The assessed and taxable values do not reflect the property's true cash value as demonstrated by recent, objective market-based evidence.

The property was purchased in an arm's-length transaction on July 31, 2025 for $1,300,000, which represents the most reliable indicator of market value. This

purchase price was further substantiated by an independent appraisal (by Michigan Certified Appraisal, Inc.'s Cynthia Lou Quinkert) conducted

contemporaneously with the acquisition, valuing the property at $1,350,000. A subsequent appraisal (by A1 AMC's Robert Stevens) completed on February 21,

2026 reaffirmed this valuation range, determining a market value of $1,300,000.

Under Michigan law and appraisal standards, a recent arm's-length sale and supported independent appraisals provide the strongest evidence of true cash value.

The current assessment appears to rely primarily on generalized price-per-square-foot comparisons within the city, which do not adequately account for the

specific characteristics, condition, and economic factors impacting this property.

The Board of Review's reliance on average price-per-square-foot metrics does not outweigh the probative value of an actual market transaction and multiple

professional appraisals specific to the subject property. These valuation methods are less precise and may not reflect property-specific conditions or recent

market dynamics.

Accordingly, the current assessed and taxable values should be adjusted to reflect a true cash value consistent with the verified market evidence in the range of

$1,325,000 (taxable value of $662,500).
