PETITIONER’S STATEMENT OF VALUE & MARKET EVIDENCE Petitioner: Franco Alvarez & Lauren Alvarez Respondent: City of Portage, Kalamazoo County, MI Subject Property: 2963 Brynmawr Dr, Portage, MI 49024 Parcel ID: 39-10-09425-013-O Tax Year Under Appeal: 2026 I. EXECUTIVE SUMMARY & CONTESTED VALUE The Petitioners timely protested the 2026 assessment to the City of Portage March Board of Review. The City’s 2026 Valuation Report establishes an Estimated True Cash Value (TCV) of $498,730 (Assessed Value $249,400). Under Michigan law (MCL 211.27), True Cash Value is defined as the usual selling price in an open market. The City’s assessment substantially overvalues the subject property relative to its recent arm’s-length purchase price, independent market appraisal, and severe latent structural defects uncovered post purchase. Petitioners respectfully request that the Michigan Tax Tribunal adjust the 2026 True Cash Value to $365,000 (Assessed/Taxable Value of $182,500). II. ARMS-LENGTH PURCHASE & INDEPENDENT APPRAISAL BASELINE 1. Recent Arm's-Length Purchase: The subject property was purchased on September 29, 2025, for $365,000 in an open-market, arm’s-length transaction. Under MCL 211.27, a recent arm’s-length sale provides direct, compelling evidence of market value. 2. Independent Appraisal Baseline: An independent market valuation conducted by Acura Valuation, Inc. (Brandon S. Rausch, State Cert. #1205073659) established an indicated market value of $395,000, strictly conditioned upon a mandatory $29,150 full roof and skylight replacement. Deducting the mandatory structural roof repair cost yields an "as-is" market value baseline of $365,850 at the time of valuation. 1
Page 2
3. Because both the arm's-length sale ($365,000 on 09/29/2025) and appraisal occurred within 90 days prior to the December 31, 2025 tax date, they reflect exact market conditions as of Tax Day. III. PHYSICAL REDUCTION IN PROPERTY AMENITIES (DECK DEMOLITION) The City of Portage 2026 Valuation Report explicitly taxes the subject property for a 493/504 sq. ft. treated wood deck (Depreciated Value ~$5,580). * Status: Due to severe grading and slope failures diverting rainwater directly into the foundation wall, this deck has been completely demolished and removed from the premises. * Valuation Impact: The complete removal of this amenity constitutes a physical reduction in taxable property characteristics, requiring an immediate downward adjustment to the property’s record card and assessed value. IV. LATENT STRUCTURAL DEFECTS & UNCOVERED REPAIR COSTS Following the demolition of the deck and subsequent home inspection exposure, severe structural failures were uncovered that depress the property’s fair market value below neighborhood standards: 1. Systemic Gutter & Exterior Siding Failure: Ineffective gutter overspills have rotted the fascia and siding, requiring complete replacement of the siding ($67,990 quote) and windows ($36,740 quote). The attached contractor bids (Exhibit F) represent unperformed, required cost-to-cure repairs for latent defects existing prior to Tax Day (December 31, 2025). These necessary structural restorations reflect real-world capital requirements that directly reduce the market value of the property. 2. Rim Joist & Sill Plate Framing Decay: Removal of the rear deck exposed severe, hidden water rot at the rear exit door, requiring advanced structural carpentry to cut out and rebuild the compromised sill plate and rim joist. 2. Chimney Leak & Subfloor Rot: Active water infiltration originating at the chimney stack penetrated the envelope, rotting out sections of the interior subfloor that required complete structural removal and replacement. 4. Hazardous Trees: Multiple dead trees encroaching directly on the roof structure pose an imminent safety hazard requiring professional removal. 2
Page 3
V. COMPARABLE NEIGHBORHOOD SALES ANALYSIS A review of recent sales in "The Woods" subdivision (Neighborhood 2SF02) confirms that higher-priced sales reflect homes with superior condition, modern updates, and intact amenities: * 3096 Brynmawr Dr ($431,500 | Jun 2025): 3,464 sq. ft. (580 sq. ft. larger; superior condition). * 3197 Brynmawr Dr ($419,000 | Dec 2024): Similar size, no major structural rot or deck removal issues. * 3231 Brynmawr Dr ($525,000 | Jul 2025): Fully updated condition. VI. CONCLUSION & REQUESTED RELIEF The City's $498,730 TCV relies on a blanket cost approach model that assumes a functional deck and standard condition. Considering the $365,000 arm’s-length purchase price, the removal of the deck amenity, and over $100,000 in documented deferred maintenance and structural framing repairs, Petitioners request that the True Cash Value be set at $365,000. --- INDEX OF ATTACHED EXHIBITS Page 5 Exhibit A: 2026 City of Portage March Board of Review Decision Notice Page 6 Exhibit B: Closing Disclosure / Settlement Statement (Purchase Price: $365,000) Pages 7-51 Exhibit C: Independent Appraisal Report (Acura Valuation, Inc.: Appraisal Value: $395,000; see page 2 for Valuation Summary and page 4 for Comparable Sales Grid) Pages 7-51 Pages 52-55 Exhibit D: City of Portage 2026 Property Record Card & Valuation Report (Deck Highlighted)

