Michael R. Newberry 317 South St. Ypsilanti, MI 48198 michael.newberry1985@gmail.com 734-660-4964 July 22, 2025 Subject: Letter of Explanation Regarding Property Appraisal: 317 South St. Ypsilanti, MI Parcel Number: 1111-11-09-192-008 MTT Docket No. 25-002312 To Whom it May Concern, I am writing to provide clarification regarding the attached appraisal for 317 South St. Ypsilanti, MI 48198 (a single parcel), which has been backdated to reflect a value as of December 31, 2024. I am currently contesting the property taxes (the assessed, and therefore the taxable value) for both 2024 and 2025, having purchased the property in September 2023. The appraisal value of $100,000 closely aligns with the true cash value of $90,000 at the time of purchase. It is important to note that this appraisal does not fully account for several improvements I have made since acquiring the property but prior to the appraisal. Upon purchase, the yard was significantly overgrown with brush and trees, and I have since invested considerable effort in clearing and maintaining the space, which has greatly enhanced the property's condition and insurability. Additionally, I have painted one side of the house to secure and maintain an insurance policy, with exterior painting continuing throughout this year. I also addressed a significant roof leak that had damaged the plaster ceiling and parts of the stairwell walls leading to the basement. These repairs, including replastering much of the stairwell, were finally completed in April 2024 and have substantially improved the home's condition. Furthermore, I repainted one bathroom prior to the appraisal. Given the proximity of the appraisal value to the original purchase price, despite these significant improvements, I believe the appraisal supports the claim that the true cash value of the property in 2023 was approximately $90,000. Therefore, I respectfully request that the assessed and taxable value reflect these facts rather than relying solely on average sales data from the broader area at the time of reassessment. I believe it is important to consider the condition of the property when determining its value, as condition and value are closely linked. A property's worth is influenced by more than just square footage and the number of bathrooms—it reflects the overall state and improvements made. Thank you for your attention to this matter. I appreciate your consideration and am happy to provide any additional information if needed.
