Section 4: Explain the Reason for this Appeal

291 Ridge Road is on a corner lot to a county road and a private drive and is addressed to the county road not the private drive. This unique property has no “official” legal easement noted

from the deeds office or the abstract department for the private drive of Pleasant Ridge- however one deed from 1995 does fist the burden from the asphall drive offering ingress and egress

fo others down the road. Pleasant Ridge drive culs through a large portion of our lands northern property and runs the length of the privale drive- forking in the middle about 25,000+/- square

foot and or 3/4 mile fong. This drive services 30 parcels and allows access their properly. 201 Ridge Road has no close neighboring homes on the Pleasant Ridge as can be visualized

through satelite images showing a large parcel of woods between this home and the community of neighbors down the drive. In late 2023 it was introduced by the Pleasant Ridge residents

that they vianled a new asphalt roadway instead of fixing the one that existed. The residents offered a peltion where those road members agreed al a cost of 115.473.86 lo be shared among

only 22 homes thal ulilize this roadway. There are 30 parcels, and some parcels have more than 1 home that utilizes the roadway. This petilion included 291 Ridge Road- which was not in

favor of the new roadway without any repairs of the cost sharing method. This was appealed to the township. This special assessment district was approved and set to move forward with

new road being laid in spring of 2024 wilh 6% interest for 2024, 2025, and 2026 laxes. At his lime we were not made aware of the appeal process or thal we had a right lo appeal. The new

asphall drive was completed in spring of 2024. Recently in September of 2025 a notice came in the mail to our home of a public hearing for a road maintenance fund for seal coating the

private road. Unknowing of the details we altended the public hearing. The Pleasant Ridge residents requested to seal coat the private drive for September 2025 and again in the spring of

2026- and have the cost again shared between the 22 homes. 291 Ridge road was again not in favor

of this as to how often the seal coaling to be done or the cost sharing and appealed to

the township. The Special assessment district was again approved by the township by majority rule. During this meeling 2 township members informed us of our fight to appeal to the tribunal

and agreed wilh our concerns but voiced they could not help as the residents that utiize the roadway had majority vote and are the governing bodies per the township supervisor. Concerns.

from us were voiced about usage, owned parcels vs homes on the pelition, assessed value of homes/land, unreasonable disproportionality related to usage/frontage/parcels/using both sides

of the road at the fork and having a garage and house on either side. Olher concerns were voiced aboul the 30 parcels owned and served by the private drive however only 22 homes were

pelitioned along the roadway and the roadway burden to our property (subservient property) thal we already own and would have access to anyway. Furthermore, we do not travel the

lenglh/distance of this roadway and cannot visualize the state of maintenance or repair associated vith the usage of the Pleasant Ridge residents. This appeal is being filed for the increased

tax burden that this places upon our said property of 291 Ridge Road and the unique circumstances related to this. We have owned this property for over 20 years and viere never included in

road funding for the private drive on Pleasant Ridge Road until 2023. Concern remains that the residents on this drive will continue lo vant road maintenance funding frequently causing the

undue tax burden to our family/property.

understanding with having our children here.

For those that do not know us my name is Amy and this is my husband Chad Wohlers. Our

home address is 291 Ridge Road. We are the very corner house of the Pleasant Ridge drive.

We use about T50-200 ft of the Pleasant Ridge private drive that offers the easement to the

Pleasant Ridge community down that road. Pleasant Ridge is a fairly long drive that forks

as previous years accounting?

What Company is doing the seal coating and was there more than one bid obtained for this

project to be fiscally responsible?

alternatives can be enacted to ensure a fair assessments can be done.

There will be no problem with bringing the children, please don't apologize if there is

noise, they are children. Your concerns have not been taken lightly. The township does not

do the scheduling of the seal coat, someone on Pleasant Ridge has done that. There still

has to be a vote by the board before anything can be done.

Good morning, Pleasant Ridge Neighbors,

The Quincy Township requested to notify

everyone the Township has approved and

scheduled sealcoating on the Pleasant Ridge

Road/Martin’s Oval both this fall of 2025 and

spring of 2026. The Assessor's Office will

assess the project same as previous years

accounting.

»

Fall Date, Wednesday September 319,

2025, no driving 24-hours.

e

Spring 2026 TBA.

The Township's plana are to have Pleasant

Ridge and Martin's Oval completely seal

coated in one day. Accordingly, the road will

need to be closed for 24 hours upon

completion of the sealcoating.

The day the

road is scheduled

is subject to change due to

weather conditions and/or delays.

The sealcoating company mentioned to be

conscience of driving (upon completion) even

though the asphalt is dry the sealcoating can

still track even after the 24-hour drying

period. Sealcoating asphalt can track, as it

takes a few weeks to cure fully.

potential reasoning for sending this email to me.

| also received a half sheet letter in the mail today regarding a

notice for a public hearing for Pleasant Ridge road regarding an assessment for a road maintenance fund. Please

see below a list of my questions/concerns:

Did the township vote recently on this road fund? If so when and why was there not notification given tc me as

to when this would have been held?

What company is doing the seal coating?

It is apparent from the attached email that some residents of Pleasant

Ridge may know already, however

| do not.

Was there more than one bid obtained for this project to be fiscally responsible?

What is the assessed cost for my home to pay annually for taxes under this assessment?

| have not been notified

of this.