N/A N/A N/A 65,000 40 Scope of Work: The scope of work for this appraisal is defined by the complexity of the appraisal assignment and the reporting requirements of this appraisal report form, including the Definition of Market Value (Page 4), statement of assumptions and limiting conditions, and certifications. The appraiser has at a minimum: performed a complete visual inspection of the interior and exterior areas of the subject property. Inspected the neighborhood of the subject property. Inspected each of the comparable sales from at least the street. Researched, verified, and analyzed data from reliable public and/or private sources. Reported his analysis, opinions, and conclusions in this appraisal report. Appraiser's Certification 2 on page 5 of this report states that the appraiser has performed a "complete visual inspection" of the property. This "complete visual inspection" was performed within the context of intended use and therefore for the intended user, the Lender/Client listed in the subject section of page 1. Therefore the appraiser's viewing of the property is for valuation purposes only and is strictly for the following intended use: assisting the Lender/Client in evaluating the property for a mortgage finance transaction. The appraiser's viewing of the property was limited to what was readily observable without moving furniture, floor coverings, or personal property. Unless otherwise stated, the appraiser did not view attics, crawlspaces, or any other area that would require the use of ladders or special equipment. The appraiser's viewing of the property was limited to surface areas only and can often be compromised by landscaping, placement of personal property, or even weather conditions. Most importantly, the appraiser's viewing of the property is far different from and much less intensive than the type of inspections performed to discover property defects. The scope of this assignment is specific to the needs of the Lender/Client as identified in the Subject Section on Page 1 of this report. The Lender Client is the only intended user. All other parties that choose to rely on this appraisal report should recognize that the assignment results were not developed or reported in a manner consistent with the needs or uses of parties other than those identified by the intended user, as identified in the Subject Section on Page 1 of this report. Gross Living Area is calculated using a method developed by the American National Standards Institute, standard (ANSI Z765-2021). Actual measurements are made to the best of the appraiser's ability during the course of the property inspection, When necessary, dimensions may be confirmed or utilized from existing surveys or public records. The subject was measured on the effective date and has 2,884 square feet of above-grade living space with a 1,429 square foot below-grade interior-style basement which is unfinished. The appraiser revisted the subject site and viewed the exterior on 09/08/2025 after reengagement to complete the appraisal subject-to a new roof and skylights utilizing the orginal effective date as view on 08/05/2025. The cost approach was not deemed necessary for credible assignment results for this intended use; therefore it is not developed. The Income Approach is considered inapplicable due to the lack of data available, and that properties in the subject's market are typically purchased for owner occupancy. 9

Uniform Residential Appraisal Report File # This report form is designed to report an appraisal of a one-unit property or a one-unit property with an accessory unit; including a unit in a planned unit development (PUD). This report form is not designed to report an appraisal of a manufactured home or a unit in a condominium or cooperative project. This appraisal report is subject to the following scope of work, intended use, intended user, definition of market value, statement of assumptions and limiting conditions, and certifications. Modifications, additions, or deletions to the intended use, intended user, definition of market value, or assumptions and limiting conditions are not permitted. The appraiser may expand the scope of work to include any additional research or analysis necessary based on the complexity of this appraisal assignment. Modifications or deletions to the certifications are also not permitted. However, additional certifications that do not constitute material alterations to this appraisal report, such as those required by law or those related to the appraiser's continuing education or membership in an appraisal organization, are permitted. SCOPE OF WORK: The scope of work for this appraisal is defined by the complexity of this appraisal assignment and the reporting requirements of this appraisal report form, including the following definition of market value, statement of assumptions and limiting conditions, and certifications. The