Re: Petitioner’s Statement & Evidence Explanation

Petitioner: Kaci J. Jackson

Respondent: City of Detroit

MTT Docket No.: 25-003411

Hearing Date: December 15, 2026

To the Presiding Administrative Law Judge / Tribunal Hearing Officer:

Please accept this letter and the attached supporting documentation regarding the 2025 tax

valuation appeal for MTT Docket No. 25-003411.

The purpose of this submission is to establish that the physical and structural conditions of the

subject property were identical in tax year 2025 and tax year 2026, and that the City of Detroit’s

recent 2026 assessment reduction confirms that the 2025 assessed value was overstated.

Background & Timeline of Events

1. 2025 Assessment & Uninspected Appeal: In 2025, I appealed the tax assessment

based on major existing structural defects in the home. However, the City Assessor did

not conduct a physical field inspection of the property during the 2025 tax year.

2. March 2026 On-Site Field Review: Following my continued request for a field review, a

City of Detroit appraiser/inspector visited the property in March 2026 to evaluate the

physical conditions firsthand.

3. Inspection Findings & Verified Structural Defects: During the March 2026 inspection,

the inspector personally observed and documented severe structural issues that have

existed continuously throughout my ownership, including:

○ First-Floor Subfloor Defect / Sloping: The inspector observed the severe

pitch/slope of the first-floor subfloor. To test and verify the slope, the inspector

placed a marble in the corner of the room, which immediately rolled downward

across the floor.

○ Bowing Support Beam: The inspector personally examined a bowed main

support beam located at the junction where the home’s original interior structure

connects to what was previously an exterior porch (now enclosed interior space).

4. 2026 Assessment Reduction: Based directly on these observed structural defects, the

City Assessor lowered the property’s assessed and taxable values for tax year 2026.

The structural issues observed and acknowledged by the City Assessor in March 2026 did not

occur overnight; they existed in the exact same severity and condition during tax year 2025

when the city failed to inspect the property.

Because the 2026 valuation adjustment was made solely to account for long-standing physical

defects that were present on the December 31, 2024 tax day for the 2025 tax year, the 2025

assessed and taxable values should naturally be adjusted downward to reflect the same

physical condition and true cash value established by the city’s own 2026 field review.

Thank you for your consideration of this explanation and the attached supporting documents.

Respectfully submitted,