Knowing that previously

| was enforced by the township to pay the same as everyone else on the road when we

only utilize 150-200 ft - were other attempts made to calculate a fair and unbiased cost to each homeowner

based on usage or SEV rather than ease for calculation?

Martins Oval is a driveway that meets up to a home at the end of Pleasant Ridge road- why would a

homeowners driveway be included in a road maintenance fund as this is personal property?

Why is the seal coating scheduled to be completed the morning of the 3rd of September but the public hearing

is not until the evening of the 3rd when the project will be complete? My concern is that

| have not been

informed nor did

| have a proper say/vote in this matter.

Are the plans to seal coat Pleasant Ridge road yearly? If so, what constitutes this need to be so often? Mast

commercially traveled roads/streets are not seal coated yearly- a private drive should not be a high traffic road.

As a homeowner of this residence for 20 years

| would have appreciated the consideration of the township to

have given me the respect of consideration and proper notification before making approvals on my behalf.

| am concerned about the way these road projects have been conducted and not having a voice in the matter or

the respect of being informed.

If someone would please reach out to me

| would greatly appreciate it. Thank you.

Minutes of Meeting

Pleasant Ridge Neighborhood

Pleasant Ridge neighbors held a meeting concerning the road repair on September 2, 2023. While it was short notice for

the meeting, positive attendance of 19 people from the neighborhood were present, supporting a quorum,

’

Call Meeting to order.

¢

The purpose of the meeting was to share information about the road repair and enable neighbors to make an .

informed voting decision for the project.

It was mentioned to take time to consider if necessary.

°

The meeting agenda was based on the principles of making a decision and an opportunity to review the

quantitative and non-quantitative information of the road repair proposal,

Roll call/sign in.

e

19 people and 3 children from the 22 households present.

Introduction.

°

Robb Bruns explained he was grateful for the positive support Jim Olmstead has received.

®

The majority expressed their gratitude for Jim Olmstead for taking initiative on the project.

Business.

o

It was presented that the fairest way is to assess each of the 22 households in the neighborhood.

o

The second business was to explain cost, timing, logistics, and protocol to work with the county. You can pay.

directly to the county or a three-year schedule +6% with taxes.

*

Jim Olmstead defined the cost in depth and a quote from Excel Paving was provided for everyone's review. Two

options were presented:

o

Option 1 $51,575 ($2,344.32/household)

o

Option 2 $110,900 ($5,040.91/household)

©

Project is expected to take 7 days to complete. Start date TBD (township, approval, vendor timing, etc.) Randy

at Excel Paving is in a go-position once the county provides approval.

'

Open Discussion.

»

Amy Wohlers opened with concerns about the calculation of assessment. Amy expressed she enjoyed the

)

neighborhood, she appreciates when everyone wavas to her kids when they drive past, and she explained her

kids enjoy driving their motor car to see their buddy, Jim Strock. She explained being the first house in the

- neighborhood and requested a concession for her assessment requesting it be only $1,000. Jim Strock and Mike

:

Hoffner proceeded to explain the fairest calculation is to charge per household, which is how the neighborhood

is assessed for weed treatment. Jim Strock and Mike Hoffner proceeded to explain how the neighborhood came

to the decision of how 22 equates to one per household. Additionally, Amy Wohlers voiced thoughts pertaining

to an association for the neighborhood.

EB

Page 76

N

Gary First Is having hip surgery and would like to know when the date is determined for the start of the project.

Jim Olmstead and Mike Hoffner offered to help transport during the week of the project when determined. This

transportation would be extended to all in the neighborhood.

Justin Hanson had concerns regarding short notice for the meeting and asked for clarification on options of cost.

For Justin Hanson and Amy Wohlers benefit, Robb Bruns explained in an.effort to clarify that the meeting was to

explain the project and allow everyone to vote, not provide an invoice.

A discussion occurred regarding when we can/cannot drive on the lane. Jim Olmstead would find out and

provide the neighbors with a schedule for when driving is not allowed.

The majority of the households were positive about moving forward on the project.

The neighbors were reminded to submit contact information, including name, email, house number and cell

phone number to inform the neighbors about the project. Everyone in attendance provided their information.

Jim Olmstead closed the discussion and explained that Option 2 is to the best interest for the neighborhood for a

multitude of reasons structurally.

Amy Wohlers household departed eatly from the meeting.

After Amy Wohlers departure, it was unanimous for sharing the cost between the 22 household as the fairest

way to calculate the assessment.

"Explain the Voting Process.

Jim Olmstead provided clear instructions on how this process moves forward.

First step is to obtain a majority of

households to approve the project. Step two is to take the approved project to the assessor's office so that Jim

Olmstead can present at the Quincy Township Board meeting on September 5, 2023 for approval. Quincy

Township will then hire Excel Paving and a date will be provided to the neighborhood. Households will be

assessed at completion of the project.

Of the neighbors present, a majority agreed that using 22 households was the way to calculate the assessment.

Jim Olmstead proceeded with the voting process by obtaining signatures in support of the project.

It was

explained that you could take time to think about it and turn in the sheet at a later day or vote now. The

majority voted in favor of Option 2 ($110,900 for 22 households ($5,040.91).

Closing Statements.

°

Jim Olmstead mentioned upon a majority, while ensuring fairness toward the minority, and giving each

household an opportunity to voice their opinion on the project.

It was important to Jim that all households were

heard.

:

Meeting was adjourned. All of the households present remained to socialize and encouraged another

neighborhood gathering.