appraiser must, at a minimum: (1) perform a complete visual inspection of the interior and exterior areas of the subject property, (2) inspect the neighborhood, (3) inspect each of the comparable sales from at least the street, (4) research, verify, and analyze data from reliable public and/or private sources, and (5) report his or her analysis, opinions, and conclusions in this appraisal report. INTENDED USE: The intended use of this appraisal report is for the lender/client to evaluate the property that is the subject of this appraisal for a mortgage finance transaction. INTENDED USER: The intended user of this appraisal report is the lender/client. DEFINITION OF MARKET VALUE: The most probable price which a property should bring in a competitive and open market under all conditions requisite to a fair sale, the buyer and seller, each acting prudently, knowledgeably and assuming the price is not affected by undue stimulus. Implicit in this definition is the consummation of a sale as of a specified date and the passing of title from seller to buyer under conditions whereby: (1) buyer and seller are typically motivated; (2) both parties are well informed or well advised, and each acting in what he or she considers his or her own best interest; (3) a reasonable time is allowed for exposure in the open market; (4) payment is made in terms of cash in U. S. dollars or in terms of financial arrangements comparable thereto; and (5) the price represents the normal consideration for the property sold unaffected by special or creative financing or sales concessions* granted by anyone associated with the sale. STATEMENT OF ASSUMPTIONS AND LIMITING CONDITIONS: The appraiser's certification in this report is subject to the following assumptions and limiting conditions: 1. The appraiser will not be responsible for matters of a legal nature that affect either the property being appraised or the title to it, except for information that he or she became aware of during the research involved in performing this appraisal. The appraiser assumes that the title is good and marketable and will not render any opinions about the title. 2. The appraiser has provided a sketch in this appraisal report to show the approximate dimensions of the improvements. The sketch is included only to assist the reader in visualizing the property and understanding the appraiser's determination of its size. 3. The appraiser has examined the available flood maps that are provided by the Federal Emergency Management Agency (or other data sources) and has noted in this appraisal report whether any portion of the subject site is located in an identified Special Flood Hazard Area. Because the appraiser is not a surveyor, he or she makes no guarantees, express or implied, regarding this determination. 4. The appraiser will not give testimony or appear in court because he or she made an appraisal of the property in question, unless specific arrangements to do so have been made beforehand, or as otherwise required by law. 5. The appraiser has noted in this appraisal report any adverse conditions (such as needed repairs, deterioration, the presence of hazardous wastes, toxic substances, etc.) observed during the inspection of the subject property or that he or she became aware of during the research involved in performing this appraisal. Unless otherwise stated in this appraisal report, the appraiser has no knowledge of any hidden or unapparent physical deficiencies or adverse conditions of the property (such as, but not limited to, needed repairs, deterioration, the presence of hazardous wastes, toxic substances, adverse environmental conditions, etc.) that would make the property less valuable, and has assumed that there are no such conditions and makes no guarantees or warranties, express or implied. The appraiser will not be responsible for any such conditions that do exist or for any engineering or testing that might be required to discover whether such conditions exist. Because the appraiser is not an expert in the field of environmental hazards, this appraisal report must not be considered as an environmental assessment of the property. 6. The appraiser has based his or her appraisal report and valuation conclusion for an appraisal that is subject to satisfactory completion, repairs, or alterations on the assumption that the completion, repairs, or alterations of the subject property will be performed in a professional manner. Page 4 of 6 Fannie Mae Form 1004 March 2005 Freddie Mac Form 70 March 2005 AI Ready *Adjustments to the comparables must be made for special or creative financing or sales concessions. No adjustments are necessary for those costs which are normally paid by sellers as a result of tradition or law in a market area; these costs are readily identifiable since the seller pays these costs in virtually all sales transactions. Special or creative financing adjustments can be made to the comparable property by comparisons to financing terms offered by a third party institutional lender that is not already involved in the property or transaction. Any adjustment should not be calculated on a mechanical dollar for dollar cost of the financing or concession but the dollar amount of any adjustment should approximate the market's reaction to the financing or concessions based on the appraiser's judgment. 00083712752 00083712752 20250814-1596-3 UAD Version 9/2011 10

