Michigan Tax Tribunal

RE: NOTICE GIVING RISE TO PROPERTY VALUATION APPEAL & FORMAL

COMPLAINT LETTER REGARDING ASSESSOR JENNIFER CZEISZPERGER’S

UNLAWFUL MISCONDUCTS

Dear Michigan Tax Tribunal (MTT):

1. I respectfully submit my Valuation Appeal to MTT, requesting to correct my property valuation

(see PART 1, p. 1-2), together with this letter of explanation with evidence attached below as one

whole of my Property Tax Valuation Petition;

and dispute of Assessor Jennifer Czeiszperger’s unlawful property tax increases proposed in

L-4155 Petition submitted to STC (see PART 2, p.3). Exhibits are included in p. 6-8.

2. Additionally, I submit the formal complaint against Lansing Assessor Jennifer Czeiszperger for her

repeated overwhelming Obstruction of Justice, unlawful misconduct and legal violations (see

PART 3, p.4-5).

PART 1: REQUEST TO CORRECT PROPERTY VALUATION

I respectfully request the MTT to correct my property’s Assessed Values (AV) and Taxable Values

(TV), and refund me all overpaid taxes:

1.

Remove 3 nonexistent fixtures: two porches (CCP, CPP), one extra toilet, and one extra

sink—verified by the 07/08/2025 house inspection (Exhibit 3) and deduct their values from my

house AV and TV for tax year of 2023-2025 (and 2022 if possible)

2.

Deduct the AV and TV of the REMOVED nonexistent garage values: December Board of Review

on 12/13/2023 removed the garage, but never deducted the garage values from my house’s

2023, 2024, 2025 AV and TV. (2023 AV and TV was voted by March Board of Review on

03/29/2023 before the garage removal) (Exhibits 2 & 1)

3.

Apply the above corrections retroactively to 2022 tax year, or provide guidance on how to

correct 2022 AV and TV and get my overpayment back.

4.

Refund overpaid taxes for 2022–2025, upon above corrections.

5.

Correct True Cash Value: I purchased my house at 2022 Ingham County Auction on 10/19/2022,

offered the highest bid of $18700 for the house, (the bundled vacant land was priced $2800).

This is the Open Market True Cash Value.

These changes are based on state law (MCL 211.27(2), 211.30) and supported by public records,

inspections, and exhibits.

Explanation and Facts Warranting Property Valuation Correction:

1.

Nonexistence of porches (CCP and CPP), extra toilet, extra sink been confirmed by Jennifer

Czeiszperger (Exhibit 3) : Jennifer’s letter stated “On July 8, 2025, I personally inspected the property

to verify the fact that the property did not include the additional toilet and sink.” “Our records

indicated both CCP and CPP porches located on the front of the home. These porches are no longer

present and need to be removed from the record.”

Hence, I request: Remove 3 nonexistent fixtures: two porches (CCP, CPP), one extra toilet, and one

extra sink—verified by the 07/08/2025 house inspection (Exhibit 3) and deduct their values from my

house AV and TV for tax year of 2023-2025 (and 2022 if possible).

*Notes:

1)

Because Assessor Jennifer Czeiszperger refused to provide me the calculations formula and

breakdown, I was compelled to write Estimated amounts in my Form L4155, and I have

requested you to provide me the detailed calculation of the abovementioned 3 nonexistent

fixtures’ AV and TV. And the removed garage’s AV and TV.

2)

Jennifer Czeiszperger also intentionally delay and refuse to sign my submitted Form L4155

since 07/08/2025 after her verification, I hereby submit my Form L-4155 I signed on

07/21/2025 with this letter to you directly.

2.

On 12/13/2023, December Board of Review removed the nonexistent Garage, yet my house 2023,

2024, and 2025 AV and TV have NOT deducted the removed garage values. Because my house 2023

AV and TV was voted by March Board of Review on 03/29/2023 before the garage removal, assessor

office has NEVER corrected 2023 AV and TV. (Exhibits 2 & 1)

Hence, I request: Deduct the AV and TV of the REMOVED nonexistent garage values: December

Board of Review on 12/13/2023 removed the garage, but never deducted the garage values from my

house’s 2023, 2024, 2025 AV and TV. (2023 AV and TV was voted by March Board of Review on

03/29/2023 before the garage removal) (Exhibits 2 & 1)

Jennifer Czeiszperger’s Unlawful Obstruction of Justice, Delay, Block my L-4155 Submission,

Leverage My L-4155 to Retaliate Me - Why I Seek Valuation Appeal to MTT

1.

