lames and Lois McCready at 3583 Constance being part this Phase 1 sewer project have several concarns
about the validity and accuracy of this resolution being part of the total three phase sewer expansion.
Our area, Arthur and Constance, in Phase 1 have limited storm drainage, high water tables within several
feet of grade and adjacent 10 the indian River and js a very sensitive wetland area. Seven plus jsland
residences are included in this exceptional area with storm water at ground surfaces from clay layers close
to ground elevations. Water table is evident within several feet during the summer months at Arthur St
ta Popular.
This area is very similar to our Orange Beach, AL residence having the similar storm high water etc.
therefore we concurred with certified engineers of the Alabama sewer engineering.
. We have reviewed and expressed certain critical correctional areas of concern many, many times in this
concerned area to Bob Kramer, the sewer board and PE!, Arron Nordman since its inception in 2022 and
several corrective changes ware made. In Nov, 2023 we received an email notice from Mr, Kramer the
Sewer chairman to cease all contact with PE! or face consequences.
The contacts with PE are and have been constructive and specifically to review the sensitive Constance
& Arthur area with the gravity supplied PS200 sewer lift station's location in Arthur street at Martin Canal,
non conforming to a 100ft. EGLE isolation from Indian River and operational deficiency causing possible
Sewer discharge to the Martin Canal. Review of the elimination of PS200, Constance Ave/ Arthur St
proposed gravity trenching/paving with {10) individual residence pump stations was requested.
The Extremely high non certified project assessment and residential hook-up costs are exceeding the $
18,372 originally petitioned with hook-up, (now over $40,000 based a 40 year paydown). Additional
individual hook-up costs could be up to $30,000 with existing mound and septic removal.
Other Pending non funded Phase 1 additional costs unaware to the 208 sewer phase 1 assessment role
and the original Phase 1, 2022 petition residentia assessment role;
Elec power (Consumers) new distribution costs to 5 lift stations and Emergency Generator costs for 5
lift stations to prevent sewage spill aver.

af PHASE 1 DESIGN HISTORY with PEI May 24, 2024 Sewage Lift Station No PS 200 Deficiencies and review. The PEI original engineering Phase 1 design of 2022 was improved and changed from 208 complete individual residential sewage grinder pump stations to the hybrid design with sewer SAN gravity type and to Five 5 larger sewer lift stations and SSFM pressure type sewage transfer. Arron Nordman/PEIl and | have had many field reviews and meetings related to the location and function of the PS200 lift station at Constance and Arthur for the last several years related to location, EGLE and other restrictions. In Nov 2023 drawings were submitted for EGLE design review and drawing approval and the re-location of the PS200 pump station was placed at the 50 ft ROW in Arthur street and at the intersection of lots 5 & 6 and less than 100 ft. from the Indian River. This location presents problems in the 50 ft. ROW, 15 ft PS200 tank excavation, de watering, SAN trench & SSFM connections and EGLE specifications. In Nov of 2023 | reviewed the revisited design approval with several other sewer consulting engineering personal with the attempt to remove the undesirable PS200 lift station application with 10 new individual sewer connections at the Constance Arthur area while the project was still in the design stages. On Nov 16, 2024 I received notice from R. Kramer, Chairman of the Sewer project to cease any and all contact with Aaron Nordman related to the Sewer project, pending litigation, specifically the PS200 Lift station removal, 10 new individual sewer connections and the proposed cost savings to Tuscarora Twp. This concept is the review in my letter of Feb 05, 2024 to Mr. Kramer The (3) subjects A,B & C outlined and as formally presented in the June 4, Hearing meeting. ga Now that the design is somewhat fixed and contractor specific costs are itemized & available from the assessment role it might behoove the sewer committee, Michigan Tax Tribunal and EGLE to review the proposed concept and revisit with changes.

EXfL2 DEFICIENCIES with Assessment Role and documents: June 4, 2024 1.The mailed hearing notice for June 4 was sent to all the residences in the assessment role in late May indicates that 68 individual residence grinder pump stations ($ 1,020,000 ) are included in the contracted documents. a. the award documents only include 25 in Matts proposal and award contract docs ($ 345,000), only 20 showing in the approved drawings. b. the specifications and EGLE approved drawings Sheet C400, clearly specifies that all residence grinder pump stations including installation are to be by residence owner. They are included in Matts bid docs, contradiction. 1. The award documents to Grand Traverse Contracting for Sewer expansion is $ 4,565,700, their construction bid for this Contract is only $ 2,301,581. How many other cost factors for phase 2 are included in the Phase 1 and contract errors etc are effecting the total certified Costs of Phase 1. 2. The century old deficient overhead electrical pole and overhead line Consumer distribution system that is servicing the area and PS200 lift station @ Constance and Arthur has and is causing several annual long term (2 week) power failures, is a corrected

thought to be better however the limited ROW space between Arthur asphalt and property line

Sorry for such a small short limited answer for such a large cost saving request. These requests were sent to you as the Director for corrective answers to the deficiencies in the proposed system. Justan Pung/EGLE the150 day review period for Phase 1 & 2 takes effect Nov 1 and Barry
Christian is in the process of reviewing your engineenng penmil drawings for Phase 1 & 2.

Serv tags #132,134 &135 on Constance Ave as nated an Exhibit 11 & 11-A with individual GP-SSFM to Arthur St SSFM would eliminate all SAN Trenching and road work on Constance that is not in compliance with CCRC road specifications and requires storm drain road erosion control and is restricted by an actual 20 ft. ROW at Witt that has been a road ingress/egress/problem in the past with possible one way or abandonment. Item C. Considering the addition of anather seven individual GP SSFM underground drilling user tags (#136 to 142) on the Arthur St SSFM could eliminate all the SAN Trenching and road work on Arthur St. This new developed cost effective underground drilling system would also efiminate the complex SAN systems on Constance and Arthur but most importantly would remove the PS200 lift station that is in a very sensitive ecological area.