I have reported adjustments to the comparable sales that reflect the market's reaction to the differences between the subject property and the comparable sales. 10. I verified, from a disinterested source, all information in this report that was provided by parties who have a financial interest in the sale or financing of the subject property. 11. I have knowledge and experience in appraising this type of property in this market area. 12. Statements regarding zoning compliance are intended in the most general sense. Zoning and building ordinances vary significantly from one municipality to another and are applied on a case by case basis. The scope of this assignment does not include a detailed analysis of every characteristic of the subject property's site and improvements relative to current zoning and building ordinances. The subject is a single unit dwelling located on a site zoned for single unit use. Only in this general sense it is considered to"legally comply" with the local zoning ordinance. The appraiser has not made a detailed comparison of every property characteristic relative to local zoning and building ordinances. While no adverse site conditions or external factors were observed, many site related issues are beyond the scope of this assignment and the expertise of the appraiser. Unless otherwise noted, standard utility and right-of-way easements are insignificant to the value. However, a current locational or boundary survey, which was unavailable to the appraiser, may reveal encroachments, easements, zoning violations, or other matters of interest that could warrant modification of the appraiser's analysis and opinions. This appraisal is not an environmental assessment of the subject property and should not be relied on as such. * URAR: Interior Floors Tile,Lam,Wd,Vinyl,Crpt. At the time of observation, carpeting was soiled and in need of being re-stretched or replaced. It is not considered a market prohibitor; however, was considered in the overall condition. * URAR: Subject - Overall Condition of the Property Based in part on the conditions observed and estimated above. The subject property is considered to be in average condition for its age and quality of construction. Deferred maintenance was noted at the time of observation involving soiled and stretched carpeting and approximately half of the roof. Per the sellers disclosure, half of the roof was replaced in 2014. Furthermore, various areas of damage/rotted wood was noted involving areas of the wood exterior and a hole in the roof of the enclosed porch. The kitchen appears to have been updated at some point in time, likely exceeding 15 years. The furnace/AC were replaced in 2025 and the water heater in 2023. The balance of the finishes appeared orginal. The deferred maintenance was considered in the overall condition. Per the Clients assignment condition, the report is to be subject-to replacement of the entire roof and skylights. The Client provided a quote for replacement detailing the scope of work and equating to $29,650. * URAR: Improvements - Physical Deficiencies or Adverse Conditions At the time of viewing, specific signs of infestation, dampness, or settlement were not noticed by the appraiser. However, the appraiser is not an expert in this area and did not conduct the type of intensive inspection to discover infestation, dampness, or settlement. If concerned, the Lender/Client is invited to employ the services of an appropriate expert the area of infestation, dampness, and/or settlement. The reader is directed to Limiting Condition 5 on page 4 of this report to understand the limitations on the appraiser's responsibilities relative to hidden or unapparent physical deficiencies or adverse conditions of the property. The appraisal should not be relied on as a substitute for a home inspection. The actual condition of items like foundation walls, exterior walls, and roof surface can be difficult to access. Often, significant portions of these items can be hidden from view and even under the best conditions the appraiser can only view surface areas. The origin of many problems related to foundation walls, exterior walls, or roof surfaces are internal and thus hidden from the appraiser's view. The reader is reminded that Limiting Condition 5 on Page 4 of this report states that the "appraiser has no knowledge of hidden or unapparent physical deficiencies or adverse conditions of the property (such as, but not limited to, needed repairs, deterioration, the presence of hazardous wastes, toxic substances, adverse environmental conditions, etc.) that would make the property less valuable, and has assumed that there are no such conditions and makes no guarantees