We purchased the house at 2257 Parker St. Detroit last year and it was assessed this year. Based on the report card (attached), the assessor assumed that our

house has a basement. However, the house has a crawl space. Please see the attached independent inspection report (page 20) from when we purchased the

house that includes pictures that the inspector took. The rest of the report is redacted for privacy reasons. I'm also attaching pictures I took of the crawl space. I

tried to upload a video walking from outside the house to the crawl space, but the e-filing system does not allow me to upload it.

Given that a basement adds $30,000-40,000 to the value of the house, we are appealing the assessment. Since the value of the house (before applying ECF and

minus the land) was assessed at $127,224 with a basement, we believe it should have been valued at $127,224-$35,000 = $92,224 instead. Therefore, the

estimated True Cash Value should be $92,224*1.079 + $3,579 (land value) = $103,089 and the assessed value should be $103,089 / 2 = $51,544.

We filed an appeal with the March Board of Review and attended the hearing. At the hearing, we were told that the assessor needs to visit the house again and

confirm that there is no basement and that the documents we had provided were not sufficient. We were told we'll hear from the assessor's office. We did not

hear and nobody from the city came to check the crawl space. Then we got a letter in the mail with the board's decision that said our appeal was rejected without

even acknowledging what we had appealed, that they were supposed to come check out the crawl space, and that they did not. So we kindly request that the

valuation of our house is corrected to reflect the fact that it does not have a basement.
