Re: True cash value for MTT 25-002969, 5780 Putman, West Bloomfield Township, MI 48323

In accordance with the Michigan Tax Tribunal’s rules of evidence, I have prepared a valuation

disclosure for the above-mentioned Michigan Tax Tribunal case, MTT 25-002969. The intent of

this analysis is to reflect a retrospective, as is, true cash value, with a fee simple interest in the

subject property as of December 31, 2024, for the assessment year of 2025.

The subject property is identified as a single-family residence, located at 5780 Putman, West

Bloomfield Township, MI 48323. The subject consists of 3,466 gross building area (GBA), a

2,415 SF basement, was constructed in 1999, all situated on a 0.362-acre site.

The subject was purchased on November 1, 2022, by Saab Kassab for $860,000, or

$248.12/SF. The transaction was a cash deal and Mr. Kassab purchased this home for his son

so he would live close by. The cash sale, and the motivation behind the sale indicate a highly

motivated buyer with the actual value of the asset being secondary. As such, this transaction fits

the definition of Investment Value as opposed to Market Value, which is the value premise for

assessments within the State of Michigan (see Related Appraisal Definitions in body of report).

The Indicated True Cash Value as of December 31, 2024, for the 2025

assessment roll is as follows:

RELATED APPRAISAL DEFINITIONS

True cash value is defined as:

MCL 211.27, MSA 7.27 provides for the determination of True Cash Value as follows:

“Cash Value” means the usual selling price at the place where property to which the

term is applied shall be at the time of assessment, being the price which could be

obtained for the property at private sale, and not at forced or auction sale. Any sale or

other disposition by the state or any agency or political subdivision of lands acquired

for delinquent taxes or any appraisal in connection therewith shall not be considered

as controlling evidence of True Cash Value for assessment purposes. In determining

the value the assessor shall consider the advantages and disadvantages of location,

quality of soil, zoning, existing use, present economic income of structures, including

farm structures and present economic income of land when the land is being farmed

or otherwise put to income producing use, quantity and value of standing timber,

water power, and privileges, mines, minerals, quarries, or other valuable deposits

known to be available therein and their value.

The Dictionary of Real Estate Appraisal, 7th Edition, Appraisal Institute

Value in Exchange: A type of value that reflects the amount that can be obtained for an asset if

exchanged between parties. Examples include market value, fair value, liquidation value, and

disposition value.

Value in Use: 1. The amount determined by discounting the future cash flows (including the

ultimate proceeds of disposal) expected to be derived from the use of an asset at an appropriate

rate that allows for the risk of the activities concerned. (FASB Accounting Standards

Codification, Master Glossary). 2. Formerly used in valuation practice as a synonym for

contributory value or use value.

Investment Value: 1. The value of a property to a particular investor or class of investors based

on the investor’s specific requirements. Investment value may be different from market value

because it depends on a set of investment criteria that are not necessarily typical of the market.

2. The value of an asset to the owner or a prospective owner given individual investment or

operational objectives (may also be known as worth). (IVS)

EXTRAORDINARY ASSUMPTIONS

An extraordinary assumption is defined in USPAP as an assignment-specific assumption as of

the effective date regarding uncertain information used in an analysis which, if found to be false,

could alter the appraiser’s opinions or conclusions. The value conclusions are subject to the

following extraordinary assumptions that may affect the assignment results.

It is assumed the condition of the subject property as of December 31, 2024, is

consistent with the effective date of this valuation disclosure.

HYPOTHETICAL ASSUMPTIONS

A hypothetical condition is defined in USPAP as a condition, directly related to a specific

assignment, which is contrary to what is known by the appraiser to exist on the effective date of

the assignment results but is used for the purpose of analysis. The value conclusions are based

on the following hypothetical conditions that may affect the assignment results.

VALUATION DISCLOSURE METHODOLOGY

In developing a valuation disclosure, an approach to value is included or omitted based on its

applicability to the property type being valued and the quality and quantity of information

available.

Income Capitalization Approach

The income capitalization approach reflects the subject’s income-producing capabilities. This

approach is based on the assumption that value is created by the expectation of benefits to be

derived in the future. Specifically estimated is the amount an investor would be willing to pay to

receive an income stream plus reversion value from a property over a period of time. The two

common valuation techniques associated with the income capitalization approach are direct

capitalization and the discounted cash flow (DCF) analysis.

Cost Approach

The cost approach is based on the proposition that the informed purchaser would pay no more

for the subject than the cost to produce a substitute property with equivalent utility. This

approach is particularly applicable when the property being appraised involves relatively new

improvements that represent the highest and best use of the land, or when it is improved with

relatively unique or specialized improvements for which there exist few sales or leases of

comparable properties.

Sales Comparison Approach

The sales comparison approach utilizes sales of comparable properties, adjusted for

differences, to indicate a value for the subject. Valuation is typically accomplished using

physical units of comparison such as price per square foot, price per unit, price per floor, etc., or

economic units of comparison such as gross rent multiplier. Adjustments are applied to the

physical units of comparison derived from the comparable sale. The unit of comparison chosen

for the subject is then used to yield a total value. Economic units of comparison are not

adjusted, but rather analyzed as to relevant differences, with the final estimate derived based on

the general comparisons.

Methodology Applicable to the Subject

The property is not an income producing; therefore, the income capitalization approach does not

apply. The subject is 26 years old (2025 – 1999), and the challenges of quantifying a credible

depreciation in an older asset reduces the overall credibility. However, there is adequate sales

data available that would yield a credible true cash opinion of value, therefore, only the sales

comparison approach will be utilized.

ELEMENTS OF COMPARISON ANALYSIS – PROPERTY ADJUSTMENTS

Location

All sales are located in West Bloomfield, therefore, no location adjustments were noted.

Site Size (acres)

All site sizes are comparable in size with the subject; therefore, no adjustment is required.

Design/Style

All designs/styles are colonial as the subject, except for sale 4, which is contemporary. There is

no evidence of any difference between these designs; therefore, no adjustment is required.

Condition

Conditions are all comparable and similar with the subject; therefore, no adjustment is required.

Above Grade Room Count

Market indicates that economies of scale adjustments for residential properties are typically

about 1/3 of the average sales price of the list of comparable properties. In this instance, the

average sales price per square foot (unadjusted) is $210.64/SF, indicating an adjustment of

Page 13

MTT 25-002969, 5780 Putnam West Bloomfield Hills, MI

13

$70/SF for every difference in square feet. Additionally, sales 4 & 5 have one less bathroom

than the subject and were adjusted upward.

Finished Basement

The subject, as well as all comparables, have finished basements; therefore, no adjustment is

required.

Heating/Cooling

The subject, as well as all comparables, have energy efficient HVAC systems; therefore, no

adjustment is required.

Garage

The subject has a 2-car attached garage, as well as all comparable sales 3 & 4. However, sales

1, 2, 5 & 6 have 3-car attached garages and were adjusted downward.

Porch/Patio/Deck

The subject, as well as all comparable sales, have patios/decks; therefore, no adjustment is

required.

Fireplace

The subject, as well as all comparable sales, have fireplaces; therefore, no adjustment is

required.

$871,500. After adjustments, the adjusted sale prices range is $760,000 to $920,000 with a

mean of $828,000.

Considering the tight range in gross adjustments for all comparables from 8% to 15%, indicating

an overall similarity to the subject, it lends credence to the mean of $828,000. Based upon this,

the indicated real market value (as stabilized) is as follows:

A Test of Reasonableness

As noted earlier, the subject was purchased on November 1, 2022, by Saab Kassab for

$860,000, or $248.12/SF for his son in a cash deal, so his son would be able to live close by.

The cash sale, and the motivation behind the sale indicate a highly motivated buyer with the

actual value of the asset being secondary. As such, this transaction fits the definition of

Investment Value as opposed to Market Value. The difference between the indicted market

value and the purchase price ($860,000 vs $830,000, or -3.5%), supports this premise.

The indicated unite price per square foot of $239.47 is supported by the unadjusted sales price

of the comparable sales in the subject’s market noted in this analysis and is considered

reasonable.