or warranties, express or implied. The appraiser will not be responsible for any such conditions that do exist or for any engineering testing that might be required to discover whether such conditions exist." No "Needed Repairs" of significance were noted although it is possible that some may exist, especially if they were not readily visible to the appraiser. The reader is directed to Limiting Condition 5 on page 4 of this report to understand the limitations on the appraiser's responsibilities relative to hidden or unapparent physical deficiencies or adverse conditions of the property. While no physical deficiencies or adverse conditions that affect livability, soundness or structural integrity were noted, such items are often beyond the expertise of the appraiser. Issues of soundness or structural integrity are often related to areas that are unapparent or hidden from the appraiser's view. See Limiting Condition 5 on page 4 and appraiser's comments related to "complete visual inspection" at the beginning of this section. The appraisal should not be relied on as a substitute for a home inspection and the report was not prepared for the benefit of the borrower. The appraiser is not an expert in other fields such as but not limited to home inspection, building construction, pest control, or structural engineering. An appraisal is not a substitute for a home inspection or an inspection by a qualified expert in determining issues such as but not limited to foundation settlement or stability, moisture problems, wood destroying (or other) insects, rodents, or pests. The client is encouraged to employ the services of appropriate experts to address any areas of concern. * URAR: Sales Comparison Analysis - Summary of Sales Comparison Approach Some differences are acknowledged with a "0" adjustment if there is a noted difference and it is considered similar. This is per the appraisers understanding of the UAD reporting requirements. To understand these adjustments one must first understand the methodology and principles which exist in performing a sales comparison approach. The sales comparison approach in a real estate appraisal is based primarily on the principle of substitution. This approach assumes a prudent individual will pay no more for a property than it would cost to purchase a comparable substitute property. The approach recognizes that a typical buyer will compare asking prices and seek to purchase the property that meets his or her wants and needs for the lowest cost. In developing the sales comparison approach, the appraiser attempts to interpret and measure the actions of parties involved in the marketplace, including buyers, sellers, and investors. Individual adjustments, regarding all of the adjustments utilized in this report, are not based on mechanically calculated dollar for dollar cost basis. The dollar amount of all adjustments approximate the markets reaction to the correlating feature or characteristic. These adjustments are made utilizing paired sales, appraisers observations, interviews with buyers, sellers and real estate agents, consultation with other appraisal professionals, and any other facts or data related to the real estate market and its idiosyncrasies. Comparable #1: A positive adjustment is made for an inferior overall condition related in part to bathrooms, wall coverings and roof. A superior exterior siding is considered to offset some of the adjustment. ***CONTINUED ON NEXT PAGE*** 13

A superior exterior siding is considered to offset a portion of the adjustment. The Indicated Value is derived by multiplying the weight of each comp by the Adjusted Sale Price of that comp, repeating for each property, then adding them all together. This weighted average is used as the indicated value of the subject. As with any method, this technique is not perfect. However, it does do a very good job of giving more weight to the most similar comps while at the same time minimizing values near the extremes of the indicated value range. The appraiser weighted the results of the indicated values. The appraiser is aware that the subject's estimated value is above the predominant neighborhood value. The subject's estimated value is well within the neighborhood range. Marketability is not prohibited. * USPAP Identification Addendum: Comments on USPAP Reporting Options As such, it presents only summary discussions of the data, reasoning, and analysis that were used in the appraisal process to develop the opinion of value. The depth of discussion contained in this report is specific to the needs of the client and for the intended use in the stated report. The appraiser is not responsible for the unauthorized use of this report. The data contained within this report is the property of the appraiser and is included only to support the final estimate of value (the Appraisal). No part of this report may be reproduced or processed in any form, or by any means either electronic or mechanical, including photocopying, and/or information storage and retrieval systems, without