ATTACHMENT Petitioner purchased approximately 33 acres of vacant land on August 30, 2023. In January 2024, Petitioner applied for a Special Land Use Permit and a Building Permit to construct a small gymnasium and a personal residence on the property. As part of the permit application process, Petitioner relied upon contractor estimates totaling approximately $1,265,000.00 to project the anticipated construction costs, including the vacant land. During construction, however, Petitioner elected not to retain a general contractor and instead served as their own general contractor, resulting in substantial cost savings which reduced construction costs and land to $917,495.43 (see attached spreadsheet). Furthermore, the original construction estimate included certain personal property and gym equipment costs that should not have been included as part of the Permits. As a result of these factors, the actual cost of construction was substantially less than originally estimated, and was $917,495.43. This amount includes the purchase of approximately 33 acres of vacant land for $182,010.95. A detailed cost ledger is attached, and supporting receipts together with Full Unconditional Waivers of Lien can be provided upon request. An independent Appraisal (copy attached) was prepared by Hawley Appraisal Service as of December 31, 2025 with a value of $792,000 (the October 15, 2025 Appraisal submitted at the Board of Review has been updated to December 31, 2025 resulting in a small increase), which is usually the best evidence to determine concrete market value. The Appraisal was completed in connection with a VA loan transaction and is supported by comparable market sales. Accordingly, both the documented construction costs and the independent Appraisal support that the current Assessed Value and Taxable Value substantially exceed the property's actual concrete market value. The 2026 Assessed Value of $775,100 corresponds to an implied True Cash Value of approximately $1,550,200. If use the Appraisal, the Assessed Value should be $396,000. Likewise, the 2026 Taxable Value of $672,442 should be $396,000. Petitioner respectfully requests that the Tribunal determine the property's Assessed Value and Taxable Value be reduced as stated above.

Residential Appraisal Report File No. Scope of Work, Assumptions and Limiting Conditions Scope of work is defined in the Uniform Standards of Professional Appraisal Practice as " the type and extent of research and analyses in an assignment." In short, scope of work is simply what the appraiser did and did not do during the course of the assignment. It includes, but is not limited to: the extent to which the property is identified and inspected, the type and extent of data researched, the type and extent of analyses applied to arrive at opinions or conclusions. The scope of this appraisal and ensuing discussion in this report are specific to the needs of the client, other identified intended users and to the intended use of the report. This report was prepared for the sole and exclusive use of the client and other identified intended users for the identified intended use and its use by any other parties is prohibited. The appraiser is not responsible for unauthorized use of the report. The appraiser's certification appearing in this appraisal report is subject to the following conditions and to such other specific conditions as are set forth by the appraiser in the report. All extraordinary assumptions and hypothetical conditions are stated in the report and might have affected the assignment results. 1. The appraiser assumes no responsibility for matters of a legal nature affecting the property appraised or title thereto, nor does the appraiser render any opinion as to the title, which is assumed to be good and marketable. The property is appraised as though under responsible ownership. 2. Any sketch in this report may show approximate dimensions and is included only to assist the reader in visualizing the property. The appraiser has made no survey of the property. 3. The appraiser is not required to give testimony or appear in court because of having made the appraisal with reference to the property in question, unless arrangements have been previously made thereto. 4. Neither all, nor any part of the content of this report, copy or other media thereof (including conclusions as to the property value, the identity of the appraiser, professional designations, or the firm with which the appraiser is connected), shall be used for any purposes by anyone but the client and other intended users as identified in this report, nor shall it be conveyed by anyone to the public through advertising, public relations, news, sales, or other media, without the written consent of the appraiser. 5. The appraiser will not disclose the contents of this appraisal report unless required by applicable law or as specified in the Uniform Standards of Professional Appraisal Practice. 6. Information, estimates, and opinions furnished to the appraiser, and contained in the report, were obtained from sources considered reliable and believed to be true and correct. However, no responsibility for accuracy of such items furnished to the appraiser is assumed by the appraiser. 7. The appraiser assumes that there are no hidden or unapparent conditions of the property, subsoil, or structures, which would render it more or less valuable. The appraiser assumes no responsibility for such conditions, or for engineering or testing, which might be required to discover such factors. This appraisal is not an environmental assessment of the property and should not be considered as such. 8. The appraiser specializes in the valuation of real property and is not a home inspector, building contractor, structural engineer, or similar expert, unless otherwise noted. The appraiser did not conduct the intensive type of field observations of the kind intended to seek and discover property defects. The viewing of the property and any improvements is for purposes of developing an opinion of the defined value of the property, given the intended use of this assignment. Statements regarding condition are based on surface observations only. The appraiser claims no special expertise regarding issues including, but not limited to: foundation settlement, basement moisture problems, wood destroying (or other) insects, pest infestation, radon gas, lead based paint, mold or environmental issues. Unless otherwise indicated, mechanical systems were not activated or tested. This appraisal report should not be used to disclose the condition of the property as it relates to the presence/absence of defects. The client is invited and encouraged to employ qualified experts to inspect and address areas of concern. If negative conditions are discovered, the opinion of value may be affected. Unless otherwise noted, the appraiser assumes the components that constitute the subject property improvement(s) are fundamentally sound and in working order. Any viewing of the property by the appraiser was limited to readily observable areas. Unless otherwise noted, attics and crawl space areas were not accessed. The appraiser did not move furniture, floor coverings or other items that may restrict the viewing of the property. 