Section 5: Explain the Reason for this Appeal

We are appealing the taxable value of our property at 3503 Winnetaska because we were notified of the taxable value after the March 10/25 and March 11/25 Board

of Review Appeal meetings had already taken place. We received the Taxable Valuation Form L-4400 on March 15th. It was post-marked March 13th.

Background information:

-Annette Messenger from The City of Norton Shores was very helpful in giving us information to put together a timeline:

February 18/25: form was mailed to 3713 Marina View Pt. (our address at the time)

February 21/25: we were in the process of moving so we put through a Change of Address/MailForwarding with the US Postal Service for our new address, 1418

Lakeshore Dr. (we have proof). We continued to own the Marina View Pt. property until the middle of March.

Sometime prior to March 13th, the form was returned by the USPS to the City

March 13/25: the form was remailed by the City to our new Lakeshore Dr. address (we have proof of the mailing date.)

March 15/25: we received the form

It truly is unfortunate timing as we thought we were doing the right thing by putting our Change of Address through with USPS. From February 21st onwards, we

expected our mail to be forwarded to us. And if that happened, we would have received the form well before the March 10th/11th Board of Review meetings.

However, Annette told us that the Taxable Valuation forms are not forwarded, they are “returned to sender” and then remailed. We are confused by the length of

time that took as the form was not remailed by the City until March 13th.

We are respectfully asking for the opportunity to appeal our Taxable Value as the vacant land is inaccessible with a vehicle because of extreme grades and the

restrictions EGLE has on the land, so it is not buildable. There are also no utilities serving the property. The Taxable Value is high given those considerations.