written permission from the signing appraiser(s). REVISION REQUEST (PREVIOUS APPRAISAL) 08/11/2025: #1. Please comment on the black substance on the walls in the crawl space. The observable crawlspace areas appeared typical. The appraiser rereviewed the photograph and the only black in the photograph appears to be a splatter of a construction material. #2. There appears to be water/dampness next to the furnace, please comment what was observed. Also, the first photo on page 26 of 47 pages there appears to be discoloration on floor, is there dampness on basement floor? The appraiser did not observe any dampness at the time of observation. Multiple areas of discolored/stained concrete was observed. The furnace was replaced in 2025. Per the listing agent and sellers disclosure, there was water in the basement previously and issues were corrected. Weather conditions were dry on the effective date. Furthermore, the appraiser is not an expert in other fields such as but not limited to home inspection, building construction, pest control, or structural engineering. REVISION REQUEST 09/10/2025: 1) The effective date of the appraisal should be the date that it was viewed on the interior. Adding commentary that you drive by the exterior a different date because of the roof quote is fine, however the actual reconciliation statement on the bottom of page 2 of the report states inspection of the interior and exterior. The report was revised to the orginal effective date of interior/exterior viewing. The appraiser viewed the subject's exterior on 09/08/2025 after re-engagement. Photographs, adjustment and analysis support has been updated to reflect the condition to utilized the oringal effective date. 14

UNIFORM APPRAISAL DATASET (UAD) DEFINITIONS ADDENDUM (Source: Fannie Mae UAD Appendix D: UAD Field-Specific Standardization Requirements) File # Condition Ratings and Definitions C1 The improvements have been recently constructed and have not been previously occupied. The entire structure and all components are new and the dwelling features no physical depreciation. Note: Newly constructed improvements that feature recycled or previously used materials and/or components can be considered new dwellings provided that the dwelling is placed on a 100 percent new foundation and the recycled materials and the recycled components have been rehabilitated/remanufactured into like-new condition. Improvements that have not been previously occupied are not considered “new” if they have any significant physical depreciation (that is, newly constructed dwellings that have been vacant for an extended period of time without adequate maintenance or upkeep). C2 The improvements feature no deferred maintenance, little or no physical depreciation, and require no repairs. Virtually all building components are new or have been recently repaired, refinished, or rehabilitated. All outdated components and finishes have been updated and/or replaced with components that meet current standards. Dwellings in this category either are almost new or have been recently completely renovated and are similar in condition to new construction. Note: The improvements represent a relatively new property that is well maintained with no deferred maintenance and little or no physical depreciation, or an older property that has been recently completely renovated. C3 The improvements are well maintained and feature limited physical depreciation due to normal wear and tear. Some components, but not every major building component, may be updated or recently rehabilitated. The structure has been well maintained. Note: The improvement is in its first-cycle of replacing short-lived building components (appliances, floor coverings, HVAC, etc.) and is being well maintained. Its estimated effective age is less than its actual age. It also may reflect a property in which the majority of short-lived building components have been replaced but not to the level of a complete renovation. C4 The improvements feature some minor deferred maintenance and physical deterioration due to normal wear and tear. The dwelling has been adequately maintained and requires only minimal repairs to building components/mechanical systems and cosmetic repairs. All major building components have been adequately maintained and are functionally adequate. Note: The estimated effective age may be close to or equal to its actual age. It reflects a property in which some of the short-lived building components have been replaced, and some short-lived building components are at or near the end of their physical life expectancy; however, they still function adequately. Most minor repairs have been addressed on an ongoing basis resulting in an adequately maintained property. C5 The improvements feature obvious deferred maintenance and are in need of some significant repairs. Some building components need repairs, rehabilitation, or updating. The functional utility and overall livability is somewhat diminished due to condition, but the dwelling remains useable and functional as a