Fee Information

Does the subject property have a Principal Residence Exemption of at least 50% as of the date of the filing of this petition?

[A Ves

Oa No

Are you appealing ONLY the denial of a Poverty Exemption or Disabled Veterans Exemption?

J Yes

Avo

If you answered yes to either or both of the above questions, you are not required to pay any filing fees.

The filing fee is based on the greater of the State Equalized Value or Taxable Value in contention.

If you are appealing more than one

parcel, the parcel with the highest State Equalized Value or Taxable Value in contention will be used to determine your filing fee, plus

$25.00 will be added for each additional parcel being appealed, not to exceed a total filing fee of $1,000.

If your property is residential property (see MCL 205.762) and

the State Equalized Value or Taxable Value in contention is:

Filing Fee is:

$100,000.00

and under

$125.00

$100,000.01 to $500,000.00

$200.00

$Over $500,000.00

$300.00

If your property is NOT residential property (see MCL 205.762) and

the State Equalized Value or Taxable Value in contention is:

Filing Fee is:

$100,000.00 and under

$260.00

* Plus $25.00 for each additional parcel, as indicated above.

If your property is NOT residential property and the State Equalized Value or Taxable Value in contention is $100,000.01 or greater the

appeal does not qualify for Small Claims. Therefore, an Entire Tribunal petition must be filed.

Subject: Re: Parcel #70-03-16-222-015

Mr. Bessinger,

Is my next step hiring an attorney to sort this out?

If the assessment is based on the market value, that would be the sale price of my home.

Again,

| am a new home owner and trying to figure this all out, which is why

| asked my original questions. How were the values assessed for

2025, given that the market value of my home was the purchase price? How was the value of more than $100,000 determined?

When

| sent an email in March, prior to the deadline on that day,

| asked guestions to clarify how those numbers were obtained.

1 also indicated

that

| could not be present on that day due to my patient schedule.

Unfortunately, having patients back to back every hour until 8:30pm that day

Ms. Coville,

During 2024 there was a transfer of ownership that occurred when you

purchased the property. That is an informational item put on the notice

that you just confirmed is correct. If there is a transfer of ownership, then

the property is uncapped, which means the assessed and taxable value

become the same number the year following the sale. This is a property

tax law that

| have to follow. if there was not a transfer of ownership and

the notice says there's a transfer of ownership then that would be

something you would call and tell us that there wasn’t a transfer of

ownership and explain why.

The record card that you received shows the specific information about

your property. There are two values that together make up the total

value of your property. One is the land value and the remainder is the

house and any other buildings located on the property. Each year a

residential sates study is performed for all of the City of Ferrysburg.

These local sales determine the market. Each year the price per square

foot set by the State of Michigan manual is also updated. The market

value is updated every year and is termed a market adjustment every

year.

As the assessor

| perform a mass appraisal, not individual as you are

suggesting.

| am required to set values for ali of the properties within the

City of Ferrysburg fairly and equitably not just adjust the ones that sold

every year.

In regards to your question as to how you would know if you wanted to

appeal, that is an individual decision

. The notice you receive each year

gives you the new values that your tax bill will be based on for July and

December, and also gives you the dates and times that you can appeal,

if you disagree with those values, that would be your reason.

| think this covers all of your questions.

Subject: Re: Parcel #70-03-16-222-0156

You will receive an assessment change

notice every year in February. The notice

will list your assessed value for that year

(assessed value times two) is what we

consider to be the market value of your

property.

The taxable value is what you pay your

taxes on.

‘Summary of Sales Comparison Approach

Comparables used were considered the best and most recent available. Some comparables may have

been used in other reports with different quality and condition ratings and/or view and location ratings which, due to further information

on the comparables,

inspection of comparables, talking to realtors,

and/or education on the ratings made the changes necessary. Age

and Condition adjustments were made for Comparable #1 and #3 due to their new construction and new condition. Age adjustment

was made for Comparable #2 due to the subject's newer construction. The search parameters were expanded to a 1.25 mile radius of

the subject and date of sale to one year from the effective date of the appraisal concentrating as much as possible on similar style

dwellings with as similar GLA and amenities as the subject.

Unit Appraisal Report

ren. imt7oeec

This report form is designed to report an appraisal of a unit in a condominium project or a condominium unit in a planned unit

development (PUD). This report form is not designed to report an appraisal of a manufactured home or a unit in a cooperative

project.