Jennifer Czeiszperger’s Unlawful Obstruction of Justice of My L-4155 Petition, and Invalid Rejection

1. 07/02/2025 (Garage Removal): I submitted a request to reduce AV/TV following the 12/13/2023

Board of Review's approval of the garage removal. Jennifer falsely claimed no corrections were

needed, disregarding the BOR ruling and public records (Exhibits 1&2).

2. 07/10/2025 (Nonexistent Fixtures): I requested removal of the nonexistent 2 porches, extra

toilet and sink, verified by Jennifer Czeiszperger. I repeatedly asked her to provide me the

calculation formula and amounts, but Jennifer refused to provide them, compelling me to leave

the “Requested AV/TV” columns blank with notes “I leave the requested value columns blank for

you to fill in corrected values.” Despite her own refusal to provide calculation and amounts,

Jennifer again rejected my L-4155, stated “I do not agree with this request as they did not include

any revised values for consideration.” She is intentionally blocking me to successfully submit my

L-4155. Her actions constitute Obstruction of Justice.

Furthermore, Jennifer abused L-4155 to unlawfully increase my property taxes by reclassifying the

home as “finished” retroactively, and suggested removing the 50% reduction beyond 2025, without

any factual evidence required by laws, or legal basis.

Page 3

PART 2: DISPUTE OF JENNIFER CZEISZPERGER’S UNLAWFUL VALUATION

INCREASES IN L-4155

I dispute Assessor Jennifer Czeiszperger’s unlawful, baseless, personally motivated property tax

increases as follows. Jennifer Czeiszperger has actively obstructed justice by delaying and blocking

my L-4155 correction process. She submitted false “Disagreement” and misinformation to mislead

and unlawfully manipulate STC to increase my property’s AV and TV, contrary to MCL 211.27(2),

211.24c(1), and established administrative precedent.

1.

Jennifer Czeiszperger’s Unlawful & Invalid Rejection of L-4155 Petitions

1. 07/02/2025 (Garage Removal): I submitted a request to reduce AV/TV following the 12/13/2023

Board of Review's approval of the garage removal. Jennifer intentionally ignored the facts that

Garage removal was after 2023 Assessment Decision issued, and falsely claimed no corrections

were needed, disregarding the BOR ruling and public records (Exhibits 1&2).

2. 07/10/2025 (Nonexistent Fixtures):

3. I requested removal of two nonexistent porches, an extra toilet, and sink—confirmed by Jennifer

Czeiszperger. I repeatedly asked her for the calculation formula and amounts, but she refused,

forcing me to leave the “Requested AV/TV” columns blank with a note asking her to fill in

corrected values. Despite refusing to provide the needed data, Jennifer rejected my L-4155,

stating she disagreed because no revised values were included. Her refusal is deliberately

obstructing my submission and constitutes Obstruction of Justice.

4. I requested removal of the nonexistent 2 porches, extra toilet and sink, verified by Jennifer

Czeiszperger. I repeatedly asked her to provide me the calculation formula and amounts, but

Jennifer refused to provide them, compelling me to leave the “Requested AV/TV” columns blank

with notes “I leave the requested value columns blank for you to fill in corrected values.” Despite

her own refusal to provide calculation and amounts, Jennifer again rejected my L-4155, stated “I

do not agree with this request as they did not include any revised values for consideration.” She

is intentionally blocking me to successfully submit my L-4155. Her actions constitute Obstruction

of Justice.

Furthermore, Jennifer Czeiszperger overstep her authority, abused L-4155 to unlawfully increase my

property taxes by: reclassifying the home as “finished” retroactively; and suggested removing the

50% reduction beyond 2025, without any factual evidence required by laws, or legal basis. Please

note Jennifer Czeiszperger was not employed by Lansing then. She has no knowledge of my house

condition, and no Jurisdiction to change prior years’ Assessments.

Jennifer Czeiszperger’s 07/17/2025 letter claiming “In an effort to ensure the record is correctly

reflecting the value and condition of home” is a gross overstatement with malicious intent to

mislead STC and unlawfully alter my property tax records. Please pay attention to her wording - she

does not have detail knowledge about my mechanicals, she intentionally did not mention all the

taped-up walls, ceilings, floors, pipe leaks, nonfunctional electric wiring, termite infestations, etc

that she witnessed. As I have detailed below in Section 3. The 2023 March Board of Review

documents (Exhibit 9) has a detailed list of nearly 30 major issues, with photos, and there are

currently additional issues that surfaced. This proves the extent to how unqualified Jennifer

Czeiszperger is at assessing my property, in addition to her severely unlawful misconduct during

07/08/2025 home inspection (Exhibit 7).

Not to mention Jennifer Czeiszperger’s intentional refusal to notify homeowner invalidates all her

valuation increases claims under MCL 211.24c(1).

2.

Jennifer Czeiszperger’s Unlawful & Unsubstantiated Valuation Increases

Page 4

4 / 8

Facts & Background:

1.

On 03/29/2023, Lansing March Board of Review granted “50% partial placed due to Condition”

and my house classification in accordance with MCL 211.30 and the standards of the State Tax

Commission Assessor’s Manual (Exhibit 1). For full details, March Board of Review documents

can be provided to you upon request (Exhibit 9).

2.

This 50% Partial and Classification were upheld by inspections by the Assessor’s Office in both

2023 and 2024 (Exhibit 4). These official records are part of the public record and establish

administrative precedent. And the former assessor confirmed that ONLY when proof of FULL

Renovation on my house with substantial improvement in condition has been submitted, then

the 50% Partial or Classification could be changed. To date:



No renovations have been made to my house.



Jennifer Czeiszperger was not employed by the City of Lansing during the tax years and

therefore possess no first-hand knowledge of the property's historic condition, and she has

no any physical evidence of Full Renovation as required by law to support her false claim,

thus, she has no legal rights or Jurisdiction to make any changes to 2023-2025 years

Assessment Decisions.

Pursuant to MCL 211.27(2), any increase in a property’s true cash value must be based on physical

additions or improvements, substantiated by documented inspections or construction records. The

statute states: “The assessor shall not consider the increase in true cash value that is a result of

normal repairs, replacement, and maintenance.”

No renovations, capital improvements, or qualifying construction have occurred on my property.

Assessor Jennifer Czeiszperger stated multiple false and legally insufficient claims in her 07/17/2025

letter, which does not satisfy the evidentiary threshold required under MCL 211.27(2), the State Tax

Commission Assessor’s Manual, or public record standards. Additionally, her faulty claims shows her

lack of knowledge and professional capability in assessing properties:

1)

False Claim 1: Property is “Livable” only because of Owner Occupancy

Jennifer Czeiszperger loudly threatened to revoke the 50% Partial after inspection, when her

backyard entry request was denied (I have the footage). This is retaliatory and baseless. The law

assesses value based on physical condition, not occupancy. In fact, the 2023 March Board of

Review lawfully granted the 50% Partial and classification with knowledge of my owner

occupancy, and this decision is consistent with MCL 211.27(2). The house is 133 years old, in a

high-crime zone, with no any renovation/upgrades, has active severe issues, and remains

unfinished.

2)

False Claim 2: “all mechanicals are in operational condition with both the Hot Water tank and

Furnace being replaced in 2023” is misinformation. Such replacements are routine maintenance,

not physical improvements under law. Jennifer never entered the basement during 07/08/2025

inspection and could not verify functionality during the summer. The 1/2 story attic does not

have electricity due to faulty electrical wiring.

3)

False Claim 3: Jennifer’s claim of “The walls are all finished, and the hard wood floors are

painted” is gross misinformation. There are missing drywalls and taped wall gaps; there are only

unfinished, subflooring of rotten wood with termite infestations, visibly sagging, cracking, with

open gaps exposing the basement. The subfloor cannot support standard weight. Ceilings have

large holes and cracks, missing drywall from attic subfloor weight. Jennifer walked on the

subflooring on 07/08/2025.

4)

False Claim 4: Jennifer’s claim “The kitchen and bathroom are both functioning and usable” is

misinformation. Both have leaking faucets, plumbing issues, and active water pipe leaks visible

during 07/08/2025 inspection, disqualifying them as functional under market standards.

Page 5

5 / 8

5)

False Claim 5: Jennifer’s claim “There were no visible roof leaks at the time of inspection” is

misinformation. Her observation on a sunny day without proper testing or inspection does not

establish roof integrity.

