Re:

Ralph Bunche Cooperative Homes

Dear Assessor:

Please be advised that our firm represents Ralph Bunche Cooperative (hereafter, the

“Cooperative™), as its legal counsel. The Cooperative is a Michigan non-profit housing cooperative

corporation providing affordable housing to its members on a limited equity basis. Memberships

may be transferred to individuals who meet the qualifications of membership however, the transfer

value of all Cooperative memberships is restricted by the values set out under the Bylaws in order

to maintain housing affordability. The Cooperative is managed by a democratically elected Board

of Directors who in turn, have authority pursuant to the Bylaws, to contract with a professional

property management team with an assigned Site Manager.

The Board President is Ms. Diamond Searcy, who was appointed by the remaining Board

members after the death of the former Board President, Ms. Jeryl Johnson. Ms. Searcy has served

in the capacity

of Board President since November 2024 and

is otherwise authorized

to

communicate with the City of Detroit on behalf of Ralph Bunche Cooperative Homes. The

Cooperative is currently managed by Clearview Property Management and the assigned Site

Manager is Lucretia Burgee. Ms. Burgee is also authorized to communicate with the City of

Detroit on behalf of Ralph Bunche Cooperative Homes.

Should there be any additional questions you may have concerning Ralph Bunche

Cooperative Homes and its operations as a limited equity housing cooperative, please feel free to

reach out to the undersigned for further assistance.

Very truly yours,

P.O. Box 30232

RE: Appeal of Taxable Value for Parcel No. 11000175-225 (Ralph Bunche Cooperative)

To Whom It May Concern,

I am writing on behalf of Ralph Bunche Cooperative to respectfully request consideration of this

appeal regarding the taxable value for parcel number 11000175-225, despite the submission

falling after the stated May 31, 2025 deadline.

Unfortunately, the delay in our submission was beyond our control. The letter from the Property

Tax Board of Review regarding our March appeal was dated May 16, 2025, but we did not

receive it until June 6, 2025. This left us without sufficient time to prepare and file our response

by the established deadline. We ask that the Michigan Tax Tribunal please accept this appeal and

allow us to proceed given the circumstances.

As previously stated in our earlier correspondence, Ralph Bunche Cooperative is a limited-equity

cooperative that provides affordable housing to many elderly members living on fixed incomes.

We do not sell our units at market rate, and our financial structure does not support the

substantial tax increases we've recently incurred.

Over the past year, our property taxes have tripled, forcing us to deplete essential capital reserves

delinquencies and vacancies — putting further financial strain on the cooperative and

destabilizing our community.

Without a reassessment of our taxable value, Ralph Bunche Cooperative will continue to struggle

to remain an affordable and safe housing option. We cannot sustain these increases without

jeopardizing the long-term viability of our community. We respectfully urge the Tribunal to

consider the unique nature of our cooperative and the severe financial hardship this valuation

imposes.

Thank you for your time and understanding. We appreciate your consideration of this request

and your commitment to fair and equitable taxation.

Sincerely,

Lucretia Burgee — Property Manger

On behalf of Ralph Bunche Cooperative
