EXHIBIT 4

EXPLANATION OF OWNERSHIP TRANSFER

G4 Investment Group LLC purchased the subject property on February 12, 2025, in an

arm's-length transaction for $183,000.

The property was subsequently transferred by quit claim deed from G4 Investment Group

LLC to Legacy Land Group LLC. Robert Glennon was an owner/member of G4 Investment

Group LLC and is the sole owner and managing member of Legacy Land Group LLC.

This transfer was an internal restructuring of ownership and was not an arm's-length sale of

the property. No new market transaction occurred, and the transfer does not represent

evidence of a change in the property's market value.

Legacy Land Group LLC is the current owner and petitioner in this appeal. The quit claim

deed documenting the transfer follows this explanation.

EXHIBIT 6

EXPLANATION OF ARM'S-LENGTH SALE

The seller actively marketed the property to multiple real estate investors in the

Lansing-area market.

The purchaser and sellers were unrelated parties, acted independently, and negotiated in

their own economic interests. The parties initially agreed to a purchase price of $190,000.

Following inspections and additional negotiations concerning the property's condition, the

purchase price was reduced to $183,000, and the sellers agreed to complete certain

repairs.

Although some repairs were completed after the purchase, they were limited to work

necessary to make the property rentable, address safety concerns, and satisfy insurance

requirements. Significant deferred maintenance still remained as of December 31, 2025,

including the deteriorated rear deck and other exterior items requiring future repair or

replacement.

The transaction was not a family transfer, gift, foreclosure, or other nonmarket conveyance.

Petitioner therefore submits that the negotiated sale represents meaningful evidence of the

property's market value. The purchase agreement follows this explanation.

Drain Inspection Agreement

You have requested us to perform a Drain Inspection of the property's exterior sewer line in order to evaluate

its condition and to identify any component(s) that may be in need of immediate repair or clearing of debris.

This inspection will include visually accessing the drain line and inserting a camera device or scope into it to

evaluate it. The inspection process will be recorded, and a report will be generated to outline what we have

found. We will provide you with a copy of the recording.

The report we prepare will be based on our visual observations and the data we collect from the inspection

camera equipment. The inspection and evaluation are not intended to be technically exhaustive. We will

provide a written Drain Inspection Report that is a summary of observations and unbiased opinions based

on the experience of the inspector. The inspection is not considered completed until the written Drain

Inspection Report is delivered.

The Drain Inspection Report will outline and define the portions of the drain line that were inspected, as

well as any areas that were not inspected and the reason(s) they were not inspected. There will be statements

of what is commonly included and excluded during such an inspection. The Drain Inspection Report,

together with this Agreement, represent the final statement on the condition of the drain line at the time

of the inspection. and the final statement on what was included and/or excluded in the inspection.

Fee for service today $_________

The fee includes the cost of the basic Drain Inspection, a copy of the recorded inspection, and final written

Drain Inspection Report. Payment is due at the time of the inspection.

No-Warranty Clause, Limitations of Liability, and Exclusions

The inspection is intended to reduce risk but cannot eliminate all risk. You acknowledge that:

1. The inspector will not observe every square inch of the sewer system, and may fail to see or note a defect.

2. Defects may exist that cannot be detected by visual inspection only.

3. The inspection and Inspection Report in no way lessen the risk or likelihood of repairs or replacements

being needed at any time in the future.

4. The inspection and Inspection Report DO NOT CONSTITUTE A WARRANTY OR GUARANTEE OF

ANY KIND, EXPRESSED OR IMPLIED.

5. The inspector and his/her employees or agents shall not be held liable for the cost of repairing any defects

or deficiencies, whether present at the time of the inspection or arising in the future, or for any consequential

property damage or bodily injury of any nature.

INDEX

A typical property inspection is normally a two and a half hour process. Approximately one half hour is spent on the

exterior of house, prior to your arrival. Any exterior items of concern will be discussed with you when you arrive. The size,

age, condition, exposure and your questions about the property will determine the total time required.

Our ONLYgoal is that you understand this house and we will take as much time as needed. The inspection is not intended

to be a maintenance type inspection; missing switch plates, nicks and scratches on woodwork, burned out light bulbs, and other

that are of a normal "wear and tear" nature are not covered in the written report, however they may be mentioned during items

the inspection and discussed. If any of the "wear and tear" items are an indication of an underlying defect, more time will be

spent on them and a written record will be made.

We have included in the body of the report, information about systems/components that are applicable to typical properties in this

area. This information is a guide only and should not be considered exhaustive. Any estimate of repair cost is not guaranteed.

Lead based paint warning statement:

Housing built before 1978 may contain lead based paint. Lead from paint, paint chips, and dust will pose health hazards

if not managed properly. Potential buyers must receive a federally approved pamphlet on lead poisoning prevention.

Lead based paint testing is not part of this inspection.

Every possible flaw/defect will not be reported or noted

frequently settle and crack.

Front and rear steps to the

signs of dampness in the lowest two

Reduction or elimination of excessive

dampness can usually be accomplished

by controlling the water on the

exterior of the home. Are gutters,

downspouts andextensions in good

order? Ideal grading is a slope of five

inches for a distance of five feet

away from the wall. It is worth your

ELECTRICAL SERVICE PANEL: APPARENT CONDITION AT TIME OF INSPECTION

FUSES AND CIRCUIT BREAKERS are safety

devices to prevent overloading of wires. Oversized

fuses and breakers should be corrected. Overloaded

wires are a fire hazard. Most blown fuses or tripped

breakers occur from countertop appliances in the

circuits during a home inspection.

* EVERY ELECTRICAL OUTLET AND

SWITCH CANNOT BE CHECKED DURING

THIS INSPECTION. A REPRESENTATIVE

NUMBER WILL BE INSPECTED IN EACH

ROOM OR AREA. IT IS NOT UNCOMMON

FOR OLDER HOUSES TO HAVE

UNGROUNDED OUTLETS AND/OR

ABANDONED SWITCHES.

During the home inspection, we do not inspect the cosmetic condition of the

wall and floor surfaces. You should expect normal wear and tear of these

surfaces in a previously occupied house. If the surface condition is an

indication of an underlying defect, we will investigate further and try to

determine the cause.

SMOKE DETECTORS ARE AN IMPORTANT

SAFEGAURD. IT IS RECOMMENDED THAT

AT A MINIMUM, SMOKE DETECTORS BE

INSTALLED ON THE CEILING OF THE

BASEMENT NEAR MECHANICAL

EQUIPMENT AND ON THE CEILING OF

BEDROOM AREAS. CHECK THE BATTERY

MONTHLY AND REPLACE ANNUALLY.

GENERAL COMMENTS

PAGE SUMMARY

ATTIC VENTILATON NOTE

A properly insulated attic, cannot have too much ventilation. Poor or inadequate venting can

contribute to condensation, mold, rotted roof sheathing, ice dams and excessive heat build up.

Most authorities recommend a minimum venting of one square foot of free area per 300 sq

feet of attic space. Gable vents are not considered to be as effective as the combination of roof

and soffit vents, but are adequate in many situations.

ADDED INSULATION

Most older homes have added insulation materials that may be a different type than the original.

Usually the original materials are covered and cannot be observed by the inspector. The inspector

will attempt to view the original material but cannot guarantee or warrant that all insulation

materials are identified.

PLEASE DO NOT REGARD THIS ATTIC INSPECTION

AS A PEST OR INSECT INSPECTION
