ATTACHMENT A

REVISED STATEMENT OF REASONS FOR VALUATION APPEAL

I appeal the 2026 true cash value, assessed/state equalized value, and taxable value of Parcel 002-725-013-00. The

assessment remains excessive for two independent reasons: (1) the Township has valued an unfinished portable storage

shed as though it were a recreational cabin, and (2) the land valuation does not fully reflect the property's sharply

inferior cove, wetland, and unusable shoreline conditions.

Based on the records currently available, I claim the following 2026 values:

Valuation

Township/BOR value

Petitioner's contention

True cash value

Approx. $46,400

$32,800

Assessed/SEV

$23,200

$16,400

Taxable value

$21,434

$14,200

These are good-faith contentions based on the pre-shed taxable-value history, the Township's current swamp-frontage

adjustment, the shed's actual condition, and the assessment history of nearby Unit 11. I reserve the right to supplement or

amend my valuation evidence after Respondent produces its detailed land, addition, loss, and capped-value records.

1. The structure is an unfinished portable storage shed, not a recreational cabin.

• The structure is a 12-by-24-foot portable building purchased from Lakeside Cabins & Sheds. The invoice identifies it

as a Painted Hi-Wall Premier portable building and shows a subtotal of $10,829.00 and a total price, including sales

tax, of $11,478.74.

• The seller's written terms expressly state that the portable building is not designed or suitable for human occupancy or

habitation.

• The cottage-style exterior was intentionally selected because I hoped that, at some future time, I might place the

structure on a permanent foundation and convert it into a cabin, if financially feasible and legally permitted. That

possible future project has never occurred. The structure has not been placed on a permanent foundation or converted

for human occupancy, and current development costs may prevent that project from ever taking place. The exterior

styling therefore reflects only a possible future intention—not the structure's actual condition, present storage use, or

market contribution as of the tax date.

• The shed has no electrical service or outlets, no running water, no plumbing, no sewer or septic system, no heat, no

furnace, no ductwork, no insulation, no drywall, no finished walls or ceiling, no kitchen, and no bathroom.

• The shed rests on skids and wood blocking rather than a slab, crawlspace, basement, or other permanent foundation. It

remains movable and is used for storage.

• The Township record nevertheless identifies the building style as "CABIN," applies a "Recreation Cabin" cost model,

and records "Forced Air w/o Ducts." These characteristics do not exist.

• The property record is also inconsistent as to size. It lists 256 square feet in one location, depicts approximately 276

square feet on the assessor's sketch, and the actual 12-by-24-foot structure contains 288 square feet.

• The Tax Card cabin worksheet uses a base-new cost of $18,483 and produces an estimated true cash value of $18,735.

That figure is not a reasonable measure of the market contribution of an aging, unfinished, non-habitable, movable

Page 2

Attachment A - Pamela S. Bryan - Parcel 002-725-013-00 - Page 2

storage shed without utilities, mechanical systems, interior finish, or a permanent foundation that cost only $11,478.74

at the date of purchase, as identified by the enclosed invoice.

2. The subject shoreline is materially inferior to ordinary direct lake frontage.

• The parcel has approximately 103 to 105 feet of nominal shoreline, but only about 30 feet provides practical access to

the water.

• The limited accessible portion is located in a cove that connects to the open lake through an opening of only

approximately five feet.

• Most of the remaining shoreline is wetland, swamp, marsh, or otherwise unusable frontage. It does not provide the

sandy bottom, boating utility, recreational use, access, or unobstructed view associated with direct open-lake frontage.

• The Township's current land worksheet acknowledges these conditions by applying a 50% adjustment and stating

"SWAMPY FRONTAGE UNUSABLE." The worksheet indicates an estimated land true cash value of approximately

$27,738 and a land assessed component of approximately $13,900.

• For purposes of filing this appeal on time, I use the Township's current $13,900 land component as a provisional

ceiling. I do not concede that a blanket 50% adjustment fully accounts for the fact that most of the shoreline is

unusable and the small accessible portion is itself confined to a restricted cove.

3. The excessive shed addition remains embedded in taxable value.

The parcel's established 2023 taxable value, before the shed was placed on the assessment roll, was $10,395. The Michigan

State Tax Commission's capped-value formula for 2024 used a 1.05 multiplier. Without an addition, the 2024 capped value

would have been approximately:

$10,395 x 1.05 = $10,914.75

The Township instead reported a 2024 taxable value of $21,414. The difference is:

$21,414 - $10,914.75 = $10,499.25

Thus, approximately $10,499 was inserted into taxable value when the shed was added. That addition implies that the

shed was treated as having approximately $21,000 of true cash value, which is consistent with the erroneous cabin model

and is substantially higher than the value reasonably attributable to the actual unfinished portable shed.

The reported taxable value declined to $20,871 in 2025, indicating that some adjustment was made. However, the 2026

taxable value of $21,434 is essentially the 2025 taxable value multiplied by the 2026 multiplier of 1.027. The excessive

2024 shed addition therefore remains embedded in the taxable-value base.

4. Unit 11 provides corroborating evidence for a substantially lower shed component.

Nearby Unit 11 has materially superior direct open-lake frontage and also contains a shed or small outbuilding. Its public

parcel summary reports the following values:

Year

Assessed/SEV

Taxable value

2023

$12,900

$10,920

2024

$15,400

$13,966

2025

$21,200

$14,398

2026

$28,700

$14,786

For 2024, Unit 11's taxable-value calculation is:

$10,920 x 1.05 = $11,466; $13,966 - $11,466 = $2,500

Unit 11's assessed value also increased by exactly $2,500 between 2023 and 2024. The available public record does not

identify the precise reason for that $2,500 amount, so I offer it as corroborating evidence of an apparent addition or

adjustment, not as conclusive proof of the value assigned to Unit 11's shed.

