STATE OF MICHIGAN GRETCHEN WHITMER GOVERNOR DEPARTMENT OF LICENSING AND REGULATORY AFFAIRS LANSING ORLENE HAWKS DIRECTOR MONROE Michigan 48162 Taxing Authority (City or Township) City Of Monroe (MONROE) County Monroe Section 4: Issues Being Appealed (check all that apply) True Cash and Taxable Value Section 5: Explain the Reason for this Appeal I am appealing the tentative taxable value of $507,582 for my new construction home, as it is based on an incorrect square footage figure and the as-built conditions are different from the initial plans. Additionally, comparable sales market data supports a lower value. The City of Monroe’s assessment used construction plans where they incorrectly included non-finished spaces, such as an attic lacking windows, inflating the square footage. The correct as-built square footage is 4,739 square feet. Additionally, construction changes reduced the number of bathrooms by one-half, eliminated a planned bedroom fireplace, and switched the heating system from radiant in-floor to forced air heating and cooling all reducing the value. Christine Eichler, Interim Director of City Assessing, acknowledged the City’s initial calculation of square footage was incorrect. I assert even her revised calculation of 4,852 square feet is more than actual. Even based on her inflated figure she recommended an assessed value of $503,580 and a taxable value of $462,882 (I have included her email to me stating as such). Also, based on recent sales of four comparable properties in the area, averaging $187 per square foot, the correct taxable value is $443,097 (4,739 sq. ft. x $187 ÷ 2, (per Michigan’s assessment formula). Attached sales data supports this valuation. The Board denied my prior appeal in March, 2025. I respectfully request the taxable value be adjusted to reflect a taxable value of $443,097, consistent with the as- built conditions and market data. Section 6: Jurisdictional Issues Year(s) you are appealing: 2025 Did you protest the assessment at a Board of Review (BOR)? Section 8: Classification Information *Only the MI Dep’t of Treasury may appeal this issue to the Tribunal* Parcel Identification Number: Current Classification of Property as established by Board of Review: What do you believe is the property’s classification? No Are you appealing ONLY the denial of a Poverty Exemption? No If you answered yes to either or both of these questions, you are not required to pay any filing fees. The filing fee is based on the greater of the State Equalized Value or Taxable Value in contention.
