STATE OF MICHIGAN GRETCHEN WHITMER GOVERNOR DEPARTMENT OF LICENSING AND REGULATORY AFFAIRS LANSING MARLON I. BROWN, DPA DIRECTOR 2 of 3 City or Town Detroit County Wayne State Michigan ZIP Code 48215 Taxing Authority (City or Township) City of Detroit (Wayne) Check which of the following you are appealing: (check all that apply) True Cash and Taxable Values Please Explain the Reason for this Appeal: This is a protest of 2026 Assessed and Taxable Value. The Assessed Value prior to the March Board of Review was 145,200. After the March Board of Review it was lowered to 111,600. The Taxable Value before and after the March Board of Review is 43,482. The subject property is a three well boathouse--on the Fox Creek canal system. Building & Use restrictions imposed by the Detroit Building & Safety Engineering Department (fire hazard, principally) do not permit residential use of the building, even if it was constructed for residential use, but there is no residence. The structure is a boathouse with three boat wells occupying the ground level, a storage room and covered porch on the second floor and a small parking lot. The City of Detroit announced a plan to close the Fox Creek Canal system, immediately devaluing all of the waterfront residential properties, but impacting the boathouse properties catastrophically, making them unusable and unsalable. The effort is part of a Flood Mitigation Process arranged with the U.S. Army Corp of Engineers (“USACE”) and the Great Lakes Water Authority. The plan is to get the Jefferson-Chalmers Neighborhood out of the FEMA designated floodplain by closing the Fox Creek Canal system with an earthen levee or dams (called Stop-Logs) installed by the USACE. The Detroit Building Authority recently entered into a $20 Million Dollar contract to close entirely, or severely restrict, navigation on the canal system. This plan, started quietly in 2020, has now gained pubic attention. There are 292 waterfront properties on the canal system. Since the plan to close the canals has become public, there have been only 2 sales of residential waterfront property; one a $180k house and the other an income property consisting of a 3-unit multi- family apartment building. There have been no sales of boathouses on the canal system. Who will buy a boathouse on a canal that has no water? A boathouse with no water has little to no value. As such, the Assessed Value and Taxable Value should be 25,000. Jurisdictional Issues: Did you protest the assessment at a Board of Review? Yes If Yes, check which Board of Review you attended: March If No, please check the applicable reason(s): Year(s) Under Appeal: 2026