For this timely appeal, I therefore use a provisional shed true cash value of $5,000 and an assessed/taxable-value addition of

$2,500. That amount is reasonable in light of the shed's used condition, portability, storage-only use, lack of utilities and

finish, and the nearby assessment pattern. It is not a concession that the shed could not have a lower market value.

Because annual assessment calculations may involve statutory losses, additions, and assessor rounding or truncation, I

claim a 2026 taxable value of no more than $14,200, subject to the Tribunal's precise statutory calculation and any

additional correction supported by Respondent's records. The multipliers used above are the official Michigan State Tax

Commission multipliers for 2024, 2025, and 2026.

6. Requested relief.

1. Correct the property record to identify the improvement as an unfinished portable storage shed rather than a

recreational cabin.

2. Remove the nonexistent forced-air heating system and all unsupported residential or habitable characteristics from the

record.

3. Determine the parcel's 2026 true cash value at no more than $32,800.

4. Set the 2026 assessed/state equalized value at no more than $16,400.

5. Set the 2026 taxable value at no more than $14,200, subject to the Tribunal's precise statutory calculation.

6. Recognize that the present land contention uses the Township's current swamp-adjusted land value only provisionally

and permit supplementation if the Township's land records or comparable evidence support a further reduction.

7. Order the correction of the tax roll and any refund or credit authorized by law.

7. Records requested and reservation to supplement.

I have requested, or am requesting, the complete capped-value and taxable-value calculations for tax years 2023 through

2026, including all additions, losses, inflation multipliers, Board of Review changes, Tribunal adjustments, the calculation

used when the shed was added, and the complete land and improvement worksheets for the subject and relevant comparable

parcels.

If those records are not provided before the filing deadline, this petition should proceed on the good-faith contentions and

evidence stated above. I reserve the right to submit additional valuation evidence and refine the calculation in accordance

with the Tribunal's scheduling and evidence deadlines.

Supporting exhibits.

The supporting exhibits include the complete subject property card; the complete two-page Lakeside Cabins & Sheds

invoice, including the seller's terms on page 2; the interior photograph showing the unfinished storage condition; the

exterior photograph showing the shed resting on skids and wood blocking; the subject waterfront photograph; the assessor's

Land Image from page 2 of the subject property card; the Unit 11 parcel summary and direct open-lake shoreline

photograph; and the written request for the Township's land, addition, loss, and capped-value records.

Respectfully submitted,

These terms and conditions of sale of Lakeside Cabins & Sheds (“Seller”) and any attachments hereto take precedence over any additional or different terms and conditions, if any, of the purchaser

Pamela Bryan (“Purchaser”), to which notice of objection is hereby given. Seller's acceptance of this order is expressly conditioned upon Purchaser's acceptance of these terms and conditions. These

terms and conditions, together with any other written agreement directly related to this transaction, will constitute the entire agreement between the parties with respect to the portable building(s) sold

hereunder.

circumstance can it be relocated. You must first contact the rental company to schedule a move. Any building that is moved to a different location without the consent of the rent to own contract holder

will be considered stolen and the culprit WILL be prosecuted to the full extent of the law.

SUITABLE FOR HUMAN OCCUPANCY OR HABITATION. Accordingly, Purchaser hereby releases and forever discharges Seller, and will indemnify, defend and hold Seller harmless, to the maximum extent

permitted by law, from and against any claims, liability, expenses, regulatory or administrative actions, injunctions, damages, or cost of any kind, including without limitation reasonable attorney fees,

arising from or in connection with (I) the purchaser's sale or transfer of any portable building(s) to any other person or entity, (ii) the human occupancy or portable building(s) sold hereunder, (iii) the

three feet of any other structure or property line.

Compliance with Laws. Purchaser hereby represents and warrants to Seller that Purchaser has complied, and Purchaser's use and placement of the portable building(s) sold hereunder will comply, with

specified destination and release of portable building(s) on to a reasonably level, location that is service accessible by truck with adequate clearance for the portable building(s), and leveling the portable

clearance from any other structure or any property line on any side of portable building(s) as they will be delivered, and (II) overhead clearance equal to the height of the portable building(s) plus four feet.

Seller or Seller's delivery personnel, in its or their sole discretion will determine whether there is adequate access and clearance to Purchaser's proposed delivery sight and whether the surface is

sufficiently level and suitable to support the portable building(s) sold here-under. If seller determines for any reason that the delivery cannot be completed, purchaser and seller will arrange for a second

delivery attempt at an additional, one way charge of $3.00 per mile for every odometer mile from the location of purchase. Purchaser releases and forever discharges Seller from any liability resulting

from any damage to Purchaser's property incurred during delivery. Attempt, including without limitation damage to damages to person or property, loss of use, loss of time, inconvenience, equipment

remedies of Purchaser as set forth herein are exclusive. The liability of Seller with respect to the sale and delivery of any portable building(s) under this order, whether in contract, in tort, under any

warranty or otherwise, will not exceed the difference between the price of the portable building(s) as specified on the first page of this order and the value of the portable building(s) as delivered by seller.

Additionally, Seller will not be liable for any loss or damage of any kind arising from delay or inability to delivery beyond Seller's reasonable control, or from improper maintenance, alteration or misuse of

the portable building(s)

Hi Nick,

Can you please provide me with the complete capped-value and taxable-value calculation for Parcel 049-002-725-013-00 for tax years 2022, 2023, 2024, 2025 and 2026, including all

additions, losses, inflation multipliers, prior-year taxable values and Board of Review changes/ adjustments. Please also provide the calculation showing the taxable-value addition assigned
