Good afternoon Pam,

Attached are the 2024 assessments. As stated, they were incorrect, thus the building value was

moved from lot 23 to lot 24. Being that you did not get a permit, rather than send me a copy of a

similar sample building, please email me a copy of the invoices for the building, site prep, and

electrical work.

Also, your appeal rights were explained in the postal mailed statement.

Subject: Re: 550-024-00 Fw: Teumissen

Greetings,

Thank you for taking the time to speak with us regarding this confusing situation.

The gray building on the concrete slab on lot 24 is a temporary building on a cement slab, not on a permanent

foundation.

As mentioned in our conversation with you, we have no trailers on lot 24 or lot 25. We have never had trailers on

those lots.

| spoke with the Osceola County building department today to make them aware that we had not gotten a permit

when we moved our building onto lot 24 and to ask what we needed to do to rectify the situation.

| was informed

that although we were negligent in not pulling a permit when the building was placed, 5 years have elapsed and so

not to worry about it.

There is no water or septic on lots 24 or 25 and there never has been. The temporary building on lot 24 is not

heated.

We are attaching a copy of the electric permit, inspection and approval for lot 24.

it our understanding that we have to pay the revised tax bill for $181.54 sent to us. Since we have no

revised assessment to go with that we are concerned and a bit confused on how a revised tax bill can be sent out

with no new assessment.

Could you please provide a copy of the new assessment on lot 24 | this revised tax bill is based on. If you are

not the person who provides this information, please direct us to the place where we can obtain it.

From speaking with you and looking at the picture you sent of a 5th wheel that is on lot 26, which is not owned by

us,

it appears we have been taxed incorrectly for several years on lot 25.

We trust after further research and an on-site visit to the properties mentioned in this letter, we will receive new

information and a new assessment on this vacant lot as well as the lot that has the gray building on it, ( lots 24 and

25) along with a refund for any taxes we have over paid.

Meanwhile, could you please provide us with a copy of the new assessment that the revised taxes are based on.

If

you are not the person/ department that provides this information, please direct us to the proper place to find it.

We are unclear as to why these issues cannot be resolved before the end of 2024. Could you please explain that?

Thank you for your assistance in this matter

If you have further questions please feel free to contact us.

Jamie,

Thank you for checking into this. There is still a misunderstanding. We have only one building. It appears that

we are being taxed now for 1 building on each lot.

Previous tax bills reflect the difference in taxes for a vacant lot and a lot with a building on it.

We look forward to a revised tax bill that shows only one lot with a building.

I hope this will clear up the misunderstanding

Good afternoon Pam

Anthony inquired about the tax increase.

Lot 24 has historically been assessed as

vacant, when in fact it contains a building that was inadvertently being assessed to Lot

23. We were contacted by the owner of Lot 23 and the value has now been assigned

to this lot.

Please contact me if you have any questions or concerns.

Vicki,

We realize you are swamped with election stuff

, so just set this aside until after the election.

We are sad to keep contacting you regarding the incorrect assessments on lots 24 and 25.

It is difficult to understand the whole process of how to go about handling the errors that are in our current tax

assessments from Jamie.

| wish she was easier to communicate with. As mentioned earlier we are trying to respond to

her and not react. We are trying to not take her actions as bullying and threatening.

It is getting more and more difficult.

Our understanding of what happens when we don’t agree with a property tax assessment is as follows.

| took this off of

a Ml law office legal site.

after reviewing the changes to the assessed and taxable values and

the related property tax if you believe that there was an error, a

property tax appeal may be filed with your local municipality. The

appeal is essentially a request

to correct any assessment errors for

the current tax year. Any assessment errors discovered in prior tax

years cannot be appealed. As noted, all property taxes due must be

paid while the appeal is pending.

March Board of Review — Local Appeal

The first step before filing a formal appeal to the board of review is to

contact the local tax assessor. In many circumstances, an informal call

to the assessor to discuss identifiable errors in the assessment will be

enough to fix the problem without the need for an actual appeal.

When the dispute cannot be informally resolved, the second step is to

file a petition to appeal the property tax with the board of review for the

Yahoo Mail - Fwd: Appeal process

township or city where the property is located. The deadline to file an

appeal petition will be included in the Notice of Assessment. The

appeal petition will include documentation describing the assessment

error. This documentation should support the correct values to be used

to compute the appropriate property tax.

After receiving an assessment appeal, the board of review will hold a

hearing to consider the information provided. If the board of review

agrees that a mistake was made, it will be corrected at the hearing.

However,

if the board denies the appeal, in whole or in part, and the

owner remains dissatisfied with the assessment and resulting property

tax, the board of review is not the last stop.

The Michigan Tax Tribunal is a state agency with the authority to

interpret laws and make decisions similar to those made by judges in

the courts. The tribunal has the authority to overrule a local board of

review.

An appeal petition to the tax tribunal will include the petitioner's name

and contact information, the classification of the property, the location

of the property and the reasons for the appeal.

The hearing for the appeal is typically scheduled for early the following

It may be heard sooner depending on the schedule of the tax tribunal.

After hearing and considering the appeal, the tribunal will render a final

determination. This will effectively end the property tax appeal for that

tax year. However, the tribunal's decision is not necessarily the end of

the appeal process.

A dissatisfied property owner can also appeal to the Michigan Court of

Appeals, albeit on a limited basis. Michigan law states that the tax

tribunal “...is the final agency for the administration of property tax

laws.” Thus, an appeal to the court of appeals is rare because the court

will only consider legal errors in applying the law or in the exercise of

the tribunal's legal procedures.

Yahoo Mail - Fwd: Appeal process

We have a huge question here, since the assessment of our lots was

done in 2023 and we never received a revised assessment to go with

the revised tax bill, will it be too late to appeal them at the March 2024

board of review meeting? If that is the case, can we write something

for the Board of Appeal to look at and consider in the December 2024

meeting, or can we request to be present at that meeting to present

our situation as to why we feel the assessment is incorrect if Jamie

does not change it and keeps insisting there is a well and septic on our

property.

The email Jamie sent to you today (Aug 2,2024) and copied us in on,

gave us the impression that the only option we had if we decide we

need to appeal her assessment that she presents to the Board of

review in December of 2023, was the MTT, when infact that is the last

step in the process.

Of course we are hoping the errors on the current assessment cards,

which she has said

are wrong will be corrected by her and we won't

need to appeal at all.

One other thing that confuses us is this.

She states that our building was assessed as being on lot 23 in error,

so she moved that assessment over to lot 24. We were then sent a

revised tax bill for lot 24, which was triple what we had previously

paid.

However when we called her with questions and told her that the trailer

she has assessed us for on lot 25, was actually on lot 26, which

belongs to the Kurt's, she told us that couldn’t be changed until

December.

It does appear that we are singled out here. Why can she

change info for lot 23 and request a revised tax bill be sent to us, yet

not change it for lot 25 and request that a revised tax bill be sent to the

owners of lot 26?

Yahoo Mail - Fwd: Appeal process

We don’t dare ask her why it was done that way, because each time

we ask her questions it appears that she goes after us more or in a

different way. it is all very disturbing and of course, you cannot be

expected to answer the questions of why she does things like this, yet

we have no one else to try and help us make sense of it all.

Thank you for your patience in all of this. Please feel free to call us if

you have questions.

| Jamie,

Tony and

| were thinking about this and discussing it. Vicki told us the following;

1. The Rose Lake township tax review board meets privately in December, and you have until then to go to our

properties and check to see if the revised tax cards are correct. If you see they aren't you can correct any errors

on assessments at that time if you so choose.

2.

If we disagreed with the assessment after that, we could appeal it.

Are both of those things correct?

3. We are also wondering how the error of our building being assessed to lot 23 could be corrected by a phone

call, without a MTT hearing and yet the errors on our lots can't be corrected without a MTT hearing? That is

puzzling to us.