6)

False Claim 6: Interior Painting and Trash Removal Justify Value Increase.

These are normal repairs under MCL 211.27(2) and cannot legally support assessment increases.

Assessor Jennifer Czeiszperger violated MCL 211.27(2) by attempting to increase my property’s

valuation without lawful basis, without documentation, and in direct contradiction to prior Board of

Review decisions. Her actions constitute abuse of authority, assessment fraud, and

retaliation—carried out without permits, inspections, or qualifying physical changes. These attempts

to alter my tax record are unlawful, unsupported, and procedurally invalid.

3.

Legal Violations

Further, no permits or physical inspection records justify a change in AV or TV. Czeiszperger was not

employed during the years in question and lacks firsthand knowledge of prior property condition.

Her claims rely on assumptions, not competent or substantial evidence, violating:

1. MCL 211.27(2) – Requires physical documentation.

2. STC Manual – Prohibits condition changes based on speculation or retaliation.

3. City of Lansing Charter §5‐401 & §5‐403 – Bars misuse of assessing authority.

4. Michigan Const. Art. IX, §3 – Ensures uniform assessment.

5. 14th Amendment / 42 U.S.C. §1983 – Protects against arbitrary deprivation of property.

These actions are procedurally defective, legally unsupported, and retaliatory. I request the STC and

Treasury uphold the 50% Partial reduction, reject Czeiszperger’s claims, and investigate for

professional misconduct.

4.

Violations of MCL 211.24c(1) – No Legal Notice Issued

1. Jennifer did not issue written notice before altering my property’s assessed condition,

classification, or AV/TV.

2. In writing, she admitted her abuse of L‐4155 to propose unlawful tax increases without notice to

owner: “4155 does not indicate that I am required to send you a copy of my answer.”

Her failure to notify invalidates all valuation increases under MCL 211.24c(1).

5.

Retaliatory and Unauthorized Behavior - Forcing Personal Motives on Property Valuation Records

1. On 07/08/2025, Jennifer appeared without notice, led Teressa Bower’s inspection, and then after

completing the home inspection, threatened to revoke the 50% reduction after being denied

access to the backyard.

2. Her reclassification attempts were done retroactively, despite Jennifer possessing no firsthand

knowledge of property’s historical condition, and without documented inspections or permits,

violating due process and assessment standards.

Jennifer Czeiszperger came without appointment or permission to the 07/08/2025 inspection. This

inspection is ONLY to verify toilet and sink counts. But after Jennifer entered my house, she

forcefully trespassed into my bedroom, attic, and stand inside my bathroom, disrespectfully

scanning my private items. She has intrusive and trespassed my property unlawfully, yet she still

failed to correctly observe the property’s condition as outlined below (for full details, see Exhibit 7:

Formal Request to Remove Lansing Assessor Jennifer Czeiszperger).

Page 6

PART 3: FORMAL COMPLAINT AGAINST LANSING ASSESSOR JENNIFER

CZEISZPERGER

Additionally, I am submitting a formal complaint regarding Lansing City Assessor Jennifer

Czeiszperger’s repeated violations of law, assessing standards, public ethics, and the professional

conduct required of her public office. I respectfully request the State Tax Commission to investigate

these actions and take immediate steps to remove and disqualify Jennifer Czeiszperger from public

office on behalf of Lansing homeowners, the Lansing community, and the people of Michigan.

1.

Jennifer Czeiszperger is currently unlawfully tampering with my Form L-4155 submissions by

attempting to alter the condition and classification of my property to illegally increase the

assessed values of my property, contrary to law and without factual basis.

2.

Jennifer Czeiszperger’s unnoticed, unlawful trespass of my property, retaliation on 07/08/2025

home inspection (Inspection was scheduled for Teressa Bowers ONLY) (see Exhibit 7: Formal

Request to Remove Lansing Assessor Jennifer Czeiszperger).

3.

Additional list of overwhelming crimes in violation of law, assessing code, ethical standards and

work policy of public office (Exhibit 8: Public Demand Letter to remove Jennifer Czeiszperger).

1.

JENNIFER CZEISZPERGER ABUSE OF PUBLIC OFFICE AND PUBLIC RECORDS TAMPERING TO

ILLEGALLY INCREASE PROPERTY TAX: L-4155 Abuse

Jennifer Czeiszperger has repeatedly acted outside the law to raise my AV and TV without cause:

1. Ignored Legal Precedents: 50% condition‐based reduction was approved in 2023 and

reaffirmed in 2024. No physical improvements or renovations were made.

