Petitioner made a timely, good-faith effort to appeal the 2026 assessment to the local Board of Review. On February 25, 2026, Petitioner submitted a formal written appeal and supporting

evidence via email to the exact email address explicitly provided on the official L-4400 Notice of Assessment (ASSESSOR@BRIDGEPORTMI.ORG) under the "Appeal Options" section.

The Assessor's office acknowledged this submission on February 25, 2026, engaged in substantive discussions regarding the appeal, requested further photographic evidence, and

provided appointment times. At no time did the Assessor's office inform Petitioner that email submission was invalid or that a physical mailing was strictly required to preserve appeal

rights. Petitioner reasonably relied on the official state form (L-4400) which provided the email address under "Appeal Options" and the Assessor's subsequent engagement.

The local Board of Review's failure to hear the appeal was the direct result of the Assessor's office providing ambiguous instructions and failing to clarify submission methods, not due to

taxpayer negligence. Petitioner respectfully requests the Tribunal accept jurisdiction under the doctrines of equitable estoppel and substantial compliance to prevent a miscarriage of

justice regarding a severely overvalued, distressed property acquired at a tax sale for $7,580.81 that is currently assessed at $30,000 SEV despite severe deterioration.

PROPERTY ACQUIRED AT TAX SALE: The property was acquired through a Saginaw County tax sale on September 4, 2024,

for a minimum bid of $7,580.81. This tax sale price is strong evidence of the property's severely diminished market value.

SEVERE DETERIORATION: The property suffers from extensive deferred maintenance, physical depreciation, and functional

obsolescence. The structure is in a severely deteriorated condition with no habitable features. No repairs, improvements, or

upgrades have been made since acquisition.

NO MARKET DEMAND: Prior to the tax sale, the property was exposed to the open market, and no Realtor was willing to list it

due to its distressed condition. No cash offers were made, demonstrating its complete lack of marketability

assessments at issue:

Petitioner made a timely, good-faith effort to appeal the 2026 assessment to the local

Board of Review. On February 25, 2026, Petitioner submitted a formal written appeal and

supporting evidence via email to the exact email address explicitly provided on the official

The Assessor's office acknowledged this submission on February 25, 2026, engaged in

substantive discussions regarding the appeal, requested further photographic evidence,

and provided appointment times. At no time did the Assessor's office inform Petitioner that

email submission was invalid or that a physical mailing was strictly required to preserve

ATTACHMENT C: RESPONSE TO QUESTION 20

STATE OF MICHIGAN, MICHIGAN TAX TRIBUNAL

Petitioner: Mohammed & Ilham Filali

Respondent: Bridgeport Charter Township

Parcel No: 7309-11-5-04-4113-000

Property Address: 3944 Clutier Rd, Saginaw, MI 48601

20. List the separate and specific facts upon which Petitioner relies to support the relief

requested:

PROPERTY ACQUIRED AT TAX SALE: The property was acquired through a Saginaw County

tax sale on September 4, 2024, for a minimum bid of $7,580.81. This tax sale price is strong

evidence of the property's severely diminished market value.

SEVERE DETERIORATION: The property suffers from extensive deferred maintenance,

physical depreciation, and functional obsolescence. The structure is in a severely

deteriorated condition with no habitable features. No repairs, improvements, or upgrades

have been made since acquisition.

NO MARKET DEMAND: Prior to the tax sale, the property was exposed to the open market,

and no realtor was willing to list it due to its distressed condition. No cash offers were

made, demonstrating its complete lack of marketability.

ASSESSMENT INCREASE CONTRADICTS CONDITION: The current L-4400 shows a 2026

SEV of $30,000, increased from $26,800 in 2025, with the reason listed as "Market

Adjustment." This increase is completely inconsistent with the property's actual condition

and the fact that it could only be sold at a tax sale for $7,580.81.

NO ONSITE INSPECTION: The Assessor's office admitted in their June 17, 2026 email that

they have not conducted an onsite inspection of the property. The assessment is based on

mass appraisal techniques that fail to account for the property's specific severe

deterioration.

TRUE CASH VALUE UNDER MCL 211.27: Under Michigan law (MCL 211.27), true cash value

must reflect the property's actual state, not hypothetical market conditions. The current

assessment violates this statutory requirement by valuing the property as if it were in

average condition.