residence. Note: Some significant repairs are needed to the improvements due to the lack of adequate maintenance. It reflects a property in which many of its short-lived building components are at the end of or have exceeded their physical life expectancy but remain functional. C6 The improvements have substantial damage or deferred maintenance with deficiencies or defects that are severe enough to affect the safety, soundness, or structural integrity of the improvements. The improvements are in need of substantial repairs and rehabilitation, including many or most major components. Note: Substantial repairs are needed to the improvements due to the lack of adequate maintenance or property damage. It reflects a property with conditions severe enough to affect the safety, soundness, or structural integrity of the improvements. Quality Ratings and Definitions Q1 Dwellings with this quality rating are usually unique structures that are individually designed by an architect for a specified user. Such residences typically are constructed from detailed architectural plans and specifications and feature an exceptionally high level of workmanship and exceptionally high-grade materials throughout the interior and exterior of the structure. The design features exceptionally high-quality exterior refinements and ornamentation, and exceptionally high-quality interior refinements. The workmanship, materials, and finishes throughout the dwelling are of exceptionally high quality. Q2 Dwellings with this quality rating are often custom designed for construction on an individual property owner’s site. However, dwellings in this quality grade are also found in high-quality tract developments featuring residence constructed from individual plans or from highly modified or upgraded plans. The design features detailed, high quality exterior ornamentation, high-quality interior refinements, and detail. The workmanship, materials, and finishes throughout the dwelling are generally of high or very high quality. Q3 Dwellings with this quality rating are residences of higher quality built from individual or readily available designer plans in above-standard residential tract developments or on an individual property owner’s site. The design includes significant exterior ornamentation and interiors that are well finished. The workmanship exceeds acceptable standards and many materials and finishes throughout the dwelling have been upgraded from “stock” standards. Q4 Dwellings with this quality rating meet or exceed the requirements of applicable building codes. Standard or modified standard building plans are utilized and the design includes adequate fenestration and some exterior ornamentation and interior refinements. Materials, workmanship, finish, and equipment are of stock or builder grade and may feature some upgrades. Q5 Dwellings with this quality rating feature economy of construction and basic functionality as main considerations. Such dwellings feature a plain design using readily available or basic floor plans featuring minimal fenestration and basic finishes with minimal exterior ornamentation and limited interior detail. These dwellings meet minimum building codes and are constructed with inexpensive, stock materials with limited refinements and upgrades. Q6 Dwellings with this quality rating are of basic quality and lower cost; some may not be suitable for year-round occupancy. Such dwellings are often built with simple plans or without plans, often utilizing the lowest quality building materials. Such dwellings are often built or expanded by persons who are professionally unskilled or possess only minimal construction skills. Electrical, plumbing, and other mechanical systems and equipment may be minimal or non-existent. Older dwellings may feature one or more substandard or non-conforming additions to the original structure. Definitions of Not Updated, Updated, and Remodeled Not Updated Little or no updating or modernization. This description includes, but is not limited to, new homes. Updated The area of the home has been modified to meet current market expectations. These modifications are limited in terms of both scope and cost. An updated area of the home should have an improved look and feel, or functional utility. Changes that constitute updates include refurbishment and/or replacing components to meet existing market expectations. Updates do not include significant alterations to the existing structure . Remodeled Significant finish and/or structural changes have been made that increase utility and appeal through complete replacement and/ or expansion. A remodeled area reflects fundamental changes that include multiple alterations. These alterations may include some or all of the following: replacement of a major component (cabinet(s), bathtub, or bathroom tile), relocation of plumbing/gas fixtures/appliances, significant structural alterations (relocating walls, and/or the addition of) square footage). This would include a complete gutting and rebuild. Explanation of Bathroom Count