STATE OF MICHIGAN GRETCHEN WHITMER GOVERNOR DEPARTMENT OF LICENSING AND REGULATORY AFFAIRS LANSING MARLON I. BROWN, DPA DIRECTOR MICHIGAN TAX TRIBUNAL · 611 W. OTTAWA ST., LANSING, MI 48933 · 517-335-9760 PO BOX 30232, LANSING, MI 48909 · Other Carriers: 2407 N. GRAND RIVER AVE., LANSING, MI 48906 Wenqing Ding, Petitioner, MICHIGAN TAX TRIBUNAL SMALL CLAIMS DIVISION v MTT Docket No. 25-002693 City Of Troy, Respondent. ORDER OF DISMISSAL The Tribunal has reviewed the file in the above-captioned case and finds that: Petitioner failed to protest the assessment to Respondent’s March Board of Review, as required by MCL 205.735a. Therefore, IT IS ORDERED that the case is DISMISSED. This order resolves all pending issues and closes the case. APPEAL RIGHTS If you disagree with the final decision in this case, you may file a motion for reconsideration with the Tribunal or a claim of appeal with the Michigan Court of Appeals. A motion for reconsideration must be filed with the Tribunal with the required filing fee within 21 days from the date of entry of the final decision. Because the final decision closes the case, the motion cannot be filed through the Tribunal’s web-based e-filing system; it must be filed by mail or personal service. The fee for the filing of such motions is $50.00 in the Entire Tribunal and $25.00 in the Small Claims Division, unless the Small Claims decision relates to the valuation of property and the property had a principal residence exemption of at least 50% at the time the petition was filed or the decision relates to the grant or denial of a poverty or disabled veterans exemption and, if so, there is no filing fee. You are required to serve a copy of the motion on the opposing party by mail or personal service or by email if the opposing party agrees to electronic service, and proof demonstrating that service must be submitted with the motion. Responses to motions for reconsideration are prohibited and there are no oral arguments unless otherwise ordered by the Tribunal. Alternatively, you may file a claim of appeal with the Michigan Court of Appeals. If the claim is filed within 21 days of the entry of the final decision, it is an “appeal of right.” If

The filing fee is based on the greater of the State Equalized Value or Taxable Value in contention. 2361 Oak Ridge Dr., Troy Michigan 48098 July 23, 2025 RE: Property Tax Appeal Statement (UPDATED) To the State of Tax Tribunal, I am respectfully submitting this appeal regarding my 2024 summer property tax assessment for my home in Troy. After careful consideration and research, I believe the current assessment exceeds the appropriate taxable value for my property. In support of my appeal, I have obtained a comparative market analysis conducted by a licensed realtor. This professional evaluation indicates that the median market value for comparable properties in my area is $692,500, which would correspond to a taxable value of $346,250 (50% of market value) according to state valuation guidelines. I respectfully request that the Tribunal review my assessment in light of the professional market analysis I've provided and adjust my property tax accordingly. I am happy to provide any additional documentation that may assist in your evaluation. Thank you for your consideration of this matter. I look forward to a fair resolution. Respectfully, Wenqing Ding

After careful consideration and research, I believe the current assessment exceeds the appropriate taxable value for my property. In support of my appeal, I have obtained a comparative market analysis conducted by a licensed realtor. This professional evaluation indicates that the median market value for comparable properties in my area is $676,000, which would correspond to a taxable value of $338,000 (50% of market value) according to state valuation guidelines. As a new resident to Troy and someone not originally from the United States, I was unfortunately unaware of the March Board of Review meeting where initial appeals are typically heard. My recent relocation and unfamiliarity with the local property tax appeal process resulted in missing this opportunity, which is why I am pursuing this small claim appeal.

STATE OF MICHIGAN GRETCHEN WHITMER GOVERNOR DEPARTMENT OF LICENSING AND REGULATORY AFFAIRS LANSING ORLENE HAWKS DIRECTOR Troy Michigan 48098 Taxing Authority (City or Township) City Of Troy (OAKLAND) County Oakland Section 4: Issues Being Appealed (check all that apply) True Cash and Taxable Value Section 5: Explain the Reason for this Appeal I respectfully appeal the assessed and taxable values of my property for the following reasons: 1. The current assessment significantly exceeds comparable market values in my neighborhood, as demonstrated by the comparative property data submitted with this petition. 2. My property taxes have increased disproportionately compared to similar properties in the area, suggesting a potential inaccuracy in the assessment. 3. As a foreign national new to the U.S. property tax system, I was unable to attend the March Board of Review due to my unfamiliarity with the appeal process and timeframes. I respectfully request consideration of these extenuating circumstances. Based on the evidence provided, I request a fair adjustment of the property's taxable and assessed values to align with actual market conditions.