TIMELY APPEAL SUBMITTED: Petitioner submitted a formal written appeal on February 25,

2026, via email to assessor@bridgeportmi.org, which was the exact email address

Page 8

provided on the official L-4400 Notice of Assessment under "Appeal Options." The

Assessor's office acknowledged receipt, engaged in discussions, and requested additional

documentation (photographs), which were provided. At no time was Petitioner informed

that email submission was insufficient.

EQUITABLE ESTOPPEL: The Township provided ambiguous instructions on the official state

form and engaged with Petitioner's appeal for months without objecting to the method of

submission. The Township should be estopped from raising procedural objections after

leading Petitioner to believe the appeal was being processed.

SUBSTANTIAL COMPLIANCE: Petitioner substantially complied with appeal requirements

by submitting a detailed written appeal with supporting documentation before the March

12, 2026 deadline to the contact information explicitly provided on the L-4400.

DISPARATE TREATMENT: The property's assessment ($30,000 SEV) is nearly 4x the amount

Petitioner paid at tax sale ($7,580.81) for a completely uninhabitable structure,

demonstrating a clear valuation error that results in unjust taxation of approximately

$1,750 annually on a property worth less than $10,000.

Exhibit A: 2026 L-4400 Notice of Assessment

Description: The official Notice of Assessment, Taxable Valuation, and Property Classification issued by

Bridgeport Charter Township for the 2026 tax year.

Purpose: Establishes the disputed valuation (SEV increased to $30,000 due to "Market Adjustment").

Crucially, it highlights the "Appeal Options" section at the bottom, which explicitly directs taxpayers to

email ASSESSOR@BRIDGEPORTMI.ORG to schedule appointments or for assistance, establishing

Petitioner's reasonable reliance on this official contact method.

Exhibit B: Formal Written Appeal Letter (Dated February 25, 2026)

Description: The formal, substantive appeal letter drafted by Petitioner, detailing the property's severe

deterioration, functional obsolescence, and acquisition via tax sale, requesting a review of the 2026

assessment pursuant to MCL 211.27.

Purpose: Proves that Petitioner had a fully formed, timely, and substantive written appeal prepared and

ready for submission well before the March 12, 2026 deadline.

Exhibit C: Complete Email Correspondence Chain (February 25, 2026 – June 17, 2026)

Description: The complete, unedited email thread between Petitioner and the Bridgeport Charter

Township Assessing Department (Erica Dethloff and Sharon Frischman).

Purpose: This is the primary evidence for the Tribunal's jurisdiction. It proves that:

Petitioner submitted the formal appeal and attachments via email to the exact address provided on the

L-4400 on February 25, 2026.

The Assessor's office acknowledged receipt, engaged in substantive discussions, and requested further

documentation (pictures).

The Assessor's office never informed Petitioner that email submission was invalid until months later

(June 17, 2026), establishing the doctrines of equitable estoppel and substantial compliance.

Exhibit D: Saginaw County Tax Sale Documentation

Description: Official county records showing the property (Lot 7806) was sold at a public tax sale

auction on September 4, 2024, with a minimum bid/acquisition price of $7,580.81.

Purpose: Provides objective, arms-length market evidence of the property's True Cash Value at the time

of acquisition, directly contradicting the Township's $60,000 True Cash Value / $30,000 SEV

assessment.

Exhibit E: Photographic Evidence of Property Condition (Slide Show)

Description: A comprehensive photographic slideshow detailing the interior and exterior condition of the

structure at 3944 Cluttier Rd.

Page 10

Purpose: Visually demonstrates the severe physical depreciation, deferred maintenance, and functional

obsolescence of the structure, proving that the building has negligible market value and that the "Market

Adjustment" applied by the assessor is factually incorrect.

Re: Formal Appeal of 2026 Assessment – Pursuant to MCL 211.24c, 211.34c, and 211.27

I am submitting this formal written appeal of the 2026 property assessment for the parcel located at 3944

Clutier Rd, Saginaw, MI, Parcel 7309-11-5-04-4113-000, as provided under MCL 211.24c, MCL 211.34c,

and the statutory requirement that assessments reflect true cash value under MCL 211.27.