9. Appraisals involving hypothetical conditions related to completion of new construction, repairs or alteration are based on the assumption that such completion, alteration or repairs will be competently performed. 10. Unless the intended use of this appraisal specifically includes issues of property insurance coverage, this appraisal should not be used for such purposes. Reproduction or Replacement cost figures used in the cost approach are for valuation purposes only, given the intended use of the assignment. The Definition of Value used in this assignment is unlikely to be consistent with the definition of Insurable Value for property insurance coverage/use. 11. There are homes similar in style and nature within the subjects marketed area. Employment in the area seems to be stable. Shopping and recreational facilities are located within a reasonable distance from the subject property. Note there maybe a fair amount of unimproved land within the subjects marketed area; if noted within the neighborhood section under Present Land Use Percentages. Neighborhood Market Conditions Market conditions for the subject area were found to be reasonable. Financing was found to be readily available. Research of MLS sales records indicated that property values were fairly stable with a steady increase in market values of 1-3% every 6 months. Nationwide foreclosure sales are down 20% from last year. Although foreclosed properties tend to be below average in condition they are still available in the market. Estimates of market times were also based on M.L.S. records. The initial comparable sale search focused on sales, listings, and pending sales with transaction dates within the past 4 months, located within 1 mile from the subject, within 200 sq. ft. above grade GLA, similar site size, similar age within a 10 year range, and two-story barndominium homes. The initial search RESULTED in 4 properties, however, only two - one sale and one listing - were considered comparable; the others were of superior quality. The search parameters were then expanded to transaction dates within the past 6 to 12 months and within 0-53 miles from the subject property using the same physical characteristics. Using the expanded search parameters a total of 14 properties were found (which includes those properties found in the initial search, 8 of which, 8 sales and 0 listings/pendings, were considered most comparable and included in the Sales Comparison Approach. Those not chosen were of superior quality and/or superior location. Zoning Description Regarding the subjects zoning description being "A2" Agriculture. According to Olive Township, Clinton County assessor's information; if the home were to be partially destroyed or even more than 50% that the home would be allowed to re-build per original plans and specifications of the same design, utility and current density as residential use. The subject property being in agriculture zoning does not or is not considered to be an income producing property/farm. There is no portion of land currently being leased for farming or agricultural use. Also note the subject is considered to be residential in nature. Zoning Compliance Zoning is attempted to be described within the report, but should not be relied upon by any third party. The appraiser recommends the client or any third party first verify information regarding zoning and permitted use of the subject property including such things as set back requirements, minimum and maximum sizes for allowable uses, allowable existing uses, etc. directly with the local zoning municipality prior to making any decision that may be effected by zoning regulations. The appraiser further recommends such matters be confirmed in writing to the proposed user by the local zoning municipality. The appraiser is not responsible for any errors or changes regarding zoning matters. Highest and Best Use Given the current zoning, location and size of the site, surrounding land uses (recognizing the principle of conformity) and development characteristics of the market area, our opinion of the highest and best use of the property "as vacant" is for single family residential development. Further, the existing use/improvements exceed the value of the site vacant; therefore our opinion of the highest and best use of the site "as improved" is for continued single family residential use. Comments on Sales Comparison It should be noted that these sales do give an accurate indication of market value of the subject property. Adjustments for square footage were calculated at $50.00/square foot. Due to the subjects design, location, acreage, square footage and a limited number of similar comparables required the appraiser to utilize comparables that exceed sales dates of six months. However, these comparables do not exceed one year of age. Due to local stable markets did not require a time adjustment for comparables over four and six months. Current Listings were not available within subjects marketed area of similar amenities within a reasonable listing time or distance. Therefore, no current listing or pending comparables were available. However, this would not effect subjects marketability in a negative way. Due to various differences comparables have exceeded gross and/or net adjustments of 15% and 25%. However, these comparables warrant use having various similarities in style, acreage, year built, room counts, foundations, garages and

