The purchase was cash and included the entire contents of the home including but not limited to: all furniture, tvs, kitchen wares, grill, golf cart, riding lawn mower, snow blower, tools, outdoor furniture and all decorations. This is not the entire list. The new Taxable value and Assessed value, per the assessor for the city, was based on the whole purchase price of the home and the contents. An Appeal was filed showing comps in the area, including the neighbors house, which sold for $195,000 and is a 3 bedroom 2 bath with 700 more square feet than my home for $195,000. This house is only a 2 bedroom 1 bath. The Assessor, | feel, over assessed the house according to the comps provided. | have also had a private assessment completed, which will be included in the appeal, stating the true value of the home is $202,000 so the Taxable Value and Assessed Value should be $101,000.00 not $116,000 as presently assessed. Definition of Market Value
Market value is the most probable price that a property should bring in a competitive and open market under all conditions requisite
fo a fair sale, the buyer and seller, each acting prudently, knowledgeably and assuming the price is not affected by undue stimulus.
Implicit in this definition is the consummation of a sale as of a specified date and the passing of titie from seller to buyer under
conditions whereby:
buyer and seller are typically motivated;
both parties are well informed or welt advised, and each acting in what he or she considers hisfher own best interest;
a reasonable time is allowed for exposure in the open market;
payment is made in terms of cash in U.S. dollars or in terms of financial arrangements comparable thereto; and
the price represents the normal consideration for the property sold unaffected by special or creative financing or sales concessions
granted by anyone associated with the sale.

Comments on Sales Comparison
All of the comparables support a similar adjusted value range. All of the comparables are given similar consideration in the
sales comparison analysis. All adjustments were derived through market research, paired sales analysis, and conversations
with the local property assessor. The highways, expressways, major roads, railroad tracks and rivers, that are located in this
area are not dividing lines for neighborhoods and there is no value difference found for properties located on either side of
these main roadways. The listing is added only to support the high end and to show a stable market. No Adjustments have
been made to the listing because the market hasn't reacted to them yet. The adjustments for a individual item and site/lot
size were derived from market research, paired sates, conversations with the local assessor, and local realtors to determine
the contributory value of each item. Condition adjustments reflect the degree of updates and maintenance, based on
personal inspection and MLS data.
Effective age adjustments reflect the degree of maintenance and updating based upon
personal inspection and MLS data, This is an outlying area and sales are spread over larger areas. There are less sales, of
more variety, than those available in more metropolitian focations. This necessitates the use of those that are available and
most comparable to the subject. Unfortunately, this quite often results in comparables which are dated, farger or smaller than
the subject, or of a different style than the subject, and for located in an excessive distance from the subject, resulting in high
gross and net adjustments. The given value of the subject is lower than the predominate value given on page one of this
report. This is not uncommon as the predominate value includes all types of homes regardless of size, lot size, age etc...or
any type of sale such as foreclosures, short sales, estate sales etc... The subject is not considered to be under-built for the
area, the market is stable, with no adverse factors noted or foreseen.
