STATE OF MICHIGAN GRETCHEN WHITMER DEPARTMENT OF LICENSING AND REGULATORY AFFAIRS MARLON I. BROWN, DPA GOVERNOR LANSING DIRECTOR Please Explain Your Answer to this Appeal: The Township became aware of the basement finish when an Electrical Permit was applied for by the contractor for a Direct Vent Fireplace install in the basement in August 2025. The Township added new value for 1,000 sf of basement finish, (1) 3 pc bathroom, and direct vent fireplace as new construction in computing the 2026 assessed and taxable values. No permit was applied for by any previous owners for basement finish with the Township Building Department as is indicated on the record cards. It was impossible for the Township to estimate when and who (without a permit) finished the basement. We now know that the basement was finished when the current owner (Ryskamp) purchased it in 2022. A sales study was performed of this ECF neighborhood (of arm’s length sales between 4/1/2023 – 3/31/2025) and a ECF factor of 1.084 was used in determining the 2026 assessments. Taxable value was calculated using the formula: (2025 TV – losses) x CPI + Additions Jurisdictional Issues: IF PETITIONER IS APPEALING THE TRUE CASH AND/OR TAXABLE VALUES: Did Petitioner protest the assessment at a Board of Review?
