Please be advised of the attached addendum to the subject special assessment appeal based on additional deficiencies 

and clarifications.

The actual Phase 1 construction has started on Sept 16, 2024. 

2. 

Tuscarora Township Supervisor R. Kramer and the board : Clerk J. Reidsma, Trea J.Dillaha, Trustees J. Vance, K. Pearson. 

a. 

Have made no attempt to address or answer the deficiencies or presented to them for corrections from Feb.5, 9, 2024 

(Letters and docs attached) 

b. 

Have made changes to the contracts engrg and contractors in closed meetings with out hearings and EGLE approvals 

after the drawing approvals of Dec 31, 2023 by Bruce Christian EGLE Proj. Mgr. and his departure from EGLE. 

le: 200ft of underground gravity sewer on 595.5 flood plan elev. area on park walkway less than 50 ft. from the Indian River 

Have not clarified the location of a 3000 gal PS200 sewerage lift station, presently located in a Cheboygan permitted 

residential drive. 

Have not certified actual residential costs per REI and have not included many equipment and service added costs. 

Have included many itemized costs in Phase 1 assessment that are for Phase 1, 

3 and general public use.

In reply to your letter of Nov 16,2023 requesting me to “quit contacting” PEI and Aaron 

Nordman. 

| am again requesting you as Chairman of the pending sewer project and associates to 

review the following subjects in your scheduled Feb 06, 2023 "Sewer progress meeting” 

based on recent Dec 31, 2023 PEI drawing and engineering changes submitted to EGLE 

by PEI for permitting. (attached) after Nov 16, 2023, 

The three (3) A.B.&C. subjects that were outlined in my letter of Nov 06, 2023 were 

(A) relocation and now requested elimination of lift station PS200 

(B) Individual underground drilling GP SSFM stations @ tag #135,136 connecting to 

the 4” SSFM on Constance Ave. eliminating all gravity SAN and CCRC AASHTO 

certified road work. No easements required 

(C) Individual underground drilling GP SSFM stations 

@ tag # 138 -146 connecting to 

The 4” SSFM on Arthur Street eliminating all gravity SAN and CCRC AASHTO 

certified road work. No easements required 

The PS200 pump lift station has been moved and does not conform to the 100 

ft. EGLE isolation 

and is still located in the the ingess DRIVE LOCATON of 6290 Arthur as noted on the 

latest 12-31-2023 drawings that | have been submitted to EGLE and Permitted Site Plan, 

zoning permit PZ23-0012, SP-01. 

The optional location of the PS200 pump lift station @ Lot 5, Block 1 & ROW ( 100 ft.) was 

thought to be better however the limited ROW space between Arthur asphalt and property line 

is only 2/3 ft. from the existing Arthur asphalt roadway. (attached drawing).

Hi Bob, 

| am in receipt of your email Feb 09 answer to my recent Feb 05 letter requesting system 

review for the Feb 6 sewer meeting. Sorry for such a small short limited answer for such a 

large cost saving request. 

These requests were sent to you as the Director for corrective answers to the deficiencies in the 

proposed system. These requests originating in letters and documents from Feb. 15,18, 2023, 

Nov.6,2023 with many corrective measures to the system at the C321/C303 areas. 

| am again requesting you as Chairman of the pending sewer project and associates to 

review the following subjects in the Feb 05, 2024 letter and documents. 

We being a 30 year residents of Tuscarora Twp my interests are in a sound, economical engineered 

system specifically the (22) residence of the Constance Park Plat. My residency in Orange Beach 

prevents me from meetings other than the visuals and lacking “3 minute” comments. 

| again request the technical review with Aaron Nordman and answers to items A,B C.

The GDP No.1810271 Permit took effect Nov 1, 2023. In a brief telcon with Barry Christian, 

Justan Pung/EGLE the150 day review period for Phase 1 & 2 takes effect Nov 1 and Barry 

Christian is in the process of reviewing your engineering permit drawings for Phase 1 & 2. 

I am hoping that design parameters will be considered based on our recent reviews and 

discussions related to PS200 and underground drilling. 

I am in my Orange Beach office and limited to email, attachments and reliable computer 

Service, however | would like to add continued comments to your project. 

Comments and review are based on receipt of drawings of May 19,2023, permit submittal 

dated 5/24,2023. 

| am requesting from our previous review and design parameter discussions related to: 

A.The relocation of PS200 lift station location. 

B. Possibile relocation of serv tag # 132,134 &135 (Constance Ave.) to individual GP 

SSFM underground drilling service across the rear property of house's # 3617, 3597 

& 3593 ( Exhibit | & easements agreements have been reviewed and pending ) to 

Arthur St. to the SSFM 

C. Review and comments of an addition of individual GP SSFM user tag # 136 to 142 

(Arthur St). individual GP SSFM underground drilling service to Poplar St. 

Item A. The PS200 location | am using 

is based on Dwgs dated 5/19/23 and 5/24 

permit submittal drawings.

Item B. Serv tags #132,134 &135 on Constance Ave as noted on Exhibit 11 & 11-A with 

individual GP-SSFM to Arthur St SSFM would eliminate all SAN Trenching and road work 

on Constance that is not in compliance with CCRC road specifications and requires 

storm drain road erosion control and is restricted by an actual 20 ft. 

ROW at Witt that has 

been a road ingress/egress/problem in the past with possible one way or abandonment. 

Item C. Considering the addition of another seven individual GP SSFM underground drilling 

user tags (#136 to 142) on the Arthur St SSFM could eliminate all the SAN Trenching and 

road work on Arthur St. This new developed cost effective underground drilling system 

would also eliminate the complex SAN systems on Constance and Arthur but most 

importantly would remove the PS200 lift station that is in a very sensitive ecological area.