Three-quarter baths are counted as a full bath in all cases. Quarter baths (baths that feature only a toilet) are not included in the bathroom count. The number of full and half baths is reported by separating the two values using a period, where the full bath count is represented to the left of the period and the half bath count is represented to the right of the period. Residential properties of fifteen years of age or less often reflect an original condition with no updating, if no major components have been replaced or updated. Those over fifteen years of age are also considered not updated if the appliances, fixtures, and finishes are predominantly dated. An area that is ‘Not Updated’ may still be well maintained and fully functional, and this rating does not necessarily imply deferred maintenance or physical /functional deterioration. UADDEF 9-2011 (Updated 1/2014) AI Ready Example: 3.2 indicates three full baths and two half baths. 00083712752 20250814-1596-3 00083712752 17

SUMMARY 2963 Bryn Mawr Dr, Portage, MI 49024 Lauren Alvarez 08/04/2025 Audrey Baker Baker Property Inspections 2695992367 audrey@bakerpropertyinspections.com These summary pages are not the entire report. The complete report may include additional information of interest or concern to you. It is strongly recommended that you promptly read the complete report. For information regarding the negotiability of any item in this report under the real estate purchase contract, contact your real estate agent or an attorney. 1.1.1 Important Information/Limitations STRUCTURE IN STATE OF DISREPAIR The structure was in some state of disrepair at the time of inspection. I make every effort to accurately document the condition of the structure and its items and components, however, with a structure in this condition, generalizations may be used with a recommendation of further evaluation and repairs as needed by licensed professionals, instead of a listing of every occurrence of every defect. These recommendations for further evaluations should be followed to determine the true cost of repairs, as it is very likely additional problems will be found. Recommendation Contact a qualified professional. Marginal Defect 3.3.1 Roof Surface Condition ROOF SURFACE - DAMAGE FRONT The roof surface/decking was damaged at the referenced area(s). An evaluation of the roof surface with repairs made to any damage found and to the conditions that allowed for the damage is recommended to be performed by a qualified roofing contractor. Recommendation Contact a qualified professional. Significant Defect 2963 Bryn Mawr Dr Lauren Alvarez Baker Property Inspections Page 1 of 63 Exhibit E: Excerpts From Professional Home Inspection Report - Note to Tribunal: Full inspection report is 141 pages long. Petitioner has only included items covered in the petition with the highest impact. 57
Page 57
3.3.2 Roof Surface Condition ROOF DECK - SAGGING AREA(S) The roof deck was sagging to some degree at the referenced area(s). An evaluation of the sagging with repairs made as needed is recommended to be conducted by a qualified contractor. Recommendation Contact a qualified professional. Marginal Defect 3.3.3 Roof Surface Condition SURFACE - DIFFERENTLY AGED SHINGLES PRESENT There was evidence of differing aged shingles at some areas of the roof covering. This may have been result of early replacement of one area and a budget constraint and replacing all roof covering materials at the same time. Due to the different aged materials the perceived older portion will most likely require repair or likely replacement before the rest of the shingles reach a replacement age. Valuation by roofing contractor to determine specific service life remaining or the need for repairs prior to replacement and a general strategy moving forward is recommended. Recommendation Contact a qualified roofing professional. Marginal Defect 2963 Bryn Mawr Dr Lauren Alvarez Baker Property Inspections Page 2 of 63 58
Page 58
3.5.1 Vents/Roof Penetrations BOOT(S) - CRACKED/ DAMAGED/ GAPS PRESENT There were vent boot(s) that were cracked, damaged, or contained gaps around the boot. This can allow rainwater to infiltrate the attic area. Repairs or replacement of the boot(s) is recommended to be conducted as needed by a roofing contractor. Recommendation Contact a qualified roofing professional. Significant Defect 3.6.1 Roof Flashings KICKOUT - MISSING WITH WATER DAMAGE Kickout flashing was not present at the referenced area(s) and some degree of damage was present as a result. Kickout flashing is recommended at any areas where gutters meet a sidewall to prevent rainwater from infiltrating between the end of the gutter and the wall. An invasive evaluation of the area is recommended to be performed by a qualified contractor to determine the extent of the damage, with repairs made to any damage found, along with the installation of proper flashing. Recommendation Contact a qualified professional. Significant Defect 2963 Bryn Mawr Dr Lauren Alvarez Baker Property Inspections Page 3 of 63 59
Page 59