This appraisal report is subject to the following scope of work, intended use, intended user, definition of market value, statement of

assumptions and fimiting conditions, and certifications.

Modifications, additions, or deletions to the intended use, intended user,

definition of market value, or assumptions and limiting conditions are not permitted. The appraiser may expand the scope of work

to include any additional research or analysis necessary based on the complexity of this appraisal assignment. Modifications or

deletions to the certifications are also not permitted.

However, additional certifications that do not constitute material alterations

to this appraisal report, such as those required by law or those related to the appraiser's continuing education or membership in an

appraisal organization, are permitted.

SCOPE OF WORK: The scope of work for this appraisal is defined by the complexity of this appraisat assignment and the

reporting requirements of this appraisal report form, including the following definition of market value, statement of assumptions

and limiting conditions, and certifications. The appraiser must, at a minimum: (1) perform a complete visual inspection of the

interior and exterior areas of the subject unit, (2) inspect and analyze the condominium project, (3) inspect the neighborhood,

{4) inspect each of the comparable sales from at least the street, (5) research, verify, and analyze data from reliable public and/or

private sources, and (8) report his or her analysis, opinions, and conclusions in this appraisat report.

INTENDED USE: The intended use of this appraisal report is for the lender/client to evaluate the property that is the subject of

this appraisal for

a mortgage finance transaction.

INTENDED USER: The intended user of this appraisal report is the lender/client.

MARKET VALUE: The most probabte price which a property should bring in a competitive and open market under afl conditions

requisite to a fair sale, the buyer and seller, each acting prudently, knowledgeably and assuming the price is not affected by undue

stimulus,

Implicit in this definition Is the consummation of a sale as of a specified date and the passing of title from seller to buyer

under conditions whereby: (1) buyer and seller are typically motivated; (2) both parties are well informed or well advised, and each

acting in what he or she considers his or her own best interest, (3) a reasonable time is allowed for exposure in the open market;

(4) payment Is made in terms of cash in U. S. dollars or in terms of financial arrangements comparable thereto; and (5) the price

represents the normal consideration for the property sold unaffected by special or creative financing or sales concessions* granted

by anyone associated with the sale.

*Adjustments to the comparables must be made for special or creative financing or sales concessions.

No adjustments are

necessary for those costs which are normally paid by sellers as a result of tradition or law in a market area; these costs are readily

identifiable since the seller pays these costs in virtually all sales transactions.

Special or creative financing adjustments can be

STATEMENT OF ASSUMPTIONS AND LIMITING CONDITIONS: The appraiser's certification in this report is subject to the

following assumptions and limiting conditions:

1.

The appraiser will not be responsible for matters of a legal nature that affect either the property being appraised or the title

to it, except for information that he or she became aware of during the research involved in performing this appraisal. The

appraiser assumes that the title is good and marketable and will not render any opinions about the tite.

2.

The appraiser has provided a sketch in this appraisal report to show the approximate dimensions of the improvements. The

sketch is included only to assist the reader in visualizing the property and understanding the appraiser's determination of its size.

3.

The appraiser has examined the available flood maps that are provided by the Federal Emergency Management Agency (or

other data sources) and has noted in this appraisal report whether any portion of the subject site is located in an identified Special

Flood Hazard Area. Because the appraiser is not a surveyor, he or she makes no guarantees, express or implied, regarding this

determination.

4.

The appraiser will not give testimony or appear in court because he or she made an appraisal of the property in question,

unless specific arrangements to do so have been made beforehand, or as otherwise required by law.

5.

The appraiser has noted in this appraisal report any adverse conditions (such as needed repairs, deterioration, the presence of

hazardous wastes, toxic substances, etc.) observed during the inspection of the subject property or that he or she became aware of

during the research involved in performing this appraisal. Unless otherwise stated in this appraisal report, the appraiser has no

knowledge of any hidden or unapparent physical deficiencies or adverse conditions of the property (such as, but not fimited to,

needed repairs, deterioration, the presence of hazardous wastes, toxic substances, adverse environmental conditions, etc.) that

would make the property less valuable, and has assumed that there are no such conditions and makes no guaraniees or

warranties, express or implied. The appraiser will not be responsible for any such conditions that do exist or for any engineering or

testing that might be required to discover whether such conditions exist. Because the appraiser is not an expert in the field of

environmental hazards, this appraisal report must not be considered as an environmental assessment of the property.