Our purpose here is not to be difficult, ornery

or to criticize you or how the process works, but simply to have a

clear understanding of it. We feel that a clear understanding of these things is important, especially since we

Hope you are having a good vacation.

Since we have exchanged so many emails and

| see that the township board is now copied in on the emails, my attempt

in this email here is to sort of stitch things together, as we understand them,

in one email. Hopefully that will make

resolving this matter easier for all.

Yahoo Mail - Re: 550-024-00 Fw: Teumissen

We just paid our revised taxes on lots 24 and 25 and are working on understanding and hopefully clarifying things so the

revised assessment cards you sent us can be corrected and the lots can be properly assessed.

We checked with the health department in Reed City and they show no septic or well on either of these lots. They show

there has never been a septic or well on either property. Today we met Franke's septic at our property and had them do

a search/ inspection of lots 24 and 25 for septic and well. They did not find them on either property.

| am attaching our

receipt for this inspection to this email, along with pictures of nonfunctional electric meter on lot 25.

On the revised property tax cards you sent us, we noticed that the well and septic you list on lot 25 matches the

description of the septic and well we had on a home we previously owned at 15872 Deer Run Rd. LeRoy MI 49655. This

property is separated by a green belt that runs between Rose Lake in the Woods and Rose Lake in the Forrest. That

green belt is right next to lot 25 Rose Lake Forrest. The lots in Rose Lake Forrest and Rose Lake in the Woods are not

always easy to locate and identify. Since there are no indications of a well or septic on lots 24 and 25 in Roselake

Forrest we are wondering if this may be where the confusion on the current assessment card of having a septic and well

on lot 25 Rose Lake Forrest comes in.

It appears that there has been quite a bit of confusion in regards to lots 23, 24,25, and 26. We realize that lots in this area

are not always clearly marked so this is understandable.

Our understanding of what has occurred

is that our building was assessed to lot 23. When the owner of lot 283 realized

this they contacted you and you made the correction and assessed the building to lot 24, which is where it sits on a

cement slab. This unheated, temporary storage

building that sits on a cement slab does have electricity, it does not have

a septic or well.

The picture you emailed us showing a trailer on what you thought was lot 25 is actually on lot 26, which belongs to Robert

and Jen Kurt's.

There is an old non functioning and disconnected electric meter from GLE on lot 25.

It was there when we purchased

that property 30 years ago. We have never had it inspected by GLE to see if the underground lines are still viable for

electric use.

It has not been in use since we purchased this property.

As mentioned earlier neither of our lots have a driveway. Occasionally and with permission, we sometimes use our

neighbors driveway on lot 26. Other times we park on the side of Shores

.

When you come to our properties to do your own assessment, as you mentioned you have until December of 2024 to

do, you will find the corners of our property corners marked by green metal fence posts, that should make lot identification

boundaries easier for you. These are next to wooden corner lot markers that are present from having our corner lot

markers located a few years ago by Weatherall Surveying.

. Hopefully once you come and see our properties for

yourself, these errors/ misunderstandings will be corrected and no appeal from us will be necessary.

To clarify what your process is in making corrections, here is our understanding of it. You have until December 2024 to

submit revisions/ corrections to the tax board of Rose Lake Township. Is this correct?

If at that time we disagree with the

assessments on our property, then we can file an appeal with our local tax appeal board. However, you are telling us that

our only appeal here would be the Michigan Tax Tribunal and are telling us that our local township board cannot assist us

with this and that we should stop asking for their assistance.

This is where our confusion comes in. Can you or our local township board please explain to us why we would not have

an opportunity to make an appeal to our township tax appeal board? From what we have found on line the MTT will only

hear cases that have already appeared before a local township board of appeal.

We are not trying to be difficult or give you a hard time here,

if we have offended you in someway, please accept our

apologies. We are trying to clarify misunderstandings and understand the process of getting corrections on our property

tax assessments made on lots 24 and 25.

