Section 4: Explain the Reason for this Appeal

| do not agree my property will gain value from the special assessment. The gross acreage

amount was factually overstated and also overstated due to a 1.19 acre wetland created by|

MDOT illicit water dumping. The extremely complex assessment methodology is not

equitable. The multipliers are excessive and punitive and maxed out on this property. The

benefiting municipalities are not paying an equitable share. Costs to correct MDOT

Roadway illicit water dumping onto this property without any rights to do so should be their

sole cost and not part of this project. The public, landowners in the Tonkin Drain District

and this property owner were deprived a basic right of due process and discovery of the

project scope, growth in cost, and funding apportionment methodology that changed

drastically from the original Determination of Need. What was estimated in 2019 to be a $7,

000 cost was suddenly surprise billed in early May 2025 at roughly $21,000 with no details.
