Re: PICARD PEYTON & ANKERSON ISABELLA
PROPERTY ID: 45-007-010-012-00
ADDENDUM #1
Property sale occurred 02/13/2024, by way of an arm’s length transaction, including two
different tax IDs (45-007-010-012-00 & 45-007-010-012-30) for a collective purchase price
of $365,900. Both tax IDs can be found and are included in the associated documents.
Please note that this property was originally offered for sale in July 2023 and experienced
multiple price reductions and unsuccessful purchase attempts by other parties (for
reasons unknown) until the current owners completed their purchase in February 2024
(more than 6 months beyond original listing date which was VERY uncommon for the
region’s market at the time.)
“Assessed Value” cannot exceed 50% of “Market Value” and “Taxable Value” cannot exceed
“Assessed Value” (MCL 211.27)
Therefore, both Assessed and Taxable Value for property tax ID ending in -00 should be
revised to $127,950 based upon the sale price. Under no circumstances could value be
determined that would exceed the actual price paid of $365,900 ($182,950 sev) and only
then, without Bonafide data that would not undermine and/or influence the practice of
“following sales”. Calculation utilized is outlined below:
Property tax ID 45-007-010-012-30 {adjoining vacant land parcel) Assessed & Taxable Value
of $55,000 * 2 = $110,000
$365,900 {purchase price) - $110,00 (true cash value of prop tax ID ending in -30) =
$255,900
$255,900 (estimated true cash value of prop tax ID ending in -00) / 2 or 50% = $127,950
$127,950 (requested, revised assessed & taxable value of prop tax ID ending in -00)Page 11
7/28/25, 2:38 PM Michigan property value determination ChatGPT v Login How is actual market value determined in the state of Michigan for real property? In Michigan, "actual market value" (also called True Cash Value, or TCV) for real property is based on the fair market value - the wikipedia Investopedia. #£» How Market Value (TCV) Is Determined Michigan assessors estimate TCV using one or more of the following standard appraisal approaches: - Sales Comparison Approach: This is the primary method for residential properties. The assessor analyzes recent comparable sales in the area, adjusting for differences in features like size, age, location, condition, amenities, etc. ~~ asios +2 . + Cost Approach: Used especially for new or unique properties-it calculates replacement cost minus depreciation plus the land value investopedgia +1 . + Income Capitalization Approach: Applied primarily for income-producing properties -a value is derived from expected income streams, discounted to present value Wikipedia +1 . Appraisers may use all three and weigh which most accurately reflects the fair market value.
