Thirteen Mile Road, Beverly Hills since 1987. Every year we have witnessed severe flooding several times a year after heavy rains. Most of our back lower property and side property become filled with water usually more than 3 feet high and at times it has been higher. The water becomes very turbulent and rushes very fast. Most of our back and side property are in the floodway, as is the new lot. SEE 22.34.060 FLOODWAY document. (Village of Beverly Hills, Michigan Resident)
Re: Request to Have My Property Taxes Lowered
Mr. Kort,
In February 2023,
| purchased lot (18) for $20,000 located next to my property at
21300 West Thirteen Mile Road. This lot was on the market for approximately 2
years and was shown to many potential buyers but did not sell. At the time that
|
purchased this lot,
| was neither aware of nor informed as a resident by the
Village of Beverly Hills that they had already planned a Pathway Project for the
north side of Thirteen Mile Road and that a 80’ foot long (in total) steel pedestrian
bridge crossing the Rouge River with 40’ feet of the 80’ foot long bridge built on
my lot {19), 50’ foot long wooden boardwalk with railings, and a 5’ foot wide
sidewalk will be built and placed specifically on the frontage of my newly
purchased lot (19). Had
| known and had
| been previously informed as a resident
by the Village of Beverly Hills about the Pathway Project and these important
project details mentioned above that would negatively impact my property, it is
very likely that
| would not have bought this lot (18).
| feel having the bridge,
boardwalk, and sidewalk placed on the entire frontage of my lot (18) will lower
my property value.
| called Oakland County Equalization Department in December 2023 before
combining my original lot with the newly purchased lot (18). An employee at this
department told me that my taxes would increase by about $500 a year. As a
result of this information provided to me,
| then combined my two lots onPage 7
against Michigan law to build in a floodway. Therefore, | feel my lot (18) should be considered an unbuildable lot for these reasons which should lower the property value and in turn lower my property taxes. As you can see in the enclosed FEMA map, much of my original property is also in the floodway (SEE FEMA map). | understand that when | purchased this lot that it became uncapped. Therefore, | am kindly requesting that you: (1) Lower my taxes based on the purchase price of $20,000 because | feel it - reflects the true value of this lot. (2) In addition, the construction of the 40’ foot long section of the steel pedestrian bridge and the 50’ foot long boardwalk with railings, and 5’ foot wide sidewalk that will be on the frontage of this lot will negatively impact the value of my property which should be reflected in having lower property taxes. (3) The wetland area of my original property has a lot of floodway as well. Thank you for your consideration in my request to lower my property taxes. Please feel free to reach out to me if you have any questions. My phone number is (248) 647-7764 (no texting, please) and email address at susanplummer333@gmail.com Sincerely, FAAS A "Vs, Jz Susan Plummer ne

22.34.060 FLOODWAY Located within the area of special flood hazard established in Section 22.34.020 are areas designated as floodways. Since the floodway is an extremely hazardous area due to the velocity of floodwaters which carry debris, potential projectiles, and erosion potential, all encroachments, including fill, new construction, substantial development, and other development unless a technical evaluation demonstrates that encroachments shall not result in any increase in flood levels during the occurrence of the base flood discharge, shall be prohibited.