If we can't get answers from you or our local township board, where can we

get answers? You have referred to a letter that was sent to us in regards to the appeal process, but we don't recall

getting such a letter or perhaps we misplaced it. We requested a copy of that

letter just before you were out of the office

for vacation.

| hope itis clear on why, if we disagree with the tax assessment that is in place after Dec 2024, we cannot

appeal to our local tax appeal board.

Thank you for taking the time to read this and taking the time to answer our questions. Please feel free to contact us if

you have further questions.

Sincerely,

Tony and Pam Teunissen

Jamie,

Thank you for the current assessment cards. Yes, we knew they would be incorrect.

Correcting the incorrect assessments is why we have been in contact with you. Thank you for

the efforts you have put forth in doing that.

As mentioned in a previous email to you, lot 24 and lot 25 have never had any septic or well.

The building on lot 24 is unheated. Lot 24 does have electric that was done with a permit,

inspected and approved by Osceola County.

The receipt from Jay's electric is the copy of what

| have already sent, and what the county

has, as well.

It shows a zero balance and

is our receipt for the electrical work done.

The concrete slab the building is on, was here when we bought lot 24 in 1992.

We paid cash for the building.

Could you please tell me why you would need a receipt for

that and for the concrete slab?

| spoke with Vicky Schaffer, who indicated that due to the errors in our

current assessments, corrections would need to be made from you on lots 24 and 25 at the

December 2024 Rose Lake Township Board of Review.

Based on that information, we are waiting to see what the revised assessment cards and

amounts will

be to determine whether or not we will be appealing in January.

I have spoken with Rose Lake Township on how to go about that, if we decide that is

needed.

For right now, is there a form we need to submit to have the current assessment

cards corrected?

Is there a form we need to submit now to have corrections,

that will be

done, reviewed for the December meeting with the Rose Lake Township Board of review?

We are trying to get some clarification of anything we may need to do to get the errors

corrected and get an accurate assessment for lots 24 and 25. As indicated to you earlier our

intention here is and never has been to evade paying property taxes.

We appreciate the efforts you are putting forth to correct the assessment cards that were

done incorrectly on lots 24 and 25.

Thank you,

Tony and Pam

Greetings,

Thank you for taking the time to speak with us regarding this

confusing situation.

The gray building on the concrete slab on lot 24 is a temporary

building on a cement slab, not on a permanent foundation.

As mentioned in our conversation with you, we have no trailers on

lot 24 or lot 25. We have never had trailers on those lots.

| spoke with the Osceola County building department today to

make them aware that we had not gotten a permit when we

moved our building onto lot 24 and to ask what we needed to do

to rectify the situation.

Yahoo Mail - Re: 550-024-00 Fw: Teumissen

negligent in not pulling a permit when the building was placed, 5

years have elapsed and so not to worry about it.

There is no water or septic on lots 24 or 25 and there never has

been. The temporary building on lot 24 is not heated.

We are attaching a copy of the electric permit, inspection and

approval for lot 24.

it our understanding that we have to pay the revised tax bill for

$181.54 sent to us. Since we have no revised assessment to go

with that we are concerned and a bit confused on how a revised

tax bill can be sent out with no new assessment.

If we were to purchase a brand new 14x28 storage building the

cost Would be under $10,000. 00

Thank you for checking into

this. There is still a misunderstanding.

We have only one building. It appears

that we are being taxed now for 1

Previous tax bills reflect the difference

To: <(liclerk

@ gmail.com>

Vicky,

| am forwarding you all the emails that have been sent and received between ourselves and Jamie.

| have spoken to you

in regards to our concerns and interactions with Jamie several times. Thank you for your listening ear.

I indicated to you that in an earlier conversation with Jamie that

| misspoke and said, “ You need to fix this.”

At which

she responded, “Excuse me?”

| realized

| had misspoken and promptly apologized to her, saying that

| should have

worded that differently and that what

| had intended to say was, “ This needs to be fixed..”

| told her again that

|

apologized and

| hoped she could accept my apology and we could move forward to resolve the situation

. She indicated

that we could.

