I purchased the property located at 4317 W Michigan Ave, Kalamazoo, MI 49006 on February 11, 2025, for $85,000. Prior to the sale, the property had been listed

on the market for approximately 102 days. The original listing price was $150,000, but due to lack of buyer interest, the price was reduced multiple times during

the listing period. After the property remained unsold for more than three months, I submitted an offer of $85,000, which the seller accepted.

Following the purchase, I completed a lot split, creating a new vacant parcel now known as 4309 W Michigan Ave, Kalamazoo, MI 49006.

I believe the current assessments placed on these properties are excessive and do not reflect actual market value. The City has assessed:

4317 W Michigan Ave at a True Cash Value of $141,800

4309 W Michigan Ave (vacant lot) at a True Cash Value of $112,800

This results in a combined assessed value of $254,600, which is nearly three times the amount I paid for the entire property only months earlier in an open market

transaction.

In addition, the condition and characteristics of the property further support a substantially lower value than the current assessment. The home at 4317 W

Michigan Ave has a dirt driveway, and the basement floods whenever it rains. The property also contains an oil furnace that appears to be approximately 50 years

old, and the garage structure has rotting wall studs that require significant repair. These are major condition issues that negatively affect the market value of the

property.

The newly split vacant parcel at 4309 W Michigan Ave also has several substantial limitations that reduce its value. The parcel currently does not have direct road

access. A portion of the property was previously taken by the City for roadway purposes. Part of the lot borders the railroad tracks, and water accumulates and

stands at the rear of the property. In addition, power lines run through the lot, and approximately half of the parcel is not usable for practical development

purposes.

The purchase price of $85,000 was established through an arms-length market sale after extensive exposure to the market for 102 days. If the property truly had a

market value anywhere near the current assessed amount, it likely would have sold much sooner and at a significantly higher price while it was actively listed. The

fact that the property remained unsold despite repeated price reductions demonstrates that the market did not support the current assessment figures.

For these reasons, I respectfully request that the Tribunal review and reduce the assessed values to reflect the actual fair market value supported by the recent

sale, the physical condition of the property, the limitations affecting the vacant parcel, and overall market conditions.
