5. Additional Context: Smallest Lakefront Property in the Township

©

eo

713N Golden

Sands Dr is the smallest Lake Michigan frontage house on the smallest Lake Michigan lot in all of Golden Sands

| or

I and likely

still the smallest in all of Golden Tow nship.

Additionally, my home is the oldest in my subdivision since

it was the first built.

°

Many neighboring properties have decks or garages larger than my entire home. yet my assessed value remains disproportionately

high.

Request for Fair Adjustment

“Based on these substantial discrepancies. am requesting ao minimum reduction of 30% from the 2024 taxable value of $153,405, bringing

it

to a maximum of $107,384. This aligns more closely with comparable properties and prevents my continued over-taxation.

I appreciate your time and consideration in review ing this appeal and look forward to discussing it further if necessary.

| have attached some of

the data I have compiled Irom the tow nship (and

where necessary). Please let me know

if additional documentation or clarification is

tired.