2. Unlawful Reclassification: Reclassified my home from “unfinished” to “finished” despite no

qualifying improvements and no firsthand knowledge (she wasn’t employed during prior tax

years).

3. Tampering Records, Obstructing Due Process: Abused owner’s L‐4155 filing by adding false

“disagreement” to manipulate, coerce STC and Treasury to apply unlawful valuation

increases in her personal favor.

4. Violation of Notice Requirement (MCL 211.24c(1)): Made changes without providing the

required written notice. In writing, she admitted she does not believe notice is necessary.

5. Misuse of Routine Maintenance: Used minor maintenance (e.g., water heater, paint,

garbage removal) as false grounds to revoke reductions.

6. Attempt to Overturn Board of Review Decisions: Ignored the 12/13/23 approval of garage

removal and corresponding 50% reduction.

These actions are unlawful under MCL 211.27(2), MCL 211.30, and STC guidelines. All her

adjustments lack legal or factual basis and must be voided.

2.

VIOLATION OF MCL 211.24c(1) INVALIDATES JENNIFER CZEISZPERGER’S TAX INCREASE

Under MCL 211.24c(1), Jennifer Czeiszperger is required to provide written notice to the

property owner prior to making any change in classification, assessed value, or taxable status.

Jennifer failed to issue such notice, rendering any attempted reassessment legally void and

unenforceable.

7. On July 8, 2025, Jennifer threatened to revoke the Half Value reduction as a retaliatory

response after being denied access to the backyard after the home inspection had already

Page 7

7 / 8

concluded. This behavior occurred outside the scope of inspection and without prior

notice, constituting a misuse of authority.

8. The property owner obtained a signed copy of Jennifer’s Form L-4155 on July 17, 2025, at

which point it became clear she had attempted to alter the property’s classification without

disclosure. In written correspondence, Jennifer confirmed:

“4155 do not indicate that I am required to send you a copy of my answer.”

This admission highlights a deliberate abuse of process to coerce an illegal increase in the

property’s tax burden, in violation of statutory notice requirements.

As a result, all such changes must be considered null and void under MCL 211.24c(1).

3.

JENNIFER CZEISZPERGER ADDITIONAL LEGAL VIOLATIONS

Jennifer Czeiszperger violates multiple statutes and constitutional protections, including but not

limited to:

1.

MCL 211.24c(1) - "The assessor shall notify the owner of property of any increase in the

assessed value, taxable value, or a change in the classification of the property." Failure to notify

invalidates the change and violates state law.

2.

MCL 211.27 and MCL 211.30 – Jennifer’s unjustified valuation increases directly threatens

Board of Review decision on property’s Half Value approval and property classification.

3.

Michigan Constitution, Article IX, Section 3 – mandating uniform and lawful property

assessments.

4.

42 U.S.C. § 1983 – In violation of Federal Civil Rights Act, Jennifer Czeiszperger is a government

actor who deprives me of property rights without due process.

5.

U.S. Constitution, Fourteenth Amendment – Jennifer Czeiszperger overstepped due process of

law in conducting deprivation of property (i.e., increased taxation).

6.

City of Lansing Charter, Sec. 5-401 & 5-403 – Jennifer Czeiszperger, public official, exercises her

authority beyond legal bounds and is subject to administrative oversight.

7.

Furthermore, your attempt to recharacterize my home’s condition rating without lawful

inspection or documentation—after the matter has been resolved by the Board of Review and

certified by prior assessors—constitutes an abuse of discretion, administrative misconduct,

and fraudulent misrepresentation in violation of MCL 750.248 and MCL 750.505.

4.

PATTERN OF MISCONDUCT & RETALIATION

The pattern of conduct observed—repeated targeting of my property, attempts to override binding

reductions without legal cause, refusal of any attempt to correct inflated overpaid property taxes,

and prior record of litigation and misconduct in Warren, Michigan, where similar abuses

occurred—further evidences malfeasance in office, retaliatory harassment, and willful dereliction

of statutory duty.

Your office has no lawful authority to interfere with, alter, or challenge my submission of factually

supported corrections. Continued disregard of law or escalation of retaliatory actions will be

interpreted as willful misconduct under law and addressed accordingly.
