Please Explain the Reason for this Appeal:

Hamilton Estates LLC appeals the 2026 assessed value, taxable value, and state equalized value assigned to 628 Whites Road, Kalamazoo, Michigan. The property

is a 16-unit multifamily apartment building. The current 2026 assessed value and taxable value of $481,900 imply a true cash value of $963,800. Petitioner

contends that this value exceeds the property’s true cash value based on actual income, economic occupancy, operating expenses, deferred maintenance,

remaining capital needs, and the condition of the property as of the relevant valuation date.

The property's full annual rent potential is approximately $211,200, but actual annualized collections are approximately $156,000. Annual operating expenses are

approximately $78,587, resulting in actual NOI of approximately $77,413. The property also requires significant capital improvements, including replacement of

windows and balconies. Petitioner requests that the 2026 true cash value be reduced to $850,000, with assessed value, SEV, and taxable value reduced to

$425,000.
