answer can be reviewed by utilizing the Docket Lookup on the Tribunal’s website.

Unless Respondent was defaulted, this case is ready to be scheduled for a Small

Claims hearing and will be scheduled in the normal course of scheduling. You will

receive a Notice of Hearing from the Tribunal by e-mail if you have identified an email

address in the petition or other documentation. The Notice of Hearing will inform you of

the date, time, and location of your hearing (note that your hearing will likely be

conducted by telephone). Please read the Notice of Hearing as it includes important

information.

EVIDENCE: Parties are required to submit all evidence to the Tribunal and send a copy

to the opposing party at least 21 days before the hearing date even if the documents

had been submitted to the local Board of Review or the Michigan Department of

Treasury. If the documents are not timely submitted to the Tribunal and served on the

opposing party, the documents may be excluded. Documents may be filed with the

Tribunal by mail or through the Tribunal’s e-filing system. Documents may be sent to the

opposing party by mail or by e-mail, if the parties agree to service by e-mail.

Alternate Dispute Resolution Options

INFORMAL SETTLEMENT CONFERENCE: Parties have the option of handling this

case through an informal settlement conference. An informal settlement conference

is a meeting between the parties and/or their representatives to discuss the issues in a

case in an effort to settle the case. This process may be an alternative to a hearing with

a judge and may result in the parties’ filing a Joint Stipulation for Entry of Consent

Judgment. Visit the Tribunal’s ADR webpage for more information.

NOTE: The parties may not request an informal settlement conference to discuss an

appeal of a principal residence exemption that was denied by either the Michigan

Department of Treasury or a County. Also, state taxes levied by the Michigan

Department of Treasury, such as income taxes, are not subject to the informal

settlement conference process.

mutually acceptable settlement. This process may be an alternative to a hearing with a

judge and may result in the parties’ filing a Joint Stipulation for Entry of Consent

Judgment. Visit the Tribunal’s ADR webpage for more information.

Small Claims Division

MTT Docket No. 24-003296

Re: Property Tax Appeal Answer Form — Valuation appeal

Section 4: Explain Your Answer to this Appeal

Parcel ID 000-10-26-101-001-13, is currently owned by Andrew & Joanne Kemp, and located at

2794 Kalmbach Rd Grass Lake MI, per Grass Lake Township’s Assessing Department records.

Joanne Kemp appealed parcel ID 000-10-26-101-001-13 to the Grass Lake Township 2026

March Board of Review and per the submitted March Board of Review petition (attached)

protested the assessed & taxable values on the petition to Board of Review. The 2026 assessed

value documented on the property record card is supported by prescribed mass appraisal

technique using the issued State of Michigan Cost Manual, Grass Lake Township's current rural

residential land value studies and Grass Lake Township’s current residential rural economic

condition factor (ECF) studies that were applied uniformly to all parcels within the residential

rural area. The calculated 2026 assessed value prior to MBOR was 303,200. The Grass Lake

Township March Board of Review deemed a supportable change to the assessed value for 2026

based on the supplied copy of a historical 5/26/2025 dated appraisal copy provided to MBOR.

The final 2026 MBOR assessed value is documented at 290,000. Resulting in a MBOR reduction

in assessed value of 13,200.

The parcel’s 2026 taxable value was uncapped per the State of Michigan's approved uncapping

requirements, due to the transfer of ownership that occurred on 6/16/2025. Due to the change in

ownership the taxable value resulted in a 2026 uncapping of taxable value which equals the final

2026 assessed value of 290,000 determined by the MBOR.

classification in the assessing jurisdiction.”

Docket No: 26-000682

Re: Joanne R Kemp (Petitioner(s))

vs

Township of Grass Lake (Respondent(s))

My husband, Andrew Kemp and myself, Joanne Kemp, bought our home in Grass Lake, MI,

address 2794 Kalmbach Rd, Grass Lake, MI 49240 on June 16th, 2025. We received an

appraisal on May 25, 2025 for $550,000. The purchase price of the home was $545,000 or

$195/sq foot.

The home is a 3 bedroom, 2 and half bath and unique in fact that the majority of the home

resides on a cement slab, with a 1,000 square foot basement on a section of the home.

Because of its unique build, it is difficult to assess or locate comparable properties in the

area.

It is our belief the taxable value would be approximately 50% of the appraised value

$550,000 or 272,500 taxable value. We were quite surprised when we received our first tax

assessment from the Township of Grass Lake of 303,200 taxable value in February 2026.

That would imply our home is worth $606,400 or increase in value in mere 8 months by

$56,400 or 10.35%. My husband and I petitioned the Board of Review and stated our case.

The Township of Grass Lake responded by reducing the initial assessment from 303,200 to

290,000. This would indicate our home value is $580,000, an increase from prior year

appraisal of $30,000 or 5.2%. There are no reports that support this increase in property

value in the area. The average price of a home in Grass Lake is $349,220 based on 2025

data from House Prices.

We kindly ask the Michigan Tax Tribunal to consider the first tax assessment of our home

similar to the appraisal value. The appraisal is attached for review.

Thank you kindly for your consideration.

Sincerely,

Joanne R. Kemp

Section 5: Explain the Reason for this Appeal

2026 taxable value received was 303,200 or $606,400 value of home. We bought the home less than a year ago for $545,000 and believe the taxable value should

be closer to purchase price of less than a year ago of 272,500 (half value of home). The home was appraised at $550,000 June 2025 at time of purchase. We

protested against the Board February 2026. Their decision as of April 13th is a taxable value of 290,000 which would indicate the home is valued at $580,000 a

6.4% increase from appraisal value 10 months prior. Additionally, average home prices in the area are 195 per sq/ft. The home is 2800 sq ft which would indicate a

value of 546,000 or close to 272,500 taxable value the home owner believes should be at.