The current assessed and taxable values do not accurately reflect the property’s actual condition, marketability,

or acquisition history. The property was acquired through a tax sale in 2024, which is a strong indicator of

severely diminished market value. Prior to the tax sale, no realtor was willing to list the property due to its

distressed and deteriorated state, and no cash offers were made. The structure remains in significantly

deteriorated condition, with extensive physical depreciation, functional obsolescence, and substantial deferred

maintenance. No repairs, improvements, or upgrades have been made since acquisition.

Under MCL 211.27, true cash value must reflect the property’s actual state, not hypothetical market conditions.

The assessment increase is inconsistent with the property’s real-world condition and its complete lack of market

demand.

I respectfully request that the 2026 Assessed Value and Taxable Value be reviewed and adjusted downward to

reflect the property’s true cash value, consistent with Michigan law and the evidence of its condition and market

history.

Please mail all correspondence, notices, and any required paperwork to my mailing address listed on the Notice

of Assessment. I am prepared to provide supporting documentation, including photographs, repair estimates,

and any additional information the Board of Review may require.

Please confirm receipt of this appeal and advise on next steps for the March Board of Review.

To: assessor@bridgeportmi.org

Dear Assessor Frischman,

I am submitting this formal appeal of the 2026 assessment for my property located at 3944 Clutier Rd, Saginaw, MI (Parcel 7309-11-5-04-4113-000), pursuant to

the rights afforded under MCL 211.24c and MCL 211.34c.

The current assessed and taxable values do not reflect the property's true condition, market value, or acquisition circumstances. The property was acquired

through a tax sale in 2024, and its condition at the time of acquisition—and continuing to the present—was and remains severely deteriorated. The structure

suffers from extensive deferred maintenance, physical depreciation, and functional obsolescence. No improvements, repairs, or upgrades have been made since

acquisition.

Additionally, the property was exposed to the open market prior to the tax sale, and no realtor was willing to list it due to its distressed condition. No cash offers

were made, further demonstrating its diminished market value and lack of marketability. These facts directly contradict the assessment increase attributed to

“Market Adjustment.”

Given the property's substantial deterioration and the absence of any market activity supporting an increased valuation, I respectfully request that the 2026

assessed value and taxable value be reviewed and adjusted to accurately reflect the property's true cash value as required under MCL 211.27.

Please also mail any correspondence or required paperwork to my mailing address listed on the Notice of Assessment.

I am prepared to provide supporting documentation, including photographs, repair estimates, and any additional information the Board of Review may require.

Please confirm receipt of this appeal and advise on the next steps for the March Board of Review.

Sincerely,

Mohammed Filal

Yes! That would be great. You may want to include any documentation about the condition of the house and any other supporting evidence you

would want the board to review as it relates to the property.

The initial Valuation as was on you county tax sale was misleading and completely inaccurate.

It gots me to bid and buy a property that want worth 1/4 of the state State Value.

Tye error costs more taxes, more times, and a loss if sold.

The current Tax on the website says $194.62 ?

Wed, Jun 1

To: Bridgeport Assessor <assessor@bridgeportmi.org>

Greetings;

I am following up regarding my property assessment appeal for Parcel 7309-11-5-04-4113-000, which initiated on February 25, 2026.

The attached documentation clearly confirms my timely intent to schedule an appointment with the Board of Review. As suggested in your previous correspondence, I h

provided property records and supporting evidence demonstrating the severe deterioration of the home.

While the property's actual market value ranges between $5,000 and $7,000—consistent with its mid-$7,000 state value at the county tax sale—the current L-4400 refl

valuation of $30,000. This discrepancy results in an unjustified property tax of $1,750, which does not reconcile with the home's true condition.

Please correct the assessment data to accurately reflect the true cash value and forward the revised assessment sheet. I am willing to allow a week for review and adju

which I will escalate this matter back to the board or pursue civil remedies to resolve the valuation error.

Thank you for your prompt attention to this matter.

That's why was my point before Before Feb 25. The assessment is way off and do not match the market or State Value.

They said "we need pictures" and even with that request. it was not wise to ask me for proof of house sold in Tax Sale.

The assessment isn't accurate and comlpetely off. Other counties take action when the owner's convery the information and put arequest for a revision. I am not waitin