ADDENDUM Client: Samuel B & Julie K Dalman File No.: HAS0365 Property Address: 1175 E Chadwick Rd Case No.: 29-29-6-0921549 City: Dewitt State: MI Zip: 48820 Addendum Page 2 of 4 amenities. Adjusted value range exceeds normal 15% guidelines due to various adjustments warranted. However, these comparables warrant use having various similarities to the subject property in terms of distance, square footage, age, design, room counts, foundations and amenities. Comparables #2, #3, and #4 were given most weight due to distance, sales times, square footage, room count, and amenities. Comparables #1, #5, #6, #7, and #8 warrant use having various similarities to the subject but not given as much weight. Comparables that have crossed over what is considered a major artery dividing the subject and comparables do not pose any sort of market division or barrier in the subjects marketed region. Due to a shortage of comparables required the appraiser to utilize comparables that exceed a 20% GLA variance. However, the appraiser has completed an extensive search for comparables of similar GLA and the sales/listings utilized are considered to be the most similar and within reasonable gross living area to the subject property. Having a shortage of comparables has required the appraiser to utilize comparables that exceed a 25% sales variance. However, these comparables used are considered to be the best and most representive of the surrounding marketed area for the subject property. Also note all eight comparables are located within 55 miles from the subject that are considered within similar competing marketed areas as the subject property. The appraiser has completed an exhaustive search within reasonable distances and sales dates to find one comparables of similar attributes to our subject property that sold within 90 days. However, this would not affect the subjects marketability in a negative way. Comparable #6 condition rating of C3 is based on home is inferior to subject in terms of newer age/condition, that warranted an 8% adjustment. Comparables #6, #7, and #8 quality rating of Q3 is based on homes are inferior to subject in terms of quality of materials that warranted a 6% adjustment. Adjustments have been derived from paired sales data extracted from subjects marketed area as follows. Site adjustment is $2,000 per acre of subjects lot size. Age adjustments are 2% over 5 years. Foundation adjustments are based on $5.00 per 500 square feet. Rooms Below Grade adjustments are at $4,000 per room. Garage type adjustments are $4,000 per stall. Porch/Patio/Deck(s) adjustments are $3,000 per amenity. Heating/Cooling adjustments are $3,000 per utility. A line item adjustment was warranted for the subjects bedroom count is superior to normal bedroom count in any market therefore the line item adjustment was warranted. The appraiser has completed an extensive search for comparables of similar bedroom count with zero available within a reasonable distance and sales date. However, this does not affect the subjects marketability in a negative way. Typical marketing times are found to be under three months within the subjects marketed area. However, comparable #3 is above typical marketing times with no specific given reason on MLS data sheet. Therefore, no factors that would contribute to an extended marketing time could be established. As a result of an analysis of Uniform Appraisal Dataset data specific to comparable adjustments, Fannie Mae has eliminated the 15% net and 25% gross adjustment guidelines and has provided clarification with respect to Fannie Mae’s expectations for the appraiser to analyze the market for competitive properties and provide appropriate market based adjustments without regard to limits on the size of the adjustments. The assigned appraiser has completed an extensive search for similar comparables of similar attributes within a reasonable distance and sales date not to exceed normal guidelines of similar attributes to our subject property. After further review for the subjects marketed area the appraiser has determined that these comparables are considered the best and most representive to the subject for the surrounding marketed area. These comparables are utilized within this particular report having various similarities in style, location, acreage, age, room count, square footage, foundation, garage type and amenities. Final Reconciliation The sales comparison approach was given the most weight in determining market value, as it most clearly represents typical market reactions and trends. The cost approach is not viewed as necessary in order to produce credible assignment results for the client's stated intended use. Income approach was considered but was rejected due to the predominance of owner occupancy and/or the lack of reliable market data. The final value of the subject is equal to the predominate value for the area, and falls within the markets typical value range. UAD/Software Disclaimer: This appraisal is made to UAD requirements, however, there may be some glitches in the appraisal software that cannot be overridden by the appraiser. Per the software company these are being corrected periodically. Insulation Disclaimer: The appraiser is unable to verify the insulation "R" factor. The presence of urea formaldehyde foam insulation also could not be determined. If UFFI is present, the appraised estimated market value may be adversely affected. Information contained in this appraisal regarding insulation was obtained by either an interior or exterior inspection, the owners, their agents and or the local MLS. The information is assumed to be correct and is for appraisal purposes only. Geographic Competency: The subject is located within a reasonable distance from appraisers office. This assignment requires geographic competency as part of the scope of work. I have spent sufficient time in the subjects market and understand the nuances of the local

Complete visual inspection of the interior areas of the subject property: a visual observation from standing height of the accessible areas and unobstructed, exposed surfaces of the living area without the removal of personal possessions. It includes the visual observation of any automobile storage area, if any, as well as of any detached accessory buildings judged by the appraiser to have contributory value. Repair items noted are limited to readily observable items visible from standing height. The appraiser is not a home inspector. The appraisal report cannot be relied upon to disclose hidden defects that are not apparent from a visual observation of the surfaces of the subject property from standing height. The testing of systems (structural, electrical, mechanical, heating, cooling, plumbing) and components (such as appliances, fixtures, doors, windows, etc.) lies outside of the scope of this appraisal assignment.