The revised tax bill we received from the county was 3 or 4 times as high as it had previously been, so yes we were

concerned, which of course is why we were calling her.

Now it seems like no matter what information we give her it is not enough. We are unclear about why she needs

information that goes back to 1992 and is requesting receipts for electrical that has been approved and inspected by the

county. A reciept she and the county already have.

In our first conversation with Jamie she asked us if we had gotten a permit to set the building on lot 24. We replied that

we did not know we needed one and so we did not get one. We told her there was an old broken down building on the

cement slab when we bought the property in 1992, but we had torn that down. She then asked if we got a permit to do

that. We told her we didn’t think we needed one and had not gotten one.

After speaking with her, we promptly called the county and told them we had put an Amish storage barn that was

14x28 on one of our lots without realizing we needed a permit and we were calling to see what we needed to do to

rectify that. They said that since the building had already been on the lot for more than 5 years to not be concerned

about that. Nothing could be done at this point. They did appreciate our efforts to set things right. The builder inspector

indicated we needed to get tie downs for the building and we are now in the process of getting someone to do that.

In our conversation with Jamie we told her our intention was never to avoid paying property taxes. We said she was

welcome to check back 6 or 7 years to see that no permits or improvements had been done on the property. It was

simply vacant prior to the building being placed here. Her reply to that was,

“ Trust me,

| am going ALL the way back on

that property now and

| can tell you, this will not end well for you.”

9/9/24, 4:35 PM

Yahoo Mail - Fw: Incorrect assessments on lots 24 and 25 for Teunissen

As indicated to you on the phone, this was before any of the info in regards to the incorrect assessments on lot 24 and

25 was even submitted to her. Before the conversation was done, she told us once again that “this would not end well"

for us.

Why would a tax assessor even say such a thing?

We did not know any other way to take except as a threat against us indicated she would do all she could to cause

problems for us in regards to our assessments on lots 24 and 25.

In the time it took us to call the county in regards to no permit for our building, Jamie had sent out a request to

Osceola county in Reed City for all permits, mechanical, electrical, well and septic pulled on this property since 1992.

Yesterday, July 31

| received a request she had sent to Osceola County Florida in regards to us. We have never been to

Osceola County FL. We do not own property there.

It is understandable that Jamie could have simply selected Osceola

county FL by mistake, but we were upset when we received notification from Osceola County FL, with our personal

information attached to it, saying they would call us back regarding this matter. What matter?

Why would she send our personal information to them? She did not have our permission to do so and we see this as a

violation of our privacy, even if it was done in error.

| must say that at this point we are feeling attacked and bullied by Jamie.

| had to request our current assessment cards

from her 4 times before she emailed them to us.

We do not want to do anything to “ stir the pot” on all of this, so when

| spoke with you and you offered to speak with her,

I asked you not too. We were concerned about some form of retaliation from her if you did.

We lived in Rose Lake Township for 23 years and have owned property here for over 30 years. We are well known in

this community and have a reputation of being good honest people. We are not people who stir up trouble or make

problems. We have always paid our taxes in a timely manner. In the years we lived here we were members at Dighton

Wesleyan Church and

| was on the church board there for 17 years.

It makes us very sad to feel as is we are being singled out, threatened and harassed by the tax assessor for our

township. We are now avoiding any phone calls with her for fear of more threats.

At this point

| am not even sure we

would feel safe to be around her. We do not feel she should be treating us or any other taxpayers in Rose Lake

Township the way she has treated us.

| am reiterating all of this in this email, because

| want our interactions with Jamie to be “ on the record” and for the

members of the Rose Lake Township review board to be aware of what has occurred in regards to some mistakes that

Jamie made in assessing our property.

We are at a loss on what else to do in this situation.

Please share this and all correspondence between ourselves and Jamie with all members of the Rose Lake Township

Board of Review.

We are not willing to stand by and be treated in such a hostile manner by the Osceola tax assessor.

Please feel free to call us at 231 429 0099 if you have any questions.

Sincerely,

Tony and Pam Teunissen
